BEIJING, Jan. 6 (Xinhua) -- China's railways will carry 235 million passengers during the 40-day Spring Festival travel rush, up 6.1 percent year-on-year, the Ministry of Railways said Friday.A daily average of 5.88 million people will make trains trips from Jan. 8 to Feb. 16, the ministry said in a statement on its website.Economic hubs such as Beijing, Guangzhou, Shanghai and Hangzhou and the inland provinces of Sichuan, Hubei, Jiangxi, Anhui and Hunan will see the most activity during the period, as millions of rural migrant workers and students head home for family reunions, according to the statement.The ministry has arranged for extra trains in anticipation of the rush, the statement said, but added that "the conflict remains between passenger demand and railway capacity."Railway authorities have long been under pressure to increase capacity and improve ticketing services, as many citizens find it extremely hard to secure a single ticket during major holidays.The ministry has begun allowing customers to book their tickets online or by phone to ease the ordeal of buying tickets. However, website glitches and the huge demand have rendered the new ways ineffective to many ticket buyers.The Spring Festival, or the Chinese Lunar New Year, falls on Jan. 23.

WASHINGTON, Nov. 8 (Xinhua) -- NASA plans to add an unmanned flight test of the Orion spacecraft in early 2014 to its contract with Lockheed Martin Space Systems for the multipurpose crew vehicle's design, development, test and evaluation, the U.S. space agency announced Tuesday.This test supports the new Space Launch System (SLS) that will take astronauts farther into space than ever before, and provide the cornerstone for America's future human spaceflight efforts."President Obama and Congress have laid out an ambitious space exploration plan, and NASA is moving out quickly to implement it," NASA Associate Administrator for Communications David Weaver said in a statement. "This flight test will provide invaluable data to support the deep space exploration missions this nation is embarking upon."Orion is part of the now defunct Constellation program canceled under President Barack Obama's 2011 budget proposal. Instead Obama urged NASA to work toward sending humans to an asteroid and then on to Mars -- and NASA says it wants to go ahead with that as quickly as possible.This Exploration Flight Test, or EFT-1, will fly two orbits to a high-apogee, with a high-energy re-entry through Earth's atmosphere. Orion will make a water landing and be recovered using operations planned for future human exploration missions. The test mission will be launched from Cape Canaveral to acquire critical re-entry flight performance data and demonstrate early integration capabilities that benefit the Orion, SLS."The entry part of the test will produce data needed to develop a spacecraft capable of surviving speeds greater than 20,000 mph and safely return astronauts from beyond Earth orbit," Associate Administrator for Human Exploration and Operations William Gerstenmaier said. "This test is very important to the detailed design process in terms of the data we expect to receive."

FUZHOU, Nov. 6 (Xinhua) -- China is considering to set up a special fund to finance arts creation and cultural performances in the latest move to buoy the development of the country's "soft power," a cultural official said Sunday.The fund, which is likely to be set up in 2012, will pool an initial capital of 200 million yuan (31.54 million U.S. dollars) from the government and private investors to support various forms of arts ranging from opera, philharmonic, ballet, to Chinese folk opera, said Tao Cheng, vice head of the arts department under the Ministry of Culture.Tao told Xinhua on the sidelines of an opera festival held in eastern city of Fuzhou that the fund will gradually expand to 800 million yuan in size over the years. He said the ministry has drawn up the draft and it will be deliberated and finalized.China's top leadership has recently attached greater importance to improving the country's cultural soft power after decades of economic growth. In the sixth plenary session of the 17th Central Committee of the Communist Party of China last month, the nation's decision-makers focused on cultural issues. It was the first time in 15 years that the plenary sessions have put the spotlight on culture.The Ministry of Finance had said it would increase fiscal expenditure on museums, cinemas, music companies, publishing houses and other cultural institutions, and ensure that public spending on the sector grows faster than fiscal income growth. UNITED NATIONS, Jan. 19 (Xinhua) -- China's Permanent Representative to the UN Li Baodong said here Thursday that caution should be called for in metering out sanctions in international affairs.Li made the remarks when addressing a Security Council open debate on the question of justice and rule of law."We are in favor of improving the UN sanction regime on the basis of extensive consultations so as to improve its credibility, procedures and establishing effective monitoring mechanisms and to establish strict criteria, define timelines, " Li said."Sanctions should be only carried out on basis of facts and evidence. Double standards must be avoided. Impacts against civilian lives and social economic development must be minimized," the ambassador said.Stressing that the UN chart and the fundamental principles of international law as established in it should be upheld, Li said rule of law in international relations should be strengthened.The Charter as well as principles of international law established in it constitute the call of rule of law in international relations and represents the bedrock for developing rule of law in international relations, he said."In the conduct of international relations and international affairs, adherence to the Charter and other fundamental principles of international law, such as respect for national sovereignty, non-interference in internal affairs, fulfillment in international obligation in real earnest is the essence of promotion of international rule of law," said Li.According to the Charter, UN Security Council resolutions constitute the integral part of international rule of law. Promotion of international rule of law requires strict implementation of the Security Council resolutions by member states, he added.

BEIJING, Oct. 6 (Xinhua) -- China's first space lab module were in good condition and all tests went on "smoothly" during the past week, according to a statement issued by the country's space project authorities Thursday.The unmanned module, Tiangong-1, or Heavenly Palace-1, blasted off on Sept. 29 from Jiuquan Satellite Launch Center in northwest China's desert area.Tiangong-1 switched to the orbit of 362 kilometers high and had orbited the Earth for 109 times by 6:00 p.m. Thursday, the statement said.Tests on the module's remote control system, video/audio equipments, temperature/humidity sensors, docking facilities and other functions had been conducted successfully, it added.It also revealed that the Jiuquan Launch Center and other units were preparing for the launch of the Shenzhou-8 unmanned spacecraft, which is scheduled to join the Tiangong-1 later this year.Shenzhou-8 and Tiangong-1 are expected to perform China's first space docking at a height of 340 kilometers above the earth's surface.
