CHULA VISTA, Calif. (KGTV) -- The perfect storm. A lack of oversight, massive spending and an even larger deficit. Those are all the ways the Sweetwater Union High School District is being put on blast by a new analysis by the Fiscal Crisis and Management Assistance Team. In a review of the district’s budget woes, the team's CEO Michael Fine presented Sweetwater’s school board with details on how the district ended up in its dire financial situation.Fine said the district has mismanaged its money for many years, even suggesting that specific accounting errors were “intentional” and part of a “cover up.”The report also found that the district didn’t comply with public disclosure requirements. So what does the future look like? According to the analysis, the district is projected to keep spending at a deficit at least through 2021. RELATED: Sweetwater Union High School District faces potential fraud investigationAccording to the report, a financial projection shows an expected .4 million deficit in the 2019-2020 school year and a .6 million deficit in 2020-2021. The board has yet to approve a plan to fix deficit spending. What’s more, the report found that the county doesn’t have access to the district’s financial system, blocking access to oversight.The report also found that the district doesn't have controls in place that limit access to its financial system. In fact, Fine found that a single employee has "complete access to cash between funds and is given complete access to the county treasury district accounts." It's unclear whether or not that employee has the ability to move money outside the treasury accounts. After action is taken against the employee, such as the employee being terminated, the district doesn't verify that that employee's access to financial systems is suspended. TIMELINE: Sweetwater Union High School District's budget woesFinally, the report found that the district doesn't account for all positions and costs. Fine suggested the Sweetwater District can do the following to begin the process of climbing out of debt:1. Cooperate with the County Office of Education: Fine said the county office are “partners” and recommended the district work closely -- and be transparent -- with the assigned fiscal advisor.2. Invest in business office staff: Fine believes the district’s new chief financial officer, Dr. Jenny Salkeld, can be the best resource as they work through the problems.3. Develop and implement a recovery plan: Fine said, “You cannot kick this can down the road,” when it comes to putting together an adequate plan.4. (KGTV) -- A beloved South Bay preschool director is being remembered as someone who always made others feel special.Aaron Partch was a co-director at Concordia Preschool in Chula Vista. He passed away September 15th.A virtual memorial for him was held Saturday.Like many other schools, Concordia closed in March during the pandemic. A couple months after the school closure, Partch was diagnosed with grade four glioblastoma. He had undergone brain surgery and was receiving treatment, including chemotherapy and radiation. In mid-September, Partch passed away suddenly from a heart attack.“God took our warrior up to heaven where he no doubt is singing and dancing with the angels,” his family wrote online.His co-workers said his energy will be missed.“He knows everybody by name. His greetings were always extremely cheerful, but sincere. When he asked you how your day was, he wanted to know,” said preschool teacher Meagan Lee, who worked with Partch for the last two years. “I think it’s really hard for all of us to walk down the halls and know he’s not going to be there with us.”Partch had been with Concordia Preschool for more than ten years. Nearby schools also remembered him.“If you knew him, you knew what a loss this is not just for Concordia, but for our community as well. Aaron was one of those people who lit up a room. (KGTV) — A Chula Vista homeowner encountered an intruder as she was getting dressed in her bedroom, before giving chase.Russell Buckley was alerted to his Ring doorbell video around 6:45 a.m. Friday. A person in a red hoodie was lurking near the front door of his home off Otay Lakes Road, while Buckley was out of town on business."Tried to text my wife to let her know someone was in front of my house," said Buckley.About 25 minutes later, he got another alert. The video showed his wife screaming, as she chased that same man across their lawn."Absolute panic," said Buckley.He phoned his wife Victoria and learned what happened. She was in her bedroom getting dressed while their housekeeper was working in the house. His wife had just put on her shoes when the door opened. A young man with a red hoodie walked in. "She screamed. He screamed and turned around and ran back down the stairs," said Buckley.As he ran, her fear turned into rage."How dare you come into my home ... She has a protective instinct," said Buckley.His petite, 52-year-old wife - all of five feet tall - gave chase."From what I'm told, he dove across the counter and out the window," said Buckley.Buckley showed us a shattered kitchen window, which he says was both the entry and exit point. He says his wife ran out the front door and sprinted toward the intruder, screaming."At one point, she's able to grab him," said Buckley.She tugged at a pillowcase he was holding, stuffed with her daughter's jewelry, but the man got away and into a getaway car - a silver sedan. Buckley is grateful his wife was not hurt, fand still shaking his head over her leap into action."Told her it wasn't the wisest decision, but I'm very proud of her. It was a fight or flight instinct, and more of a fight for her," said Buckley. Buckley says among the items stolen: a gold Chilean communion medallion in his wife's family for more than a century. (KGTV) - A South Bay officer was arrested Wednesday after a reported domestic violence incident, police confirmed.Chula Vista Police officer Leopoldo Armando Chousal, 27, was arrested at a residence in the 6400 block of Potomac Street by San Diego Police. The incident occurred while Chousal was off-duty, police said.SDPD said Chousal was booked on one count of making "criminal threats" to harm his girlfriend. CHULA VISTA, Calif. (KGTV) -- A group of parents hosted a rally Monday evening calling on Chula Vista Elementary School District officials to reopen schools for in-person learning. Parents said they want the district to move forward with a phased reopening approach, a plan that was supposed to start on Oct. 26.However, the district halted the repoening plan at the beginning of October, citing concerns about rising COVID-19 cases in two specific ZIP codes -- 91911 and 92154.Parents argued that there is a safe way to go back to in-person learning, but they feel the district isn't ready. CVESD Superintendent Francisco Escobedo said he does want to get children back in the classroom and is hoping cases in those ZIP codes go down so they can reopen by the end of the year. He added that the district is still working with employee associations and labor groups in hopes of coming to an agreement so teachers can have everything they need to safely do their job. 976
