FALLBROOK (KGTV) -- A couple looking to buy a home in the North County wants to share an experience they're describing as negative as the new solar energy law goes into effect in 2020.The law requires that homes built in California starting in 2020 must have solar panels. It has caused confusion among potential homebuyers, like Brian and Carmen McKay. They recently left Las Vegas, looking to move back to San Diego County.“I used to work at Fallbrook skilled nursing many years ago,” said Carmen McKay. The couple found a home they liked in the Horse Creek Ridge development, a new housing project in Fallbrook.“When we realized it was a corner lot… oh my gosh, we loved it,” Carmen said.They were told the cost was roughly 5,000—which sounded like a reasonable price for San Diego, according to the McKays. That is when they say they got a surprise from the sales representative.“Then she says, by the way, once we were sold on the house and the price… there’s solar panels on the house. You have the option to lease it or buy it. And we’re like, why?” Carmen said.They said during the home tour, solar panels were not mentioned at all. Carmen said the sales representative only mentioned it when they were back in the office, ready to sign documents to buy the home. As the McKays were questioning solar, they were told “it’s required by the state.” That is only partially true. A spokesperson for the California Energy Commission told Team 10 that “the law only applies to homes that have been permitted after Jan. 1, 2020.”“If that’s not the case with the home in question that you mentioned, then the mandate does not apply,” wrote energy commission spokesperson Edward Ortiz.The McKays were told it would be about ,000 extra to buy the solar panels.“I think that it was misleading because we were buying a house that we were told it was 5, but it’s actually 5 or we’re paying a higher monthly out of pocket,” said Brian McKay.The seller knew they were on a time crunch.“We sold our property [in Nevada]. We’re at an AirBnB… we need to buy,” Carmen added.Nobody at the sales offices at Horse Creek Ridge would comment. Team 10 was directed to public relations. Through email, the spokesperson said:“Two separate state energy requirements guide D.R. Horton in its decisions regarding home design options in the state of California – the current State Energy Code requirements (commonly known as Title 24) and the State‐Mandated Solar requirements, which take effect in 2020. In most communities, we have found that solar is the best, most cost‐effective option for both D.R. Horton and our homebuyers to meet the current Title 24 Energy Code requirements. Thus, Horse Creek Ridge was designed using solar to meet the current Title 24 requirements, and as a result, we are required by the state to have solar on each home in the community.”When asked why that was not told to the potential homebuyers from the beginning, during the tour of the home, D.R. Horton spokesperson added that “solar requirements are communicated to customers via numerous marketing materials… and as an addendum to the home purchase agreement.” She pointed to an 8-page brochure, where solar is mentioned once on page 7. She also sent Team 10 an image of solar displayed on a model home—something the McKays said they never saw.There is no mention of solar or photos of any homes with solar on Horse Creek Ridge’s website. “I feel like I was deceived,” Carmen said. “We fell in love with the place. I felt like I was pushed in the corner.”Dan Zimberoff is an attorney not involved in this case, but he has seen solar disputes in the past. “A buyer needs to be aware,” Zimberoff said. “If you’re purchasing a new home and you see what that price is, ask the details. Is that really going to be the final price?” “We’re starting to remember why we left California,” Carmen said.The McKays ultimately decided not to buy the home. They hope their experience teaches others about the right questions to ask. “We were willing to pay the higher cost to live here, but I don't like being misled by builders,” Brian said. Facebook has suspended 200 apps for possible misuse of user data in the wake of the Cambridge Analytica scandal.Facebook said in a blog post Monday that it has investigated thousands of apps after it emerged that Cambridge Analytica had harvested information on about 87 million users without their knowledge.It did not name the apps that have been suspended but said they would be subject to a more thorough investigation into how they handle user data.Cambridge Analytica, which worked on President Donald Trump's 2016 election campaign, used data collected via an app developed by University of Cambridge psychology professor Aleksandr Kogan. The app offered a personality test, but Facebook users who downloaded it also gave the professor permission to collect data on their location, their friends and content they had "liked."Kogan provided that data to Cambridge Analytica, in a breach of Facebook's rules. Facebook said it asked Cambridge Analytica to delete the data in 2015, but learned in March that this had not happened.Kogan has said he suspects thousands of other developers and data scientists used similar methods to gather information on Facebook users.In response to a backlash that cost the company billions in lost market value, Facebook said it would investigate every app that had access to large amounts of data prior to 2014, when it tightened its controls.Ime Archibong, Facebook's vice president of product partnerships, said in Monday's post that the company will ban any app found to have misused data. He said Facebook would notify users about such bans and make it possible for them to check whether their data was misused."We are investing heavily to make sure this investigation is as thorough and timely as possible," Archibong said.Cambridge Analytica, which announced it was closing earlier this month, has denied misusing Facebook data for the Trump campaign, and maintains its employees behaved ethically and lawfully.  1970

