SAN DIEGO (KGTV) - Finding a place to live is about to get easier for low-income San Diegans.Right now, landlords are not required to accept tenants who receive Section 8 rental assistance. However, in August 2019, a new amendment to San Diego's source of income ordinance will prevent landlords from declining a tenant-based only on the household receiving rental assistance."It's safe and everything is right across the street from me," said Maria Hernandez.That's how Maria Hernandez describes her neighborhood in Poway.Maria uses the Section 8 voucher program to help pay the rent. She says she waited about five years for that help."You know without Section 8, I don't know where me or my daughter would be," Hernandez said.Hernandez is lucky. Her landlord accepts Section 8. That's not always the case."I guess there's like that stereotype of people that are on Section 8, you know they think people are going to destroy their homes that people are poor who live on Section 8."Starting August 1, 2019 landlords and property managers in the City of San Diego cannot refuse an application from a prospective tenant, charge a higher deposit, or treat them differently in any other way based on their source of income.According to the San Diego Housing Commission, under the new ordinance, landlords and property managers cannot advertise or state a preference for certain sources of income. The tenant must still meet other requirements for tenancy and have the financial resources to pay any rental amounts not covered by the voucher/subsidy. Landlords and property managers must include any rental payments made by the voucher/subsidy when determining whether the applicant meets the minimum income requirements. Landlords and property managers may ask what an applicant's source of income is as long they do not discriminate based on that information."I want to give an equal treatment to every single San Diegan," said San Diego City Council President Georgette Gomez. "No matter how you're going to pay your rent, everyone should be looked at as an equal applicant."Gomez championed the changes to the city's law. She says for some it could be life-changing, allowing renters to choose what part of town they live in not just who accepts their form of payment."It's not just about housing, but better jobs and just an ability to not have that stress," Gomez said.The anti-discrimination policy is just one move making things more comfortable in San Diego.According to SDHC, "Effective July 1, 2019, SDHC increased its payment standards for the Section 8 Housing Choice Voucher rental assistance program, which helps more than 15,000 low-income households pay their rent. Raising the "payment standard" expands rental opportunities for families by allowing them to consider housing units with higher monthly contract rents, which are paid by a combination of rental assistance from SDHC and a portion of the tenants' income."Also, starting in August, the SDHC will launch the Landlord Partnership Program, which provides incentives to landlords to rent housing units to SDHC Section 8 Housing Choice Voucher rental assistance participants. SDHC tells 10news it will expand the Landlord Services Team, composed of specialized staff, to provide quality customer service to landlords and support families in the move process to ensure timely lease-ups.The agency also launched The Landlord Advisory Committee to identify best practices, programs, and incentives to attract new landlords to the Section 8 Housing Choice Voucher program. Hernandez tells 10News she's not looking for a new place to live, but if she were ever forced to make a change, she feels more secure knowing it easier to find somewhere to live."It will help people put roots down into a place," Hernandez said. 3792

San Diego ranked third on the list of housing markets seeing the biggest slowdown. San Jose and San Francisco, two markets also known for their high costs of living, places first and second on the list The report shows that conditions in San Diego’s market are favoring buyers more than they did a year ago. Of the homes that have sold, 95.7 percent sell for their listing price. At this time last year, 97.7 percent of homes sold for their list price. The amount of time it takes to sell homes is also on the rise. In 2018, homes sold in 60 days, including time to close, Zillow reports. So far this year, homes are selling in 75 days. In comparison, the national median is just 5,300. “It is no surprise that the markets which pushed the bounds of affordability over the housing recovery are now experiencing significant cooling,” said Skylar Olsen, Zillow Director of Economic Research. “As down payments and mortgage payments far outpaced incomes, buyer demand eventually exhausted itself. Those buyers looking in cooling markets will likely welcome the relief, although the entry price is still high. SAN DIEGO (KGTV) - Detainees inside the Otay Mesa Detention Center can reportedly no longer make phone calls to certain immigrants' rights activists. “Quite frankly, I'm outraged that a U.S. federal agency (ICE) would cut off communication,” said Alex Mensing with Pueblo Sin Fronteras. Mensing told ABC10 News on Tuesday that his number was blocked along with numbers to another immigrants’ rights activist group, Otay Mesa Detention Resistance.“Last time I checked, in the United States we're not supposed to censor people's ability to denounce abuses, to denounce medical negligence, to denounce physical assault by guards…by private prison guards or ICE officers against the people,” he added.The Otay Mesa Detention Center has come under fire in recent months for allegations of poor health conditions and abuses inside, as hundreds of people being housed there were testing positive for COVID-19.In May, Salvadoran Carlos Escobar-Mejia became the first detainee in U.S. custody to die after testing positive for the virus. His funeral was held last week.ICE contractor CoreCivic operates the facility.When asked Tuesday about blocking calls, CoreCivic replied, “We took this action at the direction of our government partner. We encourage you to reach out to Immigration and Customs Enforcement (ICE) for more information on their rationale for this decision.”On Tuesday, a spokesperson for ICE sent ABC10 News the following statement:“Due to safety concerns for all detainees in custody, ICE has temporarily blocked detainee calls at Otay Mesa Detention Center to a specific San Diego area phone number after detainee calls to this number resulted in detainees exhibiting highly disruptive behavior, threatening the health and security of other detainees and employees at the facility. ICE takes very seriously the safety and well-being of those in our care and will take all necessary steps in order to ensure the continued safety of both detainees and staff. San Diego ICE ERO management will continue to monitor the situation. Temporary blocked phone calls may be restored when deemed safe to do so.” 2118

  

SAN DIEGO (KGTV) -- Due to the COVID-19 pandemic, LEGOLAND had to shut its doors back in March. But that doesn't mean kids are losing out on the LEGO fun. LEGO "Master Builder" Jessica Ewud is passing along her creative knowledge through virtual LEGO art classes. "To keep the kids occupied," says Ewud. "While they are stuck inside during this pandemic with nothing to do."Ewud is a professional artist who was looking to transform her art in a creative way. Then one night, she had a dream she created an Abraham Lincoln made out of LEGO. She thought the idea was so brilliant, she went out and got the materials to make it."I'd always thought of Lego as a kids toy, but as an artist, I was looking at it differently. I was looking at it as an art medium," she said.Her art creations got her noticed, and she was chosen to participate in the competition show, LEGO Masters, where she became a show finalist. She also has one of her LEGO artworks on display at LEGOLAND."I got selected out of thousands of people to be on Lego Masters, and my peacock is on display at LEGOLAND," says Ewud.And now she is passing along her knowledge, by offering virtual LEGO art classes."I'm offering some awesome classes online via Outschool," said Ewud. "I try to make my classes as engaging and creative as possible. I feel when kids are stuck inside, the best thing they can do is be creative." 1391
