BEIJING, Aug. 27 (Xinhua) -- China's top legislature held an inquiry Friday into the government's report on grain safety in an effort to improve the legislative supervisory role.Entrusted by the State Council, or China's Cabinet, senior officials from nine government agencies, such as the National Development and Reform Commission (NDRC), attended the inquiry to answer questions raised by lawmakers at a bimonthly session of the Standing Committee of the National People's Congress (NPC), the country's top legislature.Such inquiries are believed to be a concrete and important step for the top legislature to exercise and improve supervision of the government.Zhang Ping, minister in charge of China's top economic planning body, the NDRC, issued the report on the country's grain safety on Thursday and lawmakers began to deliberate and make inquiries on the report on Friday.This is the second inquiry held by the top legislature this year. In its June session, lawmakers held an inquiry into the central government's final accounting for 2009.INTENSE Q&A SESSIONThe NPC Standing Committee's vice chairwoman, Oyunqemag, and 21 other lawmakers peppered government officials with more than 20 questions at the inquiry.Responding to a question on the impact of frequent natural disasters including drought, freezing weather and floods on this year's harvest, Vice Agriculture Minister Chen Xiaohua admitted that grain production has been negatively impacted.Chen, however, said because the central authority introduced preferential policies in a timely manner, the grain crops harvested in the summer maintained the same level as in previous years, though the harvest of early rice dropped a bit.He also said he was optimistic about the harvest in autumn, which accounts for more than 70 percent of the country's grain output because the seeded area has been increased and the growth of the crops was good at present.

TEHRAN, Sept. 28 (Xinhua) -- Li Changchun, a senior official of the Communist Party of China (CPC), on Tuesday visited the Confucius Institute at Tehran University, where he encouraged the Iranian students to constantly improve their Chinese level and become professional translators to make contributions to bilateral relations.Li, a member of the Standing Committee of the CPC Central Committee Political Bureau, told the Iranian students in the institute that he was moved by their strong interest in learning Chinese.While presenting some Chinese culture-experiencing equipment and books to the institute, Li, who is on an official visit to Iran, said he hopes the institute can use these books and equipment to promote its Chinese-teaching capacities.President of Tehran University Farhad Rahbar said the Confucius Institute has been playing a very important role in promoting Chinese teaching in Iran and boosting bilateral cultural cooperation, adding that the university is willing to further boost cultural and educational cooperation between the two countries.Li also watched performances about Chinese martial arts, poetry recitation and Chinese lion dance by the Iranian students in the Confucius Institute.After visiting Confucius Institute at Tehran University, Li went to the site of Metro line 4 in Tehran, which was jointly constructed by Iran and China.Li said the operation of the Metro line 4 is a product of the bilateral economic and trade exchanges, and he hopes that with joint efforts by the two sides the Metro line 4 can be turned into a line of friendship and cooperation between the two sides."I hope more achievements about our cooperation can be acquired in the future," he added.The Confucius Institute, the first in Iran, is co-founded by Yunnan University of China and Tehran University. BEIJING, Oct. 7 (Xinhua) -- China's water resources imbalances between the north and south may worsen due to global climate changes and economic activities, said Vice Minister of Water Resources Hu Siyi.Typically, China's north is dry while its south has abundant water supplies.China will face unprecedented challenges in saving water in the next five-year plan from 2011 to 2015, said Hu at a national water-saving meeting in Zhengzhou, capital of central China's Henan Province, late September.Compared with the 1956-1979 period, rainfall in the Yellow River, Huaihe River, Haihe River and Liaohe River vallies in the 1980-2000 period had dropped six percent on average and river and lake water resources decreased 17 percent in these areas, according to figures from the Ministry of Water Resources.China's accelerated urbanization has pushed up demand for water.If the population in Beijing keeps on climbing, the water brought by the near completed South-to-North Water Diversion Project would not be enough, Hu said.China's water-saving targets during the 12th five-year plan from 2011 to 2015 include a 30-percent cut in water use for every 10,000 yuan (1,490 U.S. dollars) of gross industrial output, Hu said.

FUZHOU, Sept. 2 (Xinhua) -- Tropical storm Lionrock, the eighth of this year, made landfall on east China's Fujian Province early Thursday morning, local meteorologists said.The storm landed at Gulei Town of Zhangpu County at around 6:50 a.m. with a speed of 82.8 km per hour near its center.Under the impact of Lionrock, torrential rain was seen along the coast of Zhangzhou City, and the rain was the heaviest in Dongshan and Zhangpu counties.No casualties have been reported.Local meteorologists have warned residents of mudflows and landslides that might be triggered by the tropical storm.The meteorologists forecast that rainfalls would be up to 100 to 200 mm in Zhangzhou, Quanzhou, Xiamen and Putian cities of Fujian from Thursday to Friday.By 7:00 p.m. Wednesday, 162,200 people in the province had been evacuated to safe places, and 50,703 fishing ships had been back to harbors.

TIANJIN, Oct. 4 (Xinhua) -- The United Nations' chief climate change negotiator applauded China on Monday for its efforts in dealing with the challenge of climate change, saying she was impressed by the determination of the Chinese people and their government.Christiana Figueres, executive secretary of the United Nations Framework Convention on Climate Change(UNFCCC), made the remarks in China's northern city of Tianjin at a welcoming reception held by the Chinese government.A new round of UN climate talks is being held in the port city on Oct. 4-9 in preparation for the year-end Cancun summit in Mexico."Here in Tianjin, I have seen much evidence of determination," said Figueres."(I saw the) determination of the government of China to reduce their CO2 emissions per unit of GDP by up to 45 percent by 2020, (and the) determination of the people of China to turn China into the world's leader in renewable energy technology and to find a visionary balance among economic development, poverty eradication and climate protection."Figueres also praised the host city, saying, "(I saw the) determination of the government of Tianjin, China's fourth-largest city, to be a model city for the circular economy, a pilot city for low-carbon growth and an exemplary city for sustainable development.""A striking example is the Tianjin Eco-City project between Singapore and China and with significant private sector investment, which will provide eco-friendly housing for some 350,000 people," she added.More than 3,000 delegates from 177 parties and observer states and over 200 non-governmental organizations are attending the Tianjin gathering, the final one prior to the United Nations Climate Change Conference to be held in Cancun at the end of this year.Figueres concluded her speech at the reception with a Chinese proverb, "Zhong Zhi Cheng Cheng," which means "With everyone's determination, we can do anything."
