DAR ES SALAAM, March 17 (Xinhua) -- "China is not throwing its weight amid China-Africa cooperation, though China's influence is getting stronger as an emerging power," a senior Tanzanian media official said here on Wednesday.Mkumbwa Ally, Deputy Managing Editor of Tanzania Standard Newspapers which published the official Daily News and Sunday News among others, made the remarks in an exclusive interview with Xinhua."The cooperation between China and Africa including Tanzania is based on mutual-benefit, that's not the 'Power matters the most' policy by some western countries but the way to cooperate with others," Ally said.China's assistance to African countries has no strings-attached, which was preferred by African countries, the senior Tanzanian media official said, mentioning the assistance from China to build the Tanzania-Zambia Railway in the 1970s."The big project of Tanzania-Zambia Railway Authority (TAZARA) railway was implemented with China's assistance, which helped the two African countries, especially the land-locked Zambia a lot in development and once was the main model of transportation in Tanzania," Ally noted.He added that China's assistance to Africa was brotherly based and the fourth ministerial meeting of the Forum on China-Africa Cooperation (FOCAC) held in the Egyptian resort of Sharm el-Sheikh on Nov. 8-9 and committed to enhance China-Africa cooperation with "people-centered" development, that is "development must look at people's needs".Besides assistance, China-African cooperation is also growing in business sectors, for example, Chinese construction companies built many projects in African countries with the same quality but lower costs, which is good for Africa, meaning that the African government can spend less for the same quality, the senior Tanzanian media official noted."Economists saw China as an emerging power, which has a lot of room for growth. This is evident, and statistics showed that," Ally said.As developing countries, African countries sympathize with China because there are many similarities between the two sides faced with the problem of environment and pollution amid development, according to Ally."China presented proactive initiative at UN climate change conference in Copenhagen in December 2009 and helped a lot to find common grounds among all sides to put forward practical measures," he noted.He stressed that climate change is an issue which needs every country to take measures to reduce pollution as "a very important step to start".He also reiterated that African countries respected China's sovereignty with adherence to "no interference with internal affairs".The senior Tanzanian media official also suggested Chinese media provide more information about what China is doing and the real intention of China to correct the negative image imposed by some Western media on China.

NAIROBI, Feb. 12 (Xinhua) -- Achim Steiner, UN Under Secretary- General and Executive Director of the United Nations Environment Programme (UNEP) told Xinhua in an interview on Friday that China played a significant role in the process leading up to Copenhagen Climate Change Conference."I think China played a very significant role in the process leading up to Copenhagen, and in a sense it became very engaged at the highest international political level in the process," the UNEP chief said.Steiner noted that China took a significant step forward when it made its announcements of voluntary actions a few weeks before Copenhagen. And that sent a very important signal to the negotiations."We saw similar actions taken by Mexico, by South Africa, by Brazil, by Indonesia and also India. That created an opportunity," he said.Steiner admitted that Copenhagen did not deliver what the world had hoped, which was a deal among developed and developing countries to achieve significant agreement in reduction of emissions. However, he maintained that it was also not the failure that some people had attributed to it."I think in history it shall be written as a missed opportunity. We are now focused on moving forward towards Mexico and the world has an opportunity to reach an agreement," he said to Xinhua.On China's situation of environmental protection and carbon emissions reduction, Steiner said the nation has made rapid progress yet challenges still remain.He stressed that China has begun to take a different development path. Chinese leaders and people have started to look at development also from a sense of balance. BEIJING, March 20 (Xinhua) -- The appreciation of renminbi, or China's currency yuan, will not help tackle the global economic imbalance, economists said here Saturday.The idea that yuan's appreciation would cure global economic imbalance was not going to happen, Angel Gurria, secretary general of the Organization for Economic Cooperation and Development, said at the China Development Forum 2010.To solve trade imbalance, countries such as the United States and China should seek measures to encourage domestic consumption, improve social well-being and reform pension system, instead of sticking to the exchange rate issue, Gurria said.The exchange rate adjustment, especially between the United States and China, would not help cut the U.S. trade deficit, while one way to tackle the problem is to loose restrictions on high-technology exports to China, Nobel Prize-winning economist Joseph Stiglitz said.Since China overtook Germany to become the world's largest exporter, the country is facing increasing criticism for devaluating the yuan to earn artificial price advantages. Some U.S. senators have recently ratcheted up pressure on yuan appreciation and urged the government to label China as currency manipulator."If the U.S. government names China as a currency manipulator, quite unfortunately, it will hurt the bilateral relations at least in short and medium term," said Li Daokui, director of the Center for China in the World Economy of Tsinghua University."The two countries should be cooperative to solve the problem, while naming China as a currency manipulator will be no help," Li said."After all, it will not be in the interests of the United States, China and the whole world if the two countries' disputes escalate into a trade war," he said.

BEIJING, Feb. 16 (Xinhua) -- China has seen progress in the development of the law profession as it strives to build a country based on the rule of law.According to the Ministry of Justice, the country had more than 15,000 law firms, more than 166,000 lawyers, and more than 220,000 people working in the sector at the end of 2009.By Oct. 2009, foreign law firms from 21 countries had set up 224 representatives offices in China, while law firms from Hong Kong Special Administrative Region had set up 65 offices on the mainland, the ministry said.Sixteen lawyers are deputies in the National People's Congress, China's top legislature, and 22 lawyers are members of the National Committee of the Chinese People's Political Consultative Conference, the nation's top political advisory body.Last year, the country's lawyers handled nearly 2 million lawsuits, and dealt with more than 534,000 non-litigious legal matters, plus more than 184,000 cases of legal aid.Statistics show in 2008, lawyers billed their clients 30.9 billion yuan (4.54 billion U.S. dollars) and paid more than 4 billion yuan in taxes.No corresponding figures for the year of 2009 are available.