ESCONDIDO, Calif. (KGTV) — California Gov. Gavin Newsom says the state is activating the federal medical station at Palomar Medical Center in Escondido, while ICU bed capacity is strained in several regions.It wasn't immediately clear when the medical station could begin accepting patients."We are bringing a fifth alternative care site out of warm status, we're standing up that site, an FMS site, down in San Diego," Newsom said during an online press conference on Wednesday.RELATED: Hospital staffing concerns as COVID-19 hospitalizations increase in San Diego CountyPalomar Health preparing for increase in San Diego County COVID-19 hospitalizations as cases surge in CaliforniaDuring a Wednesday press conference, Chris Van Gorder, CEO of Scripps Health, said that San Diego County is not all that far from running short of ICU beds and staffing is a significant issue."The reality is, we're facing a significant situation here with our capacity and it's made worse because back in the summer, the spring and summer, it was a regional situation and not a national situation. So back then, we could get traveling nurses, we could get registry nurses, we could hire more nurses locally," Van Gorder said. "Today, this is a national situation and we cannot recruit travelers, we cannot recruit registry nurses, and unfortunately, a number of our healthcare providers are also getting sick."Van Gorder said the county has 24 staffed ICU beds left, out of about 670 available. He added that as hospitals get full and resources are strained, the type of care for anyone needing hospital care will change to crisis care.The top two floors of the Escondido hospital have been set up to serve as an FMS site. The site includes 202 beds that can be used for patients that don't require ICU care. The site could take in patients from other county hospitals that become overwhelmed, Dr. Omar Khawaja, the Chief Medical Officer for Palomar Health, told ABC 10News a few weeks ago."It could be beds that we would offload some of the less sick patients from other systems into there so they can handle the sicker patients; we don’t have a solid plan for it yet," he said.California's cumulative ICU bed capacity hit 1.1% on Wednesday, with the Southern California region at 0%. Three other regions were also under the state's regional stay-at-home orders activated after a region dips under 15% ICU capacity.San Diego County reported 348 coronavirus ICU cases on Wednesday and an additional 2,598 COVID-19 cases.Van Gorder said the county and hospitals project that hospitalizations will continue to grow and peak on Jan. 10, 2021, with about 1,827 patients, and ICU cases will peak on Jan. 11, with about 483 patients."Today, the governor announced the federal medical station at Palomar Medical Center is going to be activated. It's a developing situation. We'll share more information as we get it. But we're doing everything that we can to address the impact of the transmission of COVID, but each and every one of us now need to do everything we can to impact the situation our hospitals face," county Supervisor Nathan Fletcher said during Wednesday's press conference. 3175

ESCONDIDO, Cali. (KGTV) — A recently released video shows two burglars forcing their way into a hospice care nonprofit in Escondido.Jan Jones heads The Elizabeth Hospice. Its corporate offices sit on the third floor of an office building in the 500 block of La Terraza Blvd.  One day in July around 4 a.m., two people were recorded on surveillance video sneaking into the parking garage. Minutes later, they're at the main door of the nonprofit. One of the men tries the handle, but can't get in. Then they move onto another secure door, which requires a badge to open.Moments later, from a camera on the inside of the offices, the door is seen being yanked on over and over, before two men forced their way in.MAP: Track crime happening in your neighborhoodOne is wearing a hoodie. The other man is sporting a cap and a large backpack. They are seen going from room to room, raiding desks and shelves, and grabbing electronics. Then they split up and make their way out.  Among the items stolen are three laptops."No patient data, but they are used to provide the services we provide," said Jones.Also gone: A pricey camera used to make videos for critical training sessions."We care for people who are seriously ill, and we care for their families, and so anybody doing that would be heartless and should be brought to task. I think whoever did that has no soul," said Jones.The door the men damaged has been replaced by the landlord. The other damage is harder to undo.
