In a move to advance high-quality enterprise journalism, the Scripps Howard Foundation today announced a million investment into the creation of two centers for investigative journalism.Arizona State University and the University of Maryland will each receive million over three years from the Scripps Howard Foundation to establish a Howard Center for Investigative Journalism at their institutions.The Howard Centers will be multidisciplinary, graduate-level programs focused on training the next generation of reporters through hands-on investigative journalism projects. HUNTINGTON BEACH (CNS) - A 60-year-old Huntington Beach woman who went missing while walking her dog in the Bristlecone Pine Forest in Inyo County was found alive Monday on the fourth day of an intensive search.Inyo County sheriff's officials announced shortly after 2 p.m. that Sheryl Powell had been found near the Montenegro Springs area, near the area where her dog had been found earlier in the day.``Searchers describe her as resilient and strong but exhausted after being lost in an extremely remove area above Big Pine,'' according to the sheriff's office.She was being taken to a hospital to be checked out. Powell was reported missing by her husband at about 2 p.m. Friday, Inyo County sheriff's officials said.Powell's husband told deputies they had just arrived at a campsite and she took their 5-pound, black-and-white dog for a walk while he was parking their Jeep. (KGTV) — A new initiative between California and Mexico officials could pave the way for solving the persistent issue of sewage flowing from Tijuana to the U.S.The sewage comes as runoff from the Tijuana River or as flow from the Punta Bandera treatment plant, leading to beach closures in Imperial Beach and Coronado. On Friday, officials from California and Mexico met in Imperial Beach to launch the California-Mexico Strategic Dialogue. The inaugural issue is to find solutions to stop the sewage from flowing into the U.S."While other leaders may use the border as an opportunity to distract and divide, we want to use this as an opportunity to convene and advance," said State Assemblyman Todd Gloria, a Democrat. House Speaker Nancy Pelosi and Rep. Jamie Raskin, D-Maryland, introduced legislation Friday that establishes a Congressional commission that would be able to investigate a President's health under the 25th Amendment.While President Donald Trump's health has come into question following his COVID-19 diagnosis, Pelosi and Raskin insisted that while Trump's health prompted their bill, it would not be used to remove him from office.Instead, Raskin said the commission would be a bipartisan effort that would be set up in case the health of other presidents came into question.Passed in 1967, the 25th amendment to the U.S. Constitution spells out the presidential line of succession.The amendment has four sections:1- When a president dies or resigns, the vice president finishes the term.2- When there is a vice presidential vacancy, the House and Senate votes to confirm a replacement nominated by the president.3 - When a president needs to temporarily cede power, he or she can hand the duties to the vice president who then becomes the acting president.4 - The vice president and a majority of secretaries can vote to remove the president if the president is "unable to discharge the powers and duties of his office. The section also grants power to a body "established by Congress" to invoke the amendment and transfer power to the Vice President.Raskin said his bill would establish that "body" that could investigate the health of the president. For Congress to invoke the 25th Amendment, the Speaker of the House and the President pro tempore of the Senate must provide "written declaration" that the President is "unable to discharge powers and duties of his office."
