SAN DIEGO (CNS) - Voters will decide whether a controversial North County housing development goes forward, the Board of Supervisors decided Tuesday.After a public hearing, the board voted 4-0 -- Ron Roberts was absent -- to place the Newland Sierra project on the March 3, 2020, ballot. The board's action came two months after a Sept. 26 vote amending several provisions in the county general plan that allowed for Newland Communities to build in the Miriam Mountains area, directly west of Interstate 15 and near the cities of Escondido, San Marcos and Vista. The proposed development is in an area noted for wildlife and a tranquil ambience. The development would also feature 81,000 square feet of commercial space, a six-acre school site, 35.87 acres of public and private parks, 19.2 miles of multi- use community trails, an equestrian staging area and 1,209 acres of open space. The project would include numerous eco-friendly features, including solar panels, electric-vehicle charging stations, xeriscaping and gray-water systems, according to the developers. Opponents gathered roughly 117,000 signatures and presented their petition to the county. Board Chairwoman Kristin Gaspar said putting the Newland Sierra development on the ballot ``lets voters do their homework.'' She said the signature-gathering campaign was impressive, adding that while out in some locations, ``I could barely get a leg out of my vehicle door before encountering signature gatherers, although some were not as well-informed.'' Rita Brandin, senior vice president and development director of Newland Communities, told the supervisors the company is confident that voters ``will embrace the plan when they hear the truth and many benefits.'' SAN DIEGO (KGTV) — A 91-year-old La Jolla resident is the first confirmed case of West Nile virus of the year in the county.The man was hospitalized with encephalitis in September but was confirmed Thursday to have the virus by the California Department of Public Health.He has been discharged from the hospital and is recovering, according to the county.RELATED: Community gives gift of mobility to young West Nile survivorThe man had not traveled outside of the county within the month prior to becoming ill, leading officials to believe the mosquito bite was local.Mosquitos trapped near the man's home tested negative for West Nile by the county Department of Environmental Health. Nearby residents have still been notified of the case.Last year, there were two confirmed cases of West Nile in the county, a drastic decrease from the 22 cases reported in 2016, in which two people died. SAN DIEGO (CNS) - Two women were arrested and nine people were detained Friday morning following a break-in at a nearby liquor store, police said.Dispatchers received a call shortly before 3:30 a.m. from a person who reported seeing video of people breaking into the Valley Liquor store in the 1200 block of Hotel Circle, San Diego police Officer Scott Lockwood said.Officers responded to the scene and learned the suspects were possibly in a room at a nearby hotel, Lockwood said.They went to contact the suspects at the hotel room and ended up detaining 11 people for questioning.One male detained became unruly with officers and was placed into the back of an SDPD vehicle, where he continued to act out.Two women were eventually arrested on suspicion of burglary, but their names and ages were not available, Lockwood said. 835

SAN DIEGO (KGTV) -- A 17-year-old boy accused of killing a Carlsbad woman on a popular hiking trail denied the allegations against him during a virtual arraignment Thursday morning.Through his attorney, the teen denied all allegations. He faces charges in connection with the Nov. 23 death of 68-year-old Lisa Thorborg.Thorborg was on a morning walk at Hosp Grove Trail when Carlsbad police investigators said she was attacked and stabbed to death.On Dec. 14, Carlsbad police announced the arrest of a 17-year-old boy in the case. Little information on the teen was released, but police noted the suspect is a Carlsbad resident.Thorborg's death struck a chord with many in the community. In the days following her death, a large group came to honor her by finishing the walk she started.The woman’s death also left many neighbors upset and concerned about their safety while on that trail.During Thursday’s arraignment, the judge also granted the teen's request to two phone calls -- one to his Mom, the other to his grandmother.ABC 10News learned Thorborg’s family was also listening to the hearing through the phone.Another hearing in the case is set for Dec. 22. 1173

SAN DIEGO (KGTV) -- A gaping hole in an Allied Gardens hillside has many residents worried of a potential catastrophe.Outside of John and Sandy Knox’s bedroom window is a massive sinkhole that has already swallowed up their tree. The couple fears their home could be next.A broken-down drain pipe that is 50 feet deep and 60 feet wide is believed to be the cause of the hole.On Tuesday, ABC 10News spotted City of San Diego crews taking measurements and assessing the sinkhole.John Knox said he owns his mobile home, but a property management company owns the land it sits on and might be on the hook for fixing it.According to Knox, the management company has ignored his calls regarding the hole.ABC 10News learned the city is now investigating. 755
