BAMAKO, Feb. 12 (Xinhua) -- Chinese President Hu Jintao Thursday vowed to increase aid to African countries, cancel part of their debts, and expand trade with and investment in these countries.     Hu made the statement while meeting with his Malian counterpart Amadou Toumany Toure.     Hu, making his first visit to this western African nation, was accorded a 21-gun salute in a welcome ceremony before the two presidents started talks.     This is Hu's second African tour since the landmark China-Africa summit in 2006 when Hu announced eight measures to promote ties with Africa, including massive tariff cuts and debt exemptions for scores of African countries, and doubling aid to Africa over a three-year period.     In the past two years, China has increased aid to African countries, eliminated tariff for goods from some least developed African nations, and cancelled parts of the debts owed by African countries, Chinese Assistant Foreign Minister Zhai Jun said days ahead of Hu's visit. Chinese President Hu Jintao (L) meets with Malian President Amadou Toumany Toure in Bamako, Mali, on Feb. 12, 2009    Trade between China and African countries increased to 106.8 billion U.S. dollars last year from just under 40 billion dollars in 2005, according to the Chinese Commerce Ministry.     Hu said that as the world financial crisis has posed severe challenges, it is of greater significance to step up China-Africa solidarity and cooperation.     "China is paying much attention to African countries' difficulties and concerns as the global financial crisis has begun to take a toll on Africa," Hu said.     "We would like to increase communication and exchanges with Mali and other African countries so that together we will tide over the crisis," Hu said.     On China-Mali ties, Hu said the two countries will usher in a new era of development as next year marks the 50th anniversary of their diplomatic ties.     Hu hailed the past 49 years of friendship as a "paradigm of south-south cooperation" and described the two nations as "good friends, partners and brothers."     To boost bilateral relations, Hu proposed that both nations keep high-level visits and increase exchanges between their governments, parliaments, militaries and non-governmental organizations.     On economic ties, Hu proposed that both sides step up coordination and carry out government-to-government cooperative programs.     Furthermore, the Chinese government would like to encourage and support Chinese businesses with strong capacities to invest in Mali, he said.     Hu called for the two countries to work more closely in telecommunications, agriculture, and infrastructure construction among others.     He also suggested setting up a bilateral trade and technology steering committee so as to plan and coordinate cooperative programs.     China welcomes Mali to showcase its civilization and arts in the 2010 Shanghai Expo, Hu said.     Hu also pledged to continue to offer help in personnel training and provide Mali with medicines and equipment to fight malaria.     On international affairs, Hu said China will urge the international community to pay greater attention to Africa's development and help the continent attain the United Nations Millennium Development Goals.     On his part, President Toure said his people cherished their friendship with China, which is sincere, consistent and durable.     Toure also appreciated China's long-term assistance for his country, which he said played an important role in promoting Mali's economic and social development and improving people's livelihood.     Looking to the future, Toure said his country will strengthen solidarity and friendly cooperation with China.     He said that Mali will, as always, adhere to the one-China policy.     Following their talks, the two leaders signed cooperative deals and gave a briefing to the media.     During his two-day stay in Bamako, Hu will meet with President of the Malian National Assembly Dioncounda Traore.     Hu is also scheduled to attend the inauguration of a China bridge construction aid project in Bamako and the opening ceremony of a China-aided anti-malaria center, and meet Chinese medical workers in Mali.     From Mali, Hu will travel to the three African countries of Senegal, Tanzania and Mauritius.

SHENYANG, Feb. 18 (Xinhua) -- A senior Party official on Tuesday called for all-out efforts to safeguard fairness, justice and social stability, through improving the political and legal work and developing the law-enforcement sector.     Zhou Yongkang, member of the Standing Committee of the Communist Party of China (CPC) Central Committee Political Bureau, made the remarks at a workshop on political and legal work and safeguarding stability in northeast China, held in Shenyang, the capital of northeastern Liaoning Province.     Zhou, who also heads the Central Political Science and Law Commission (CPSLC) of the CPC, made an inspection tour of the three northeastern provinces of Heilongjiang, Jilin and Liaoning from Feb. 11-16 and attended the workshop on Wednesday.     The senior Party official urged local authorities, political and legal departments in particular, to implement central government's policies and integrate their efforts to safeguard social stability with efforts to achieve economic development.     "Social stability relies on economic development," he said.     Zhou told local authorities to conduct an assessment on social risks before deciding on a new policy. Officials should visit communities and villages to hear complaints from the people and learn about people's will, so as to resolve contradictions and disputes at the grassroots level, he said.     The official urged leading officials and law-enforcers to play a role in protecting the dignity and authority of socialist legal system.     "Every citizen must express their will and protect their rights in a reasonable and lawful way, so as to jointly safeguard the general stable situation of reforms and development," he said.     Law-enforcement must always give top priority to the Party's cause, the people's rights and interests, and the Constitution and law, Zhou said. He urged law-enforcers to be a guard for the safety of people's life and properties as well as social fairness and justice.     The workshop was presided by Minister of Public Security Meng Jianzhu, who is also a state councilor and deputy secretary of the CPSLC.     Wang Shengjun, president of the Supreme People's Court, also spoke at the workshop.

