San Diego is weighing major new rules that would ban people from living in their cars near schools and homes.The proposal would block anyone from living in their cars within 500 feet of a school or residence, and also prohibit them from living in their cars on most other city streets between 6 p.m. and 6 a.m.San Diegans living in their cars have had free reign since a judge ruled in August that its current laws were too vague. That's led to concerns from some residents in beach areas, who say they have seen people drinking in cars, as well as urinating and defecating on neighborhood streets. "I used to feel very safe walking around throughout La Jolla, Pacific Beach and everything, and there's a lot of times I don't feel as safe as I used to," said Sarah Bonesteel, a Crown Point resident. At a news conference, the mayor announced that the city would open an additional parking lot for people to legally sleep in their cars. It will be in the overflow lot across from SDCCU Stadium, providing access to housing and other services."The goal for every person or family staying here will be to access resources to get back into long-term housing," Faulconer said. Meanwhile, the city's Public Safety and Livable Neighborhoods Committee will consider the citywide restrictions Wednesday. SAN DIEGO, Calif. (KGTV) - A large San Diego Church is continuing to hold in person, indoor services despite orders from San Diego County to hold services in outdoor settings only. Awaken Church has gotten three cease and desist orders at different locations and also had an outbreak at one of those locations, according to San Diego County.County Supervisor Nathan Fletcher said the church is not cooperating with the county in regards to the outbreak at their Balboa location, so the county had to publicly announce the community outbreak and ask anyone impacted to quarantine. A church would have to prove that they were treated differently.“If religions are being treated in a nondiscriminatory fashion, in other words if there’s a general law that establishes how many people can be in a room or what are the conditions, and it happens to have an incidentally impact on religion, that’s not a special problem as long as government has a rational reason for doing that, that’s alright. It’s only when government discriminates against religion that a special level of review called strict scrutiny is required and government has to have a really really good reason for discrimination,” said Smith.He added that the makeup of a court will also impact any future decisions on religious freedom, saying when Justice Ruth Bader Ginsburg was alive, cases regarding religious freedom during the pandemic were found to not be discriminatory, however with the newly appointed Justice Barrett, it’s more likely the Supreme Court would rule in favor of a church. 3009

SAN DIEGO (KGTV) --The FDA has placed new restrictions on a controversial birth control device called Essure.  The maker of the implant, Bayer, will only be allowed to sell to providers who agree to fully inform women about the risks and side effects.  A San Diego woman who had the Essure implant is now suing the physician who performed the procedure.  She says she wasn't given enough information and wants to warn others about her experience.  Three months after Essure was implanted she began experiencing severe pain. She eventually had a full hysterectomy.   603

SAN FRANCISCO (AP) — California voters approved a measure Tuesday requiring all eggs sold in the state come from cage-free hens by 2022.Proposition 12 led with 59 percent of the vote with nearly 4 million ballots counted.Supporters say the measure is a step toward more humane farming practices, while opponents say it doesn't go far enough.The measure sets new minimum requirements on the sizes of pens that farmers use to house breeding pigs and calves raised for veal, and it bans sales in California of products from hens, calves and pigs raised in other states that do not meet California's standards.Dubbed the Prevention of Cruelty to Farm Animals Act, Proposition 12 builds on an earlier ballot measure, Proposition 2, that passed in 2008 and banned keeping hens, calves and pigs in tiny cages so cramped they couldn't stand up, lie down or turn around.That measure took effect in 2015 but lacked specific size requirements and did not apply to out-of-state farmers whose products were sold in California.Proposition 12 specifies how much floor space farmers need to give each animal.The measure was sponsored and financed by the Humane Society of the United States, which also backed Proposition 2 and says the upgrade will strengthen the earlier measure and restore California as a leader in the ethical treatment of farm animals.A decade ago, Proposition 2 was the furthest-reaching law for farm animals in the country. Since then a dozen states have banned or restricted confinement for at least one farm animal.
