LONDON — European Union regulators have filed antitrust charges against Amazon, accusing the e-commerce giant of using data to gain an unfair advantage over merchants using its platform. The EU’s executive commission, the bloc’s top antitrust enforcer, said Tuesday that the charges have been sent to the company. The commission said it takes issue with Amazon’s systematic use of non-public business data to avoid “the normal risks of competition and to leverage its dominance” for e-commerce services in France and Germany, the company’s two biggest markets in the EU. LOS ANGELES (AP) — A judge in California has ordered immediate testing of all detainees and staff at an immigration detention center where COVID-19 was spreading for weeks while officials refused to test for the virus. The Los Angeles Times reports federal District Court Judge Vince Chhabria ordered the U.S. Immigration and Customs Enforcement agency to conduct quick-result testing of everyone in the Mesa Verde ICE Processing Facility in Bakersfield. Chhabria’s order followed results Friday showing nearly half of the detainees tested earlier in the week were positive. A public defender says initial results from quick tests Saturday found 11 more positive cases. 677

LOS ANGELES (AP) — A new rule approved by the California Horse Racing Board means jockeys competing in the state won’t be allowed to strike a horse more than six times during a race and then only in an underhanded position. The rule would allow no more than two strikes in succession using whips that must meet new board standards to soften the blows. The board voted 4-2 to approve the rule. Edward Ramirez issued a statement saying deputies have been working to educate violators about the requirement, but people who refuse could now face fines."Beginning this month, we will continue to utilize education and persuasion and hand out face masks, however, we will begin issuing city of West Hollywood Municipal Code citations to people who refuse to follow the face mask order while in public," he said."The citation, which is administrative and not criminal, is 0 plus a fee of for a total of 0 for the first offense," he said.
