SEOUL, April 12 (Xinhua) -- South Korea has downgraded its alert level for foot-and-mouth disease (FMD) one notch as the disease has practically come to an end, the Ministry for Food, Agriculture, Forestry and Fisheries said Tuesday.The ministry said that it lowered the alert level from "orange" to "yellow," the second-lowest status in the four-tiered alert system, as no additional burial of livestock has occurred in three weeks after the last case in Hongseong, South Chungcheong Province, on March 21.The country dropped the alert level from the highest level of " red" to "orange" on March 24.The highly contagious animal disease, first confirmed on Nov. 29, has forced the country to cull more than 3.47 million livestock, mostly pigs and cattle, resulting in losses of 3 trillion won (2.6 billion U.S. dollars).The ministry, meanwhile, said that 670 animal quarantine experts will continue to decontaminate livestock farms once every week and keep close watch to see if any animals become sick.

CAPE TOWN, April 30 (Xinhua) -- The World Economic Forum on Africa, scheduled on May 2-4 in Cape Town, South Africa, will see participants exchange views on how the continent can turn to the next chapter of development.The meeting, expected to gather a record 900 participants from over 60 countries, will be held under the theme "From Vision to Action, Africa's Next Chapter," organizers said."We chose this theme because we feel it is very relevant for the events that are taking place on this continent, and the opportunity for growth and investment that the international and African communities are seeing," said Katherine Tweedie, head of Africa for the World Economic Forum.Seven of the fastest growing economies in the world in the next five years will be in sub-Saharan Africa, Tweedie noted, saying that a lot of discussion will be devoted to explore drivers behind this growth.Africa's economic growth in recent years have impressed the world. Though being the most underdeveloped continent, Africa have been more resilient than expected during the global economic crisis.The International Monetary Fund (IMF) have predicted that the continent's growth in 2011 will reach 5.3 percent.Under one of the three thematic pillars, "Shaping Africa's Role in the New Reality," the meeting will explore how Africa can take on a leadership role in the new reality and guard against newly emerging global and regional risks. Participants will look at how Africa can strengthen its representation and negotiation capacity on global platforms such as COP 17 and the G20.Meanwhile, the meeting will look into Africa's industrial diversification, which is widely considered as an effective way to increase competitiveness. Discussions under the thematic pillar of "Fostering Africa's News Champions of Growth" will focus on what innovative and entrepreneurial lessons drive Africa's fastest- growing companies, and how can Africa's emerging economies build capacity in science, technology and innovation to move up the value chain.Another topic expected to attract much attention is Africa's inclusive development. In recent years, African decision makers have been looking for ways to attain inclusive development by translating economic growth into better lives for the people.Marcus Courage, managing director of consulting group Africapractice, said ahead of the meeting that Africa must start measuring its economic growth in terms of job creation and progress of value addition of what it produces, rather than the gross domestic product (GDP), if it has to move from vision to action."One of the challenges is that we measure economic success in therms of GDP. That is not fair reflection of action," he told Xinhua.Under the thematic pillar of "Building Partnership for Inclusive Development," participants will debate on how can inclusive growth be put at the heart of a sustainable development agenda for Africa, and how can government of African countries work together with the business sector to distribute more equitably the benefits from the wealth in natural resources, among others.Regarding the highlight of this year's meeting, Tweedie said there will be a strong focus on green growth and the environment agenda, working closely with the South African government, given that South Africa will be hosting the COP 17 meetings in December.The meeting will also have very strong representation from Francophone west Africa for the first time. As a result a good part of the discussions will be focusing on issues taking place in this part of Africa, she added.Although South Africa has hosted the World Economic Forum on Africa for a number of times, this year the host is attracting particular attention.South Africa has joined the BRICS group of countries which also include Brazil, Russia, India and China, becoming the only African member in the grouping. It is also the only country from Africa in G20. LOS ANGELES, April 3 (Xinhua) -- People with lower levels of vitamin D are more likely to have stiffer arteries and an inability of blood vessels to relax, U.S. researchers have found.This finding also applies to people who are in general good health, according to researchers from the Emory University School of Medicine.The researchers presented their findings on Sunday at the annual American College of Cardiology meeting in New Orleans.Impaired vascular health in correlation with lower vitamin D levels contributes to high blood pressure and the risk of cardiovascular disease, the researchers say.The study involved 554 participants, with the average age of 47 and generally healthy.The average level of 25-hydroxyvitamin D (a stable form of the vitamin reflecting diet as well as production in the skin) in participants' blood was 31.8 nanograms per milliliter. In this group, 14 percent had 25-hydroxyvitamin D levels considered deficient, or less than 20 nanograms per milliliter, and 33 percent had levels considered insufficient, less than 30 nanograms per milliliter.The researchers monitored the ability of participants' blood vessels to relax by inflating and then removing a blood pressure cuff on their arms. To allow blood to flow back into the arm, blood vessels must relax and enlarge -- a change that can be measured by ultrasound. The researchers also made other measurements of smaller blood vessels and examined the resistance to blood flow imposed by the arteries.

