"We were sailing from Singapore and were being dropped off in Hong Kong. "They were gonna implement certain temperature gauges, every time we got off and got back on from every port we were traveling to," said Revilla. CARLSBAD, Calif. (KGTV) -- As a way to deal with San Diego’s growing roadway congestion, more communities are installing mini-roundabouts to slow speeding drivers. Yet some neighbors in North County are calling them death traps.If you take a drive down Cassia Road in Carlsbad, you’ll see mini-roundabouts, also known as mini-circles, that are causing a big fuss. Fire Captain Nick Valenzuela lives in the neighboring community. “I've come down [to the road] because I’ve heard traffic accidents from my house and come down and helped people,” he tells us.“I've seen the aftermath of at least two accidents,” adds neighbor Mark Bua, who is also a police officer. Bua says the mini-circles are so small that drivers blow right past them without yielding for oncoming traffic. He shared photos of debris from some of the collisions.The mini-circles on Cassia Road were installed at the end of 2016 as a way to slow traffic in bustling North County.Mini-circles have had great success in other booming cities like Seattle, which now has more than 1,000 of them with a 90% reduction in collisions.Dan Burden is a renowned traffic expert. He was once named one of the most important civic innovators in the world, according to TIME Magazine. We asked Burden to review photos of the Carlsbad mini-circles. “[They’ve] got some design issues,” he told us. “In this case the circle is so small and there's no consequence in getting close to it. They're designed in a way that a motorist could go much too fast,” he adds.Burden is a fan of mini-circles, if they're done right. He says they're easier on cars than speed bumps and create better flow than stop signs. "They slow traffic down to 15 to 20 miles per hour upon entry,” he adds.However, Carlsbad neighbors claim they’re playing chicken with speeding drivers and lives are at risk.10News submitted a request with the City of Carlsbad to review the number of recent collisions Cassia Road. According to reported incidents, collisions actually appear to have dropped since the mini-circles were installed.Nearby Leucadia is hoping to soon install mini-circles along the congested North Coast Highway 101. A few years ago, the mini-circles were installed in the Bird Rock community of La Jolla, where motorists are now driving half as fast as they used to. On Harbinson Avenue in La Mesa, the circles were removed a few years after neighbors complained about safety concerns.The City of Carlsbad is reportedly monitoring and making refinements to the mini-circles on Cassia Road, but is aware of residents’ concerns and will consider making more changes in the upcoming months.“This is Carlsbad. CARLSBAD, Calif. (KGTV) - One man is behind bars after police said he stabbed a man multiple times before leading police on a pursuit through North San Diego County.Carlsbad officers responded to reports of a traffic collision in the 6200 block of Paseo Del Norte at about 1:20 a.m. Saturday. When officers arrived, they saw a red truck speed away and fail to yield to police.The suspected driver was later identified as 28-year-old Gervin Giovanni Chavez.At the scene, police found a man with multiple stab wounds to his head, neck, and torso and a female who was uninjured. Officers pursued Chavez and later apprehended him in Oceanside after he collided with a road median.MAP: Track crime in your neighborhoodWitnesses at the scene told police Chavez began an unprovoked attack against the man while they were in the vehicle together. The man was able to get out of the vehicle while it was still moving before Chavez stopped and got out to chase him.Chavez continued attacking the man before a woman broke up the attack. Chavez then returned to his vehicle and led police on a pursuit.Police do not believe there are any outstanding suspects. Chavez has been booked into Vista detention center and charged with attempted homicide.The victim was transported to a nearby hospital where he is undergoing multiple surgeries for his wounds. 1363

CAMP PENDLETON, Calif. (KGTV) — Shortly after the De Luz Fire ignited on Camp Pendleton Wednesday, an unnamed Gunnery Sergeant jumped into action to evacuate more than 70 students.The brush fire broke out on base just after 12 p.m., prompting several precautionary evacuations of nearby structures, including schools, businesses, and hundreds of homes in the DeLuz Housing area.While there were no students or staff at Mary Fay Elementary School at the time of the fire, the base says, there were 73 students at the nearby Child Development Center that needed to be evacuated.An unnamed Gunnery Sgt. with the Provost Marshall’s Office commandeered a city transit bus to evacuate the children and residents, the base said. Emergency Services Battalion police and fire crews, along with NCIS agents, also helped transfer each student to the evacuation point to be reunited with their families."This Gunnery Sgt. exhibited but one example of the brave, fast-thinking actions that were taken this day," a release from Camp Pendleton officials said.Within three hours of sparking, the De Luz Fire was largely stamped out by firefighters as high temperatures brought an elevated threat of wildfires to the county on Wednesday."Their quick and heavy response, deploying all available units and requesting aid from CAL FIRE/San Diego County Fire Authority, allowed for residents to return to their homes within four hours after evacuating," the release added.The only loss from the fire was an NCIS government vehicle, according to officials. No structures were lost, besides an electrical transformer and slight roof damage to a home as well. No injuries were reported. 1670
