SAN DIEGO (KGTV) - The City of San Diego is taking legal action against the owners, operator and property manager of a independent living facility with squalid living conditions.Ten people lived in the now-closed home on Ewing Street near San Diego State, most of them elderly. Photos from inside the home show mold on mattresses, rat feces, holes in the walls, and overflowing trash cans.The City Attorney's office says fumes from an illegally installed water heater contaminated the interior, and the conditions were so dirty that a man's foot had to be amputated after a sore got infected. Independent Living Facilities are unlicensed and unregulated. They are often a last chance for vulnerable people to avoid becoming homeless - paying rent with social security or disability checks. Elliott's office is suing the owners, property manager, and operator, who could be forced to pay up to million. Additionally, operator Mark Rogers is being charged with 22 misdemeanors. Rogers also owns an independent living facility in El Cajon, where a tenant was murdered with a frying pan late last year. SAN DIEGO (KGTV) -- The man accused of opening fire into a Hillcrest business has been found incompetent to stand trial. Stefano Markell Parker, 29, was facing attempted murder charges in San Diego in connection with the shooting at Golden Dragon Asian Bistro in February of 2019. Witnesses in the area that night described a man they say stood outside the restaurant armed with a rifle and opened fire. No one was shot. Witnesses say the gunman then changed clothes, providing a description. Police arrested Parker in the area later in the night. A spokesperson at the Jefferson County Jail in Alabama previously confirmed to 10News that Parker was in custody in recent years. In 2016, he was arrested in Alabama for possession of marijuana and drug trafficking charges. In 2017, he faced charges of distributing methamphetamine and possession of marijuana. Court records also show that Parker faced capital murder charges when he was a teenager in connection with a shooting from a vehicle. SAN DIEGO (KGTV) — The community of Barrio Logan welcomed residents to shop in the streets after months of coronavirus’ impact. Saturday, Aug. 4, the “Walk the Block” event debuted. Local businesses got permits to move service outdoors to the sidewalk, and the event celebrated the community’s resurgence of business with food, specialty items and music.Business owners like Stephanie, who runs Dreamers and Hustlers Company, a clothing shop with items branded toward the namesake, said the past few months have been hard, but she’s confident Barrio Logan shops will bounce back.“Even during these times we figure out ways we can pick ourselves up and get going again,” she said.Edgar Flores said his shop, Maxa Market, sells products made by local small businesses and entrepreneurs. He’s been able to continue with online sales but said he’s excited to be restocking his storefront and welcoming back in-person customers.“It’s all about being a community, all the people getting together doing this, doing the walkabout,” he said.The Walk the Block event will occur every Saturday from noon to 7 p.m. on Logan Ave. between Chicano Park and 26th St. Masks and social distancing are required. 1200

SAN DIEGO (KGTV) — The Cabrillo National Monument will extend its opening hours until sunset on Fridays through Sundays in August.The national monument is currently in a phased re-opening. All outdoor areas, trails, and restrooms are open, but indoor areas like exhibits and the lighthouse are closed due to coronavirus restrictions.Normal operating hours for the area are 9 a.m. to 5 p.m., with the tidepools closing at 4:30 p.m. The extended hours will give visitors a chance to take in views of the Pacific Ocean and San Diego during sunset. The monument's tidepool area will also be open until 30 minutes before sunset.Visitors can also get Junior Ranger books and badges, maps, and visitor information at an outdoor station near the visitor center.Officials encourage guests to continue wearing face coverings and physical distance from anyone no apart of their household while visiting.Annual park passes can still be purchased online here. SAN DIEGO (KGTV) -- The battle over the Crossroads of the West Gun Show continued Tuesday in Del Mar.The Board that oversees the fairgrounds is reviewing the show that has been hosted at the fairgrounds for the last 28 years.A pro-gun, second-amendment political action committee collected more than 3,100 letters in support of continuing the show in Del Mar.The letters were given to the board for review and consideration. Michael Schwartz, Executive Director of the San Diego County Gun Owners is pushing is pushing for the board to renew the shows contract with no restrictions or limitations."It took us less than a week to collect all these signatures, we could have gotten more. Some are written by entire families who come to the show every year. It is a family event with almost a 30 year history with Del Mar," said Schwartz. Protesters also made an appearance at the board meeting dressed in orange and asking the board to cancel the shows current contract.The Del Mar, Solanna Beach and Encinitas city councils have approved resolutions calling for a ban on the gun shows at the fairgrounds.Guns can be purchased at the show, but California law requires extensive background checks and a waiting period.The board will make a decision to cancel or continue the gun show at it's board meeting in September. 1329
