LOS ANGELES, April 8 (Xinhua) -- NASA's Wide-field Infrared Survey Explorer (WISE) has discovered a rare asteroid that traces out a horseshoe shape relative to Earth, the Jet Propulsion Laboratory (JPL) said on Friday.Unlike most near-Earth asteroids (NEAs) that have eccentric, or egg-shaped, orbits that take the asteroids right through the inner solar system, the new object has an orbit that is almost circular such that it cannot come close to any other planet in the solar system except Earth, JPL said.However, even though the asteroid rides around with Earth, it never gets that close, said JPL in Pasadena, Los Angeles.As the asteroid approaches Earth, the planet's gravity causes the object to shift back into a larger orbit that takes longer to go around the sun than Earth. Alternately, as Earth catches up with the asteroid, the planet's gravity causes it to fall into a closer orbit that takes less time to go around the sun than Earth, according to JPL.The asteroid therefore never completely passes our planet. This slingshot-like effect results in a horseshoe-shaped path as seen from Earth, in which the new object, designated 2010 SO16, takes 175 years to get from one end of the horseshoe to the other, JPL said."The origins of this object could prove to be very interesting, " said Amy Mainzer of JPL, the principal investigator of NEOWISE, which is the asteroid- and comet-hunting portion of the WISE survey mission. "We are really excited that the astronomy community is already finding treasures in the NEOWISE data that have been released so far."JPL manages and operates the WISE for NASA's Science Mission Directorate, Washington.

BEIJING, May 28 (Xinhua) -- The issue of third-party online payment permits in China this week will boost the sector's development through giving it a legal status, analysts said.The People's Bank of China (PBOC), or the central bank, on Thursday announced its first batch of electronic payment licenses to 27 qualified third-party online payment platforms, including Alipay, Tenpay and 99bill.It also stipulated that all the third-party payment businesses should obtain licenses before September, or cease doing business.The move has long been awaited after the central bank said in June last year that non-financial institution payment service would be regulated, and that all businesses involved in the service must get licenses before Sept. 1, 2011.The license covers payment transactions such as Internet payment, mobile phone payment, bank card acquiring service, issuance and accept of prepaid cards and currency exchange.The move provides a legal status for the third-party payment sector so that it can develop in a more standard and healthy way, said Zhang Meng, an analyst with Analysys International, an Internet market information provider.Third-party payment enterprises refer to those non-financial operators who work as the third party between buyers and sellers to provide payment settlement through Internet, telephones or mobile phones.China has the world's highest number of Internet users, with about 457 million netizens, among whom 148 million were active online shoppers as of the end of last year.China's online payment topped 1.09 trillion yuan (167.29 billion U.S. dollars) last year. The figure was 397.3 billion yuan in the first quarter this year, almost doubled year-on-year.99bill CEO Guan Guoguang called the issue of the third-party payment licenses "a milestone" for China's e-payment sector.Requiring that enterprises must be licensed to operate e-payment businesses will help standardize the sector, improve services and boost integration of e-payment and e-commerce, said Guan.The first group of e-payment license holders include Alipay.com Co. BEIJING, Feb. 25 (Xinhua) -- Chinese Vice Premier Li Keqiang on Thursday ordered local governments to increase funding for affordable housing projects, stressing that the construction of 10 million units was a mandatory task that must be fulfilled this year.Speaking at a national conference on affordable housing for low and middle income groups, Li said that the construction of 10 million affordable housing units this year is of great significance for the government to stabilize public expectations, control housing prices, improve people's lives and boost domestic consumption."Housing is imperative for people's lives and local governments must waste no time in beginning the construction of 10 million affordable housing units this year and putting them into service as early as possible," Li said.To facilitate the government's subsidized affordable housing projects, Li said that local governments should ensure basic market supply with small units and guide the public to "reasonable consumption."More efforts are also needed to develop low-rent public housing and satisfy the demands of residents for affordable public housing, Li said.
