SAN DIEGO (KGTV) - California Governor Gavin Newsom signed a State of Emergency Proclamation Friday clearing the way for firefighters to jump on projects meant to protect communities.Newsom said we're seeing larger and more dangerous wildfires than ever before and as a state we need to change our approach."Our world is changing, the wets are getting a lot wetter, the hots hotter and the dry, drier," he said.Alpine shared in the devastation last year; the West Fire leveled neighborhoods and left dozens homeless.CalFire Director Michael Mohler said ten crews across the state will be activated under the proclamation to clear brush and conduct controlled burns. "Some of them have gone through some kind of environmental review," Director of the Sierra Club, Katheryn Phillips said.The U.S. Forest Service plans prescribed burns a year in advance to account for the environmental processes."We already know the areas of concern and we know how the fire is going to react to those areas, so we have a lot of biologists come in, a lot of fire experts come in and determine which areas are good for burning," Public Affairs Officer for Cleveland National Forest Olivia Walker said.Under the proclamation, environmental regulations are suspended, concerning environmentalists."If it's a butterfly mating season and it's an endangered species, it's not going to be the proper time to burn," Walker said."Could an unintended consequence be a mudslide?" Phillips added.Mohler said there's nothing to worry about, saying the proclamation solely streamlines the paperwork. Shane Harris, president of the People’s Alliance for Justice, and other San Diego leaders held a news conference after a meeting with UT publisher Jeff Light.San Diego Union Tribune cartoonist Steve Breen created a picture of authors James Baldwin and Toni Morrison, and actor Jussie Smollett, with the title “Famous African American Story Tellers," according to Harris' email. The image was published Friday, Harris said."It was egregious to us all," Harris said at his news conference.Smollett is accused of falsely reporting being attacked by two masked men in Chicago. He reportedly told police his attackers yelled racial and anti-gay slurs and referenced President Donald Trump's campaign slogan, according to the Associated Press.Harris demanded last week that Smollett be fired from his role in the show, "Empire."Monday, Harris said Breen apologized for the cartoon. SAN DIEGO (KGTV) — City officials hope to get the construction process for a proposed downtown park, aimed at being an anchor for San Diego's East Village, off the ground this summer.The proposed 4.1-acre, million East Village Green will sit between F and G Streets stretching from 13th St. to 15th St. The massive stretch of green space in the heart of downtown San Diego will feature an 11,000-square-foot multi-use lawn, plaza and fountain areas, children's garden, 14,200-square-foot community center, dog parks, and room for food facilities, according to development plans.RELATED: Officials to break ground on county's first bike skills park in South BayThe green would also include an underground parking structure for 200 vehicles. "The City will be maintaining and programming East Village Green, and Civic [San Diego] hopes to start the bid solicitation process in late summer," according to Kimberly Moore with Civic San Diego. Part of the construction process will also involve restoring nearby historic homes, which sit at the corner of F and 15th Streets.
