SAN DIEGO (KGTV) — As the federal government failed to pass a new spending measure to fund several agencies through the new year, a partial government shutdown went into effect late Friday.TSA agents in San Diego, categorized as essential employees, will return to work Saturday but without pay under the partial shutdown. Many other employees will also be required to work without pay, including: The Department of Homeland SecurityThe Justice DepartmentThe Interior DepartmentThe State DepartmentThe Department of Housing and Urban Development"Mortgages, car payments, things of that nature, Border Patrol agents will have to find a way to make ends meet, even while they're not receiving their paychecks," Joshua Wilson, vice president of the National Border Patrol Council, told 10News. Though, Wilson added a shutdown was worth ensuing more border security for him and other agents. "It's about darn time Congress do something about border security. They keep punting, and we're very, very tired of it. The Internal Revenue Service, NASA, and the National Park Service will likely see employees furloughed, the latter of which could be seen as San Diego's Cabrillo National Monument closed Saturday. SAN DIEGO (KGTV) - Approximately 900,000 San Diegans who pay for sewer services may have had their rights violated.It’s part of what being alleged in a massive new class action lawsuit against the City of San Diego, its Public Utilities Department and the San Diego City Council.The suit calls it an “illegal financing scheme”. Attorneys who brought the suit claim the issue surrounds the city’s million smart water meter system and how it was paid for.  The lawsuit alleges the city knowingly used about million from the city's sewer fund instead of the city's water fund to help pay for that meter system.Subsequently, hundreds of thousands of San Diego sewer ratepayers were allegedly misinformed about what their money was being used for. Attorneys argue sewer ratepayers were quite possibly paying for a system that they did not necessarily benefit from- the smart water meter system. It’s still unknown whether there were any rate hikes directly tied to this.The suit claims the situation was an unconstitutional grab of million in funds.The San Diego City Attorney’s Office is reviewing the complaint and will respond through the court. 1183

SAN DIEGO (KGTV) - Construction is underway on upgrades to Pacific Beach Middle School. The campus will get a new 2-story building, featuring 26 state-of-the-art classrooms, as part of a "Whole School Modernization" project.Other aspects of the project include renovations to the existing cafeteria and library media enter, as well as a new HVAC system for the auditoriums and science classrooms."We'll have classrooms that represent 21st-century learning spaces," says SDUSD Facilities Communication Supervisor Samer Naji. "You're talking about flexible furniture so that the students and teachers can be creative with the way they use their spaces. You're talking about state of the art technology, voice amplification systems, smart boards that the teachers and students can all use."The administration offices will also be moved to a different part of campus, creating a more easily identifiable entryway for visitors."Right now it's a large priority for the campus that we have a secure entry," says Naji. "This ensures that, during the day when kids are in class, there's only one way in and one way out of campus."Security has been at the forefront of many SDUSD projects in the wake of school shootings across the country. District officials say they want to make sure all campuses only have a single entry for visitors. The new layout at PB Middle School will accomplish that goal.The building opened in 1931. Over the years, upgrades and expansions brought it to its current 13.8-acre footprint.Money for the project is coming from voter-approved Propositions S & Z. As part of the renovation, the current two-story library & classroom building will be torn down. Demolition begins in July. The work will be done in two phases, so the school can keep enough classrooms on site to accommodate students.Unfortunately, some of the murals on the current building will be lost in the demolition. The school's principal says they want to work with students and community members to design new murals for the new building.In 2017, SDUSD completed work on a new joint-use athletic field at the Middle School. According to the agency, all lanes of north and southbound SR-163 between I-8 and Genesee Avenue for three to six nights. The highway will be closed so crews can remove falsework from the bridge on the SR-163 Friars Road overcrossing. The southbound closures will begin at 11 p.m. with the northbound closures starting at 11:30 p.m. All lanes will reopen at 5 a.m. The list below shows which lanes will be closed on certain nights: Sunday: All southbound lanes, the northbound far right collector lane and the right main lane (slow lane).Monday: No full freeway closure.