TOKYO, March 31 (Xinhua) -- Li Changchun, a senior official of the Communist Party of China (CPC), met late Monday with executives of major Japanese media, urging media of both countries to make due contributions to the advancement of Sino-Japan strategic and mutually beneficial relations.     Li, a member of the Standing Committee of the Political Bureau of the CPC Central Committee, said that both Chinese and Japanese media need to adopt a responsible attitude to report issues concerning bilateral relations and situations of their respective countries in line with the principle of authenticity, objectivity and comprehensiveness in a bid to promote mutual understanding and trust between the two peoples.     The media should also proceed from the general situation of Sino-Japan relations to boost mutually beneficial cooperation in various areas, focusing more on news reports that are beneficial to closer bilateral cooperation and providing more information that is conducive to China-Japan strategic and mutually beneficial relations, he said.     Exchanges and cooperation between the media of the two nations, such as "Beijing-Tokyo Forum" and "China-Japan Media Dialogue", help to establish new channels and forms for frank, in-depth and rational dialogues as well as a platform for the two peoples to deepen their mutual understanding, he said.     Executives of key Japanese media such as public broadcaster NHK,TV Asahi, The Yumiuri Shimbun, Kyodo News Agency said that it is the common aspiration of both peoples as well as their historical responsibility to promote the steady and sustained growth of Japan-China relations.     They also made proposals on advancing exchanges between media of the two countries, expanding bilateral cooperation on economy and trade and improving feelings the two peoples harbor toward each other.     On Tuesday, Li visited the headquarters of The Yumiuri Shimbun and NHK, inquiring in detail about the management and operation of the two Japanese media.     Li arrived here Sunday for an official goodwill visit. BEIJING, Feb. 10 (Xinhua) -- China's State Council, or the cabinet, issued a notice Tuesday that urged governments at all levels to make every possible effort to expand employment.     The notice said that the deepening global financial crisis makes it more difficult to offer jobs for new labor force and unemployment risks continue to increase. In response, governments should adopt a more vigorous employment policy to maintain stable employment and social order.     Governments at all levels should give priority to employment of enterprise staff, college graduates, laid-off and migrant workers and demobilized officers.     They should take active measures to reduce employment burdens on enterprises and supervise their layoff activities to protect workers' legal rights.     If an enterprise's job-cutting plan involves more than 20 workers or more than 10 percent of the entire staff, the company should file a report to the local trade union or notify all staff 30 days before the layoff.     Tax authorities should offer exemptions, including turnover tax and individual income tax, to laid-off workers who started their own business and extend the exemption approval deadline to the end of 2009.     Enterprises that sign one-year or above contracts with laid-off workers and pay their social insurance fees will also be exempted from several taxes with the approval deadline also extended to the end of 2009.     Workers who fail to find employment by end of 2009 will be able to continue claiming social security subsidies for a maximum of one year.     The notice also required governments to improve employment services such as professional training, adding that new employment and unemployment rates would be key factors in assessing government success

BEIJING, March 1 (Xinhua) -- China has issued a circular Sunday "stoutly" ordering officials at all levels not to spend public money on sightseeing overseas.     The circular was jointly issued by the General Office of the State Council and the General Office of the Communist Party of China Central Committee amid a situation where many Chinese officials have been using public money to pay for their personal travel disguised as business trips.     The Chinese government hoped officials at all levels to set an example for other people to cope with the financial crisis and overcome the obstacles in economic development.     According to the circular, all overseas business trips should be arranged strictly. The expenses and number of officials for such trips should be kept as low as possible. And related departments should include all those expenses into their budget and get them approved beforehand.     Officials should not add more countries or cities to their travel schedules at will and extend their stay aboard. And they should not claim reimbursement for personal trip costs or resort to companies or inferior departments to cover their travel spending.     Xinhua reported in last December that two officials were removed from their posts in east China's Jiangxi Province for being implicated in overseas sightseeing disguised as study tours earlier in 2008.     Liu Zhongping, who was on an 11-member delegation to the United States and Canada in April, was ousted from the dual posts of Party secretary and Chief of the Office for Foreign and Overseas Chinese Affairs of Xinyu City. Also ousted was Liu Qun, a deputy of Liu Zhongping's office.     Liu's office reportedly fabricated the delegation's agenda to get approval by higher authorities, prolonged the trip against rules, and taking kickbacks while buying air tickets for officials.     China urged discipline inspection departments at all levels to tighten supervision and auditing over funds used for overseas business trips and expose and punish violators severely
