SOLANA BEACH (KGTV) - The heat wave is creating a stomach-turning sight at some of San Diego's North County Beaches.Water temperatures near 80 degrees are keeping local beaches packed. Lili Waters spends a lot of time at Table Top Beach, just north of Fletcher Cove, in Solana Beach. Tuesday was not the perfect beach day she expected."Normally, this is a really nice beach, but it's been absolutely horrible today," said Waters.She noticed an unusual amount of kelp and flies along the shoreline."Then, I looked down and I was like, hey, kids there's maggots all over the ground and they're like what, I said look down there's maggots and then they started running," said Waters.Seagulls are feeding on the maggots which are all over the beach near the piles of kelp."It's pretty disgusting," said Waters.What's disgusting to beachgoers is actually important to the marine life."As the kelp breaks down, the flies create larvae, and then the birds eat the larvae, the larvae is washed into the ocean, the fish eat the larvae it creates nutrients and food for shore birds," said San Diego Lifeguard Captain Jason Shook.Shook said the heat is killing the kelp which is attracting flies. Beaches from Torrey Pines to Carlsbad may see large piles of kelp wash up during the summer months."Those large reefs trap the kelp and then the kelp washes a shore in that area," said Captain Shook.Some visitors complained to lifeguards, but there's little they can do."It happens generally in the warmer months and it usually coincides with the grunion season, which is March through the end of August. So, then we are restricted on our beach-raking areas. We are not allowed to rake the beach along the high tide line so the kelp will build up a little bit," said Captain Shook."There's a ton of seaweed. It's all wrapping around your feet when you're in there, like I said, it's horrible," said Waters.Although it's unpleasant for visitors, it's important to the food chain."Some people don't want to be bothered by the kelp when they go to the beach. They don't like the smell, and the stuff that it brings along like the larvae, but it is a natural occurrence," said Captain Shook. "It's a really fragile ecosystem that we need to respect." 2275
Special counsel Robert Mueller has requested documents and information covering a range of events from President Donald Trump's White House, including two firings and an Oval Office meeting, sources familiar with the matter tell CNN.Mueller's investigators are looking for documents and emails relating to the dismissals of national security adviser Michael Flynn and FBI director James Comey, according to the sources. Six people have been arrested after Saturday's apparent assassination attempt on President Nicolas Maduro in the Venezuelan capital of Caracas, the nation's interior minister said on national TV.Maduro survived the assault after several drones armed with explosives flew toward him during a speech at a military parade, an attack he blamed on far-right elements and Colombia's outgoing president, Juan Manuel Santos.Those arrested are accused of "terrorism and assassination," Interior Minister Nestor Reverol said Sunday.Reverol said one of the detained had an outstanding arrest warrant for his alleged role in the August 2017 attack on a military base in Valencia. 675
Special counsel Robert Mueller's team has informed President Donald Trump's attorneys that they have concluded that they cannot indict a sitting president, according to the President's lawyer."All they get to do is write a report," Trump lawyer Rudy Giuliani told CNN. "They can't indict. At least they acknowledged that to us after some battling, they acknowledged that to us."That conclusion is likely based on longstanding Justice Department guidelines. It is not about any assessment of the evidence Mueller's team has compiled.A lack of an indictment would not necessarily mean the President is in the clear. Mueller could issue a report making referrals or recommendations to the House of Representatives.The inability to indict a sitting president has been the position of the Office of Legal Counsel in the Justice Department since the Nixon administration and reaffirmed in the Clinton administration, but it has never been tested in court.It had been an open question whether, if investigators found potentially criminal evidence against Trump, Mueller's team would try to challenge those Justice Department guidelines.CNN reached out to Mueller's team. They declined to comment.Deputy Attorney General Rod Rosenstein publicly discussed the issue earlier this month at an event held by the Freedom Forum Institute. He was asked if a sitting president can be indicted."I'm not going to answer this in the context of any current matters, so you shouldn't draw any inference about it," Rosenstein said. "But the Department of Justice has in the past, when the issue arose, has opined that a sitting President cannot be indicted. There's been a lot of speculation in the media about this, I just don't have anything more to say about it." Rosenstein oversees the special counsel probe.Giuliani tells CNN the special counsel's team has decided that "they have to follow the Justice Department rules.""The Justice Department memos going back to before Nixon say that you cannot indict a sitting president, you have to impeach him. Now there was a little time in which there was some dispute about that, but they acknowledged to us orally that they understand that they can't violate the Justice Department rules," Giuliani said."We think it's bigger than that. We think it's a constitutional rule, but I don't think you're ever going to confront that because nobody's ever going to indict a sitting president. So, what does that leave them with? That leaves them with writing a report," said Giuliani.It would then be up to the House of Representatives to decide what to do about with the special counsel's report -- and whether to pursue articles of impeachment.Giuliani also said that he is using the one-year anniversary of the Mueller probe, which is Thursday, to push the special counsel to disclose how much money is being spent, and to actively begin negotiating with Trump's legal team over any Trump interview Mueller is seeking."Do you really need an interview?"
