SAN DIEGO (KGTV) - The San Diego City Council voted in favor Tuesday of an affordable housing plan which critics say could raise rents and home prices across San Diego.The vote, which came after hours of public comment, was five to four in support of the proposal.Council President Georgette Gomez moved to require developers to reserve 10 to 15 percent of new housing units in complexes for low to moderate income households. The plan includes other options, but if all else fails the proposal would raise the affordable housing in-lieu fee developers pay by 72 percent. For a typical 1,800 square foot unit, that would be an additional ,000 in construction costs that could be passed on to tenants. “We’re in a royal housing mess, and I almost would like to say, today, believe it or not, are the good old days for housing, because we’re staring straight into a bigger problem,” said Borre Winckel, who heads the San Diego Building Industry Association. But supporters of the proposal say the city needs the housing. Many workers are now being forced to commute from far away because there is no housing available. A report last year found the region still needed more than 140,000. "We’re certainly not trying to drive the cost of housing. Our number one goal here is to try to incentivize and regulate in a more fair manner the building of affordable housing,” said Keith Maddox, of the San Diego Imperial Counties Labor Council. Councilman Scott Sherman, who opposes the proposal, said the larger fee would add to a market rate rental and ,000 to the price of a home. The money from the fee would go into a pot used to pay for affordable housing developments. Marissa Tucker, a robotics marketing manager who lives in North Park, said her life success is only because she was able to grow up in an affordable home. “My dad, he works at a grocery store,” she said. “My mom was never able to hold a stable job because she has a mental disability, and so without having affordable housing and be able to provide that stability, we’re not always afforded the same opportunities.” Under the proposal, developers would also avoid the fee by rehabilitating existing units - or donate land that could be used for affordable housing. On Tuesday, the council was hearing more than three hours of public comment, and both of the city’s overflow rooms were full. 2374

SAN DIEGO (KGTV) - Three San Diego County high school football teams qualified for the state finals but may not have enough funding to attend the tournament, school officials said Monday.Lincoln High School boys just finished what coach David Dunn is calling a “Cinderella season”. The team has never before qualified for the event.“Just to have the experience and the opportunity to do it, and let alone be the first team to do it, it means a lot,” said T'ray Kirkland, senior player.The Lincoln High Hornets have had a slim roster, injuries, even a forfeited game. They beat Mira Mesa for the CIF championship.“There have been games where we really had to step up. You just see how much heart each and every person on this team has,” said Kirkland.“Their willingness to compete is different than a lot of the other teams that I've had before," Coach Dunn said.The boys have also been competitive academically. The team averages a 3.1 grade point average with as many as eight players holding a 4.0. Lincoln High is scheduled to play Menlo Atherton this weekend in the San Francisco suburb of Redwood City. The game won’t happen if the team doesn’t get more money. Although the state pays for some of the expenses, the team needs the community to step up.“We need this opportunity to really display that the Southeast produces athletes, great young men, and character,” said Kirkland.San Diego High and Escondido’s Orange Glen High also qualified for the state finals and need financial help. SAN DIEGO (KGTV) - The United States Postal Service unveiled its newest forever stamp Wednesday, honoring pioneering astronaut and UC San Diego professor Sally Ride.The ceremony, held at the UCSD campus, featured several of Ride's family and friends, including her life and business parter, Tam O'Shaughnessy, astronaut and Director of the Johnson Space Center Ellen Ochoa, and tennis legend and activist Billie Jean King.RELATED: First American woman in space to be honored with the Sally Ride Forever Stamp"It's amazing the impact and the long-lasting impact that Sally Ride's going to have," King told 10News. "And the stamp, this forever stamp, will be a big help."O'Shaughnessy revealed to 10News that Ride was a stamp collector, herself. "She just kept doing it her whole life, so she would just be so honored with this."Ride was the first American woman in space. Upon leaving NASA, she became a professor. Ride simultaneously founded a business called "Sally Ride Science", which is housed at UCSD. It is dedicated to inspiring young people in STEM.Ride died of pancreatic cancer in 2012 at age 61. 1124

  

SAN DIEGO (KGTV) -- The body of a 9-year-old boy swept away by a current in Rosarito on Easter Sunday has been found in Mexico.Authorities say the body of Erik Ochoa was found around 10 a.m. Thursday morning at San Antonio Del Mar.Ochoa lived in Tijuana with his stepfather while his sisters, Zusel and Hilary live in Chula Vista.RELATED: Family searches for boy swept away in Rosarito?Ochoa was with two other children walking on the beach in Rosarito when they were swept out to sea.One of the boys was able to make it out of the current and ran to get help. SAN DIEGO (KGTV) — The public is invited to the inaugural Christmas tree lighting ceremony Saturday at the new Legacy International Center in Mission Valley.Dozens of workers made their last-minute touches Friday ahead of the center's tree lighting, which plans to pull out all the holiday stops."We'll have Christmas caroling out there, and Santa will be out there. Just social fun," Jim Penner, executive director of the center, said. Penner said Saturday's event is the first of a three-phase opening for the nearly 0-million hotel, theater, and attraction center opening next year. The center is the brain-child of San Diego-based televangelist Morris Cerullo, who made his fortune as a popular televangelist in the 1980s and 1990s."He [Cerullo] wanted people around the world to be able to experience the people that he got to know through his 70 years of travel to 95 nations in the world," Penner said. Penner told 10News the center was initially supposed to be a small ministry training center and possibly a dormitory. But with the availability of the 18-acre former Mission Valley Resort, they went big. The hotel will have 126 rooms, including 12 suites. The fine-dining restaurant is a steakhouse, which is next to the pool and spa. The attraction building has a domed, 4D theater designed by former Disney Imagineers. Audiences will get to feel like they're flying over Jerusalem in a ride created by the same designers who made Soarin' Over California at Disney California Adventure Park.Another attraction will be an award-winning, computerized dome, where people can digitally tour the world."As we get to know each other, the world gets smaller," Penner said. Before the council approved the blueprints in 2017, critics of the Legacy International Center feared that traffic would be a nightmare. But Penner said that the improvements they made on the roads turned out to have unexpected benefits. "We widened Hotel Circle the entire length of our property. We have 1000 feet of frontage there. And a nice benefit of that is when we had this last big rain last week, in the past, Hotel Circle would flood like crazy in front of the hook ramps here, and no flooding at all!"The inaugural Christmas Tree lighting ceremony will begin at 6 p.m. tomorrow. The hotel and attractions will open in February 2020. 2332
