(AP) — Northern California authorities have arrested a woman they say scammed ,100 from a 75-year-old who lost a home in a wildfire last year that killed 85.The Butte County Sheriff's Office announced Tuesday the arrest of 29-year-old Brenda Rose Asbury for elder abuse, embezzlement and grand theft.Detectives say Asbury stole from an insurance settlement that the victim received after losing a home in the 2018 Camp Fire.A warrant for her arrest was issued in September.Asbury turned herself in to Butte County authorities on Monday after driving three days from Tulsa, Oklahoma, and on the advice of her attorney, Michael Erpino of Chico.Sheriff's office spokeswoman Megan McMann said Asbury is in jail on ,100 bail.She is scheduled to be arraigned Thursday. 793

OCEANSIDE, Calif., (KGTV) -- Oceanside City Council decided Wednesday night to postpone a vote regarding a controversial development plan in East Oceanside. The developer hoped to postpone the vote in order to make adjustments to the plan. Residents opposed to the plan hoped Council members cast a 'no' vote to put an end to the plan.The North River Farms Development sits on 177 acres in an area Southwest of Bonsall, known as South Morro Hills. "We're really excited to bring an 'Agrihood' to the City of Oceanside," Ninia Hammond, Project Manager of Integral Communities, said. Her company began crafting this plan five years ago. Their goal is to create a place that will feature a trifecta of community, housing, and farming on traditionally agricultural land.The Oceanside Chamber of Commerce expressed their support of the project in February. They argued that it would bring in millions of dollars, and help the city meets its 2021 Regional Housing Needs Assessment goal.10News met with Jane Marshall, a resident vehemently opposed to the plan."We would rather have a better quality of life, where a developer is willing to work with us in all our infill projects," Marshall said. "We have plenty of room to build instead of taking prime farmland from Oceanside."But the developer said this is the only location for a plan of this kind. "The maker spaces, the creative hub, the exposure to the view of the river," Hammond said. "All of that makes the nature of it, really specific to the location."Marshall disagreed. She said the development would decimate small farms, increase traffic and pollution, and create flooding and fire issues. She said the plan does not include a clear emergency evacuation plan, putting residents at risk. Because of these very issues, Oceanside's Planning Commission turned down the plan for the second time two weeks ago. But Hammond said they are optimistic the city council will postpone the vote and reconsider the issue another time, after they make revisions. OCEANSIDE (KGTV) - Police are searching for the suspect who reportedly shot a man at the Oceanside Transit Center Saturday night. Oceanside Police officers were called to the scene around 7:15 p.m. after receiving reports of a gunshot victim. When officers arrived, they found the victim on the ground suffering a gunshot wound the abdomen. The man was flown to the hospital with non-life threatening injuries. At some point, the victim told police the suspect was staying at the Motel 6 along North Coast Highway. Police searched the hotel room the suspect was reportedly staying in, but the suspect wasn’t found. The shooting doesn't appear to be gang relates, police say. 683

OCEANSIDE (CNS) - Two cars overturned into an embankment off Interstate 5 near Camp Pendleton Sunday, but the people inside both vehicles were able to escape without serious injuries.A silver car lost control and sideswiped another car on northbound I-5 past Las Pulgas Road shortly after 11 a.m., California Highway Patrol dispatchers were told.Several drivers pulled over to help, and the people inside both cars were able to get out before CHP officers and fire personnel got to the scene, according to a CHP incident log.At least one person was hurt, but the injuries were described as minor. 609
