BONITA (KGTV) -- Neighbors in Bonita say their street is becoming congested with "toll dodgers" - drivers who are going out of their way to avoid paying the .55 toll on State Route 125.   It's not just the traffic buildup that neighbors find concerning, it's that these drivers are often speeding - right past an elementary school, parks and horse tracks. In a community meeting Tuesday, the City shared plans to fix the issues on Briarwood and San Miguel Ranch roads. RELATED: Drivers dodging tolls on SR 125 cause problems in South Bay neighborhood"There's a lot of concern about people trying to evade the tolls," said Greg  Cox, with the San Diego County Board of Supervisors. As a result, Cox said the City lowered the speed limit on San Miguel Road to 25 mph and placed a stop sign at a popular horse crossing. They also plan to intall a traffic signal at Sunnyside Elementary School. "If the County can secure a grant for the funding, that could be done within the next year," Cox said. John Scott has been in the neighborhood since the mid 1980s. He's noticed the buildup up of traffic over time, and says...he can't fault the drivers for trying to save a buck. "They got as much right to use the road as anybody else has to use the road," he said.  1327

(KGTV) -- A new study released this July says ride-sharing services like Uber and Lyft are actually contributing to heavier traffic. The study, conducted by Schaller?Consulting, found that ride-sharing companies compete mainly with public transportation, walking and biking. So instead of taking a bus or train, customers use services that put more vehicles on the road.The study found that even services like UberPOOL and Lyft Shared Rides, while claiming to reduce traffic, still add mileage to city streets and do not offset the impacts of UberX and Lyft.The shared rides add to traffic because, according to the study, users are switching from non-auto modes of travel like biking.According to the data, the metropolitan areas of Boston, Chicago, Los Angeles, Miami, New York, Philadelphia, San Francisco, Seattle and Washington D.C. are home to 70 percent of Uber and Lyft trips. It’s not all bad news though. The study also found that ride-share services can help provide support for seniors, people with low incomes and those with disabilities.In addition, the same companies show promise in providing subsidized connections to different forms of public transportation. 1229

BEIJING (AP) — The prospects for a preliminary breakthrough in the U.S.-China trade war improved Thursday after the two sides agreed to reduce some punitive tariffs on each other's goods, though the full extent of the rollback wasn't clear.A Chinese spokesman announced the development Thursday as talks on ending the trade war progressed, and it triggered a rally in U.S. stock markets.A U.S. private sector analyst with knowledge of the talks said there are still deliberations in the White House about how far to roll back the duties and what steps China must take before the reductions would occur. The analyst spoke on condition of anonymity because he wasn't authorized to discuss the talks publicly.The ongoing talks are aimed at working out details of a "Phase 1" deal that was announced Oct. 12. Financial markets had been rattled by reports that China was pushing for tariffs to be lifted, which posed the prospect of a breakdown in talks.Negotiators agreed to a "phased cancellation" of tariff hikes if talks progress, said a Chinese Commerce Ministry spokesman, Gao Feng, early Thursday."If the two sides achieve a 'Phase 1' agreement, then based on the content of that agreement, tariffs already increased should be canceled at the same time and by the same rate," Gao said at a news briefing.As for the size of reductions, Gao said that would depend on the agreement."We can be cautiously optimistic here," said Mary Lovely, a trade economist at the Peterson Institute for International Economics in Washington. "The signals that are coming out are moving in the right direction for a deal."The two sides are aiming to finalize the agreement by the end of next week, the private sector official said. Baltimore Police confirmed a man was hit by a light rail train and cut in half at 8:35 a.m. Thursday.The accident occurred at North Howard and West Lexington Street, roughly a block south of the Lexington Market Light Rail stop. Police believe the incident occurred somewhere between Mulberry Street and Saratoga Street, with the person's body ultimately becoming dislodged from the train near West Lexington Street, Baltimore Police Chief Spokesman T.J. Smith said in an update around 10:30 a.m. There were passengers on the train at the time of the incident, Maryland Transit Administration Public Information Officer Paul Sheppard confirmed. Investigators are operating in a large scene that spans Howard Street from Mulberry Street south to Baltimore Street. BONSALL, Calif. (KGTV) - Victims of the Lilac Fire are concerned after the Federal Emergency Management Agency overshared personal information on millions of people. The Office of Inspector General released a report showing FEMA gave 2.3 million hurricane and wildfire victims’ private information like bank account numbers, social security numbers, and home addresses to a contractor.Peter Andrew lost his home in the Lilac Fire. He’s since rebuilt, but learning the news about FEMA is concerning to him.“It’s always a concern when information is compromised, but in this case, the contractors went above and beyond, and I’d trust them with that information if it was an accident," said Andrew.Pat Damon also lost her home in the Lilac Fire. FEMA helped her rebuild, and she says she gave them all of her personal information. She’s worried after hearing they gave out personal information. She says it happens all too often though. “If someone gets into my bank account and takes my identity, I just don’t know what it would be like to deal with that," said Damon.We reached out to FEMA to find out how many Lilac Fire victims were involved in the oversharing. 1170
