There was a mixture of excitement and nervousness Monday, as nearly 600 spellers kicked off the 2019 Scripps National Spelling Bee with a test. The preliminary test is made up of 12 spelling words and 14 vocabulary words.“I think it was fun, but also stressful in a way because it was difficult,” says speller Tommy Cherry of Florida.Cherry says he’s happy with how he did. His friend, Arik Karim, feels the same.“I think I learned a lot from it,” Karim, who is also from Florida, says.The friends help each other study. “There's just going to be a lot going on, so sometimes I think it's good to like take a break and, you know, just get to study,” says Karim.The two met at last year’s Scripps National Spelling Bee, but they hadn’t seen each other since. They were able to connect at this year’s competition. “I like socializing with a lot of people who I have a lot in common with,” Cherry says.They’re looking forward to hitting the stage again.“I feel pretty confident, considering that, yes, we do have a list that we study from, and I think I'm well acquainted with the words that we receive,” Karim says.The spellers will take the stage Tuesday for the second round of preliminaries. The Trump administration was expected to announce completion as soon as Thursday of one of its most momentous environmental rollbacks, removing federal protections for millions of miles of the country’s streams, arroyos and wetlands.The changes, launched by President Donald Trump when he took office, sharply scale back the government’s interpretation of which waterways qualify for protection against pollution and development under the half-century-old Clean Water Act.A draft version of the rule released earlier would end federal oversight for up to half of the nation’s wetlands and one-fifth of the country’s streams, environmental groups warned. That includes some waterways that have been federally protected for decades under the Clean Water Act.Trump has portrayed farmers — a highly valued constituency of the Republican Party and one popular with the public — as the main beneficiaries of the rollback. He has claimed farmers gathered around him wept with gratitude when he signed an order for the rollback in February 2017.The administration says the changes will allow farmers to plow their fields without fear of unintentionally straying over the banks of a federally protected dry creek, bog or ditch.However, the government’s own figures show it is real estate developers and those in other nonfarm business sectors who take out the most permits for impinging on wetlands and waterways — and stand to reap the biggest regulatory and financial relief. Travel to Cuba has become more difficult -- and more confusing -- for US citizens and travelers subject to American jurisdiction.Cruise ships will no longer be allowed to sail to the Caribbean island, according to a Trump administration announcement Tuesday, and the industry is scrambling to understand the full implications of the policy change.Norwegian Cruise Line said in a statement that the company is "closely monitoring these recent developments and any resulting impact to cruise travel to Cuba. We will communicate to our guests and travel partners as additional information becomes available."Royal Caribbean Cruise Lines announced that it is changing itineraries for June 5 and June 6 sailings that were scheduled to go to Cuba. The cruise line also said it is still evaluating the impact of the announcement.Several other cruise companies did not immediately reply to CNN's request for comment.Confusion surrounding the ban is palpable among cruise companies, travel websites and passengers with tickets to Cuba.Erica Silverstein, a senior editor at cruise review site Cruise Critic says the company is "in a holding pattern, waiting on next steps as cruise lines work to decipher what today's announcement means for their specific products."As far as ticketed passengers go, Silverstein says they are fielding questions on what the ban means for people who've paid in full or who are waiting to make final payments on planned trips to Cuba."It's worth noting that cruise lines are able to swap itineraries relatively quickly. We see it often during inclement weather, or in the wake of disruption in particular regions," Silverstein explains. "While nothing is definitive right now, if the lines are mandated to cancel sailings to Cuba, we'll likely see changes in the form of itinerary adjustments."The Trump administration policy change also eliminates group people-to-people travel (educational and cultural exchanges of a non-academic nature) as an approved sub-category of travel for Americans.The Treasury Department in a statement clarified that "certain group people-to-people educational travel that previously was authorized will continue to be authorized where the traveler had already completed at least one travel-related transaction (such as purchasing a flight or reserving accommodation) prior to June 5, 2019."JetBlue, United Airlines and Southwest Airlines have released statements saying they are reviewing the changes and intend to comply with the new rules.Under former President Barack Obama, rules around travel to Cuba were loosened, making it easier for individual Americans to comply with certain approved categories of travel without a formal application and approval process.President Trump tightened those rules in November 2017, only allowing people-to-people travel in groups traveling under the supervision of a US entity."That sub-category of travel has been eliminated, but there is a grandfathering provision that basically allows US travelers that have, for example, booked a flight or booked rooms and were contemplating doing a people-to-people trip, they are allowed to complete it," said Pedro Freyre, a partner and chair of the international practice at national law firm Akerman, which has cruise lines and airlines among its clients."But that doesn't align with shutting down the ability of the cruises to go in," Freyre said.It's that misalignment that has cruise lines scrambling to figure out how the new policies will impact their operations.And it leaves passengers booked on upcoming sailings in limbo. 3578
