HONG KONG, March 20 (Xinhua) -- Hong Kong signed an agreement with Brunei for the avoidance of double taxation and the prevention of fiscal evasion with respect to income taxes, the HK Special Administrative Region government said on Saturday.According to an official news release, Financial Secretary John Tsang signed the deal with Brunei Second Minister of Finance Abdul Rahman Ibrahim on Saturday during his visit to the southeast Asian country.This was the sixth comprehensive agreement for the avoidance of double taxation concluded by Hong Kong.It will eliminate double taxation instances encountered by Hong Kong and Bruneian investors, and bring about tax savings and certainty in tax liabilities in connection with cross-border economic activities.It is also believed to help foster closer economic and trade links between the two places, and provide added incentives for Brunei's enterprises to do business or invest in Hong Kong.Profits of Hong Kong trading companies doing business through a permanent establishment in Brunei may be taxed in both places if the income is Hong Kong sourced. Under the agreement, double taxation is avoided in that any Brunei tax paid by the companies can be deducted from the tax payable in Hong Kong.

BEIJING, Feb. 23 (Xinhua) -- Access to finance for China's small enterprises generally improved in 2009, but still was not good enough, said the country's top banking regulator on Tuesday.Outstanding loans to small Chinese enterprises added to 5.8 trillion yuan (849 billion U.S. dollars) as of the end of 2009, China Banking Regulatory Commission (CBRC) said in a statement posted on its website.The figure accounted for 22 percent of total corporate loans by the end of last year, 1 percentage point higher than a year ago, said the CBRC.The CBRC data showed that the growth rate of new loans to small enterprises in 2009 was 5.5 percentage points higher than that of the total corporate lendings and 0.61 percentage higher than all lendings.China has set a target of keeping the growth rate of new small business loans higher than that of all loans in 2010, and the amount of new loans should be bigger than the previous year, said the CBRC."Small enterprises" in China refers to those with assets worth less than 10 million yuan or annual sales less than 30 million yuan, according to a CBRC document.Last December, China promised to help improve the financing mechanisms to help small and medium enterprises (SMEs), as they were worst hit by the financial crisis and have had difficulty securing loans as commercial lenders preferred state-owned enterprises and large key projects, as the risk was not as great.SMEs refers to enterprises whose annual business revenue is below 300 million yuan. CHENGDU, Jan. 31 (Xinhua) -- Two giant pandas in the United States will fly back home in the southwestern Chinese province of Sichuan next week, according to local officials.Tai Shan, a 4-and-a-half-year-old male panda born at the National Zoo of Washington D.C., and Mei Lan, a 3-year-old female panda born at Zoo Atlanta, will arrive in Chengdu Feb. 5 after a 14-hour journey from Washington.Experts from the two zoos will escort the two giant pandas back to China.Tai Shan, who was born in July 2005 and raised up in the National Zoo, will return to the Ya'an Bifeng Gorge Breeding Base of Wolong National Nature Reserve.Tai Shan was supposed to get back to China at the age of two. The Chinese government agreed to postpone its return twice in 2007 and 2009 at the request of the National Zoo, where millions of people visited him.Tai Shan's father Tian Tian, 13, and mother Mei Xiang, 12, are also due to return December next year.Mei Lan will return to the Chengdu Research Base of Giant Panda Breeding.Mei Lan was born in September 2006. Her parents Lun Lun and Yang Yang arrived in Atlanta in November 1999.There are now 13 Chinese giant pandas living in four zoos in the United States.Giant pandas, known for being sexually inactive, are among the world's most endangered animals.There are about 1,600 giant pandas living in China's wild, mostly in Sichuan and the northwestern provinces of Shaanxi and Gansu.