LOS ANGELES, April 7 (Xinhua) -- Unrecycled energy-efficient bulbs release tons of mercury into the environment every year, raising an environmental concern, it was reported on Thursday.Demand for the energy-efficient lights -- the compact fluorescent light bulb (CFL) -- is growing as government mandates for energy-efficient lighting take effect, yet only about two percent of residential consumers and one-third of businesses recycle the new bulbs, the Los Angeles Times said, quoting the Association of Lighting and Mercury Recyclers (ALMR).Each CFL contains up to five milligrams of mercury, a potent neurotoxin that's on the worst-offending list of environmental contaminants, the report said.As a result, U.S. landfills are releasing more than four tons of mercury annually into the atmosphere and storm water runoff, the Journal of the Air and Waste Management Association said in a study published by the paper.The federal Clean Energy Act of 2007 established energy- efficiency standards for light bulbs that dimmed the future for old-fashioned incandescents, which don't meet those standards. Incandescents are to be phased out by 2014 in the U.S., and California passed even stricter rules, calling for store shelves to be cleared of them by 2013.The old-style bulbs are just too wasteful, converting to light only 10 percent of the energy they consume. The rest is squandered as heat.Sales of energy-efficient alternatives like CFLs, halogen bulbs and LEDs have been growing steadily, with the low-cost CFLs the biggest sellers, according to the paper.If every California household replaced five incandescent bulbs with CFLs, the move would save 6.18 billion kilowatt-hours and prevent the annual release of 2.26 million tons of heat-trapping carbon dioxide, according to the California Energy Commission. That 's equivalent to taking 414,000 cars off the road.But no federal law mandates recycling of household fluorescent lights. Federal rules exempt some businesses, based in part on the number of bulbs used, said Paul Abernathy, executive director of the ALMR, which is based in Napa, Calif.Several states, including California, Massachusetts, Maine, Vermont and Minnesota, do require that all households and businesses recycle fluorescents, the paper said.But the ALMR said compliance is low because of a lack of convenient drop-off options.

SHANGHAI, Feb. 19 (Xinhua) -- Shanghai and several other Chinese cities have moved to restrict home purchases in a bid to deflate bubbles in the real estate market.The rules, which were revealed by Shanghai's Housing Guarantee and Administration Bureau on Saturday, prohibits new home purchases from locally-registered families who have owned two or more homes and non-local registered families who have owned at least one home.Additionally, non-Shanghai registered families who have no documents certifying they have paid for social security or income tax in the city for one year are banned from buying property.Sales of commercial homes fell 42.4 percent year on year in Shanghai in 2010 as earlier measures to curb the speculative demand in the real estate market took effect.Despite the fall in sales volume, the average price of new commercial homes rose by 7.6 percent to 20,995 yuan (3,200 U.S. dollars) per square meter last year.On the same day, authorities in the eastern city of Nanjing and the northeastern city of Harbin rolled out similar purchase restrictions.On Wednesday, the Beijing municipal government unveiled even tougher measures to prohibit home purchases from non-local registered families who have no proof of social security or income tax payments in the Chinese capital for five straight years.The purchase limits came after the State Council, China's Cabinet, ordered late last month that cities where home prices are skyrocketing must implement strict measures to restrict home purchases over a period of time.The State Council also said that local governments will be responsible for the stable and healthy growth of property markets and are required to publicize, before the end of March, the annual "controlled" price targets for new homes.China has implemented a series of measures since last year, which includes higher down payment and lending rates, and bans on mortgage loans for third homes, to rein in the rapid rise in housing prices.Soaring prices have become a major concern for urban Chinese residents as more homes turn unaffordable. In fact, home prices in some major cities such as Beijing have more than doubled over the past two years.
