Community Health Centers that care for hundreds of thousands of low-income San Diegans are bracing for deep cuts. Congress has to act by Sept. 30 to maintain the funds to the centers, or services will start to decrease."This conversation is, do you have a doctor when you need one, who will see you?" said Vernita Todd, Vice President of Health Center Partners of Southern California, an association of 17 health centers in San Diego, Imperial and Riverside counties. The centers are concerned about million of federal money that Congress has yet to renew. The money goes to lower the cost of services like primary care, vaccinations, cancer screenings and physicals. It can help turn a visit that would normally cost 0 into a visit. "If they can't afford it, does that mean they'll forego treatment? Will they forego going to the doctor? Will they skip vaccinations for their children?" Todd said. Earlier this month, Rep. Elise Stefanik, R-NY, introduced a bill to continue the funding for community health centers. It has 13 bipartisan supporters. Her spokesman says she's exploring different ways to move the legislation forward. Todd says she's not concerned the bill wouldn't pass. She just wants it to come up for a vote. But she's worried Congress isn't paying attention to the health center needs because it's focused on issues like Hurricane recovery, repealing the Affordable Care Act, and Immigration. She says the centers would start taking hits Oct. 1, when money for a program that essentially gets doctors to health centers dries up.Then, on Jan. 1, they would lose the biggest lump sum, which could lead to layoffs, closures, and fewer services. There are six San Diego health center locations, including City Heights, San Ysidro, and Vista. CORONADO, Calif. (KGTV) - Three Coronado restaurants were closed for cleaning on Tuesday after employees tested positive for the coronavirus. One of the restaurants, The Henry, is facing backlash over accusations that it was not transparent with its patrons.On Facebook, The Henry posted the following message on Monday night.“Coronado neighbors,We apologize for not being more transparent with you about our first COVID positive case last week. Even though we messed up our communication, please know that we took all the right actions to make sure our guests, our employees and our restaurant space were as safe as possible before we re-opened.We went through our entire protocol for a COVID exposure the night after we became aware one of our employees was COVID positive. This includes third-party sanitation of the restaurant, contacting all employees before they returned to work to make sure we knew who had CDC defined exposure to the COVID employee and making sure all employees had access to testing at our cost, regardless of exposure. We got lucky that we were able to get this done so quickly. That has not always been the case. In another restaurant out-of-state, we had to close a restaurant for nearly a week as we waited for the sanitation company and sufficient staff to safely reopen. No one in our industry is happy about the fact we are all getting more experienced and better at responding to COVID exposures.Some of you have asked us why we did not notify the San Diego Health Department about the COVID positive employee. We know the employee's health care provider has notified the Health Department and that we, as employers, are not required to do so. But because of your question today and after calling the San Diego Health Department who encouraged voluntary notification, the Henry is committing to do so. With all of this in mind, this evening we notified the Health Department that we received information about a second COVID positive employee.The employee in this second case was last in the restaurant on Thursday, July 2. We are closing the restaurant early this evening and will be proceeding with sanitation and employee contacts. This time, we do not expect to be able to complete all of these procedures before our regular opening tomorrow. The Henry will be closed until we can go through our protocols, all of which mirror the San Diego Health Department's and CDC guidance.These are challenging times. Unfortunately, one of our staff tested positive for COVID-19. County employees in southern California have been arrested for allegedly damaging a Black Lives Matter sign that was displayed on private property in the city of Thousand Oaks.The homeowner installed a surveillance camera and captured several instances of people damaging and trying to remove the sign, which is a tarp along a fence with the letters "BLM" on it. Authorities said they recognized one of the vandals after the homeowner posted surveillance video on social media, according to the LA Times. Three people so far have been arrested, including Darin Stone, a sheriff's office employee in a non-sworn-in position. He was allegedly seen slashing the sign in two separate incidents while off-duty.Stone received a misdemeanor citation and was placed on administrative leave.Craig Anderson, an investigative assistant in the Ventura County DA's office was cited for vandalism. Cleveland police have issued an arrest warrant for 39-year-old William Hanlan, who they believe is behind the death of 24-year-old Nicholas Russell.Russell died last month after he was shot outside Mandy's Lounge, on Cleveland's west side. Police said Russell was playing pool at the sports bar when a man walked up and asked to join. There was an argument and the men stepped outside.Moments later, Russell was shot in the chest. Police said he was shot at point-blank range. He was taken to the hospital but died eight days later.Police believe Hanlan pulled the trigger.He is wanted on aggravated murder charges in Russell's death, a felony of the first degree.According to the arrest warrant, police believe Hanlan planned Russell's death prior to coming to the bar.Hanlan has a lengthy criminal past dating back to the late 1990s, but all of his offenses are either traffic violations or misdemeanor charges.    964
