SAN DIEGO (KGTV) -- Restaurant owners across San Diego County are preparing to once again take their indoor operations outside, but some say this latest move will put them out of business for good.On Tuesday, state health officials announced updated data that places the county in the restrictive purple tier under California's COVID-19 reopening plan.For Ike Gazaryan and other local business owners, this will be the third time since March that they will be forced to shut down.Gazaryan, who owns Pushkin Russian Restaurant and Bar on Sixth Avenue in the Gaslamp Quarter, said, "Every time you shut down and open, it costs ,000, ,000 because you have to buy all the produce, you have to bring all the employees back, you have to clean everything.”Gazaryan told ABC 10News that outdoor dining isn't an option at his location, and he said weather isn't the only issue."Before you had a lot of people and they were able to somewhat control the homelessness. Now, there are a lot of people losing everything they had, you have more homeless people, you have less people walking around because nobody is working in the offices, so percentage-wise it looks like it's a homeless town at this point," said Gazaryan.Gazaryan owns the restaurant and two other related businesses. He doesn't want to have to fire his 20 employees, but he doesn't think he's going to make it."I'm really afraid I'm going to lose my restaurant before the end of this year. SAN DIEGO (KGTV) — Rallies were held in six different states in what organizers are calling "The March for Reparations to African people."Crowds gathered at the waterfront in downtown San Diego Saturday afternoon wearing masks with signs in hand.Among them was Wendy Craig, who is part of the UHURU Solidarity Movement, the group that organized the rally. Craig says they’re calling on people to do more acting and less talking. You have to take a material stand of solidarity and turn over the stolen resources."Craig says many people that registered to participate in this event also raised money towards a collective reparations goal. "Four years ago when we organized a march for reparations we did not have a lot of success. But that was shifted through the George Floyd protests, and Breonna Taylor. That shift has brought a lot of unity to what we’re doing," Craig said.Collectively, this organization had set a goal of raising ,000. SAN DIEGO (KGTV) — San Diego Police Department is investigating a video sent to several employees that depicts Hitler and makes "offensive" remarks about an investigation into officers eating inside a restaurant amid stay-at-home orders.The video was created after an internal investigation was launched over officers eating inside a restaurant during the state's stay-at-home order, said SDPD public-affairs Lt. Shawn Takeuchi. Those orders banned indoor dining at the time.Takeuchi says whoever created the video was clearly angry over the department's investigation into that incident.The video uses a clip from the 2004 film "Downfall," a German film depicting the final days of Adolf Hitler during World War II. A scene in the film showing an enraged Hitler yelling at military officials is used in various parody videos online.Takeuchi said the video being investigated added subtitles that, "negatively portrays the community and department leadership. The video also makes a homophobic comment regarding the Mayor."Mayor Todd Gloria, who took office this month, is the city's first openly gay mayor.The video surfaced on Saturday and began to circulate. Numerous department members who received the video alerted their supervisors. Internal Affairs was notified and started an investigation.Takeuchi called the video "extremely disturbing and offensive.""At this time, we do not know if this video was made by someone in the department or by someone who does not work at SDPD. We are still investigating to determine who was involved in creating it," said Takeuchi. "The department will not tolerate hateful speech of any kind. If the video was created by a department member, Chief Nisleit will take swift action. This is not who we are as a department. This is not who we are as San Diegans."Gloria responded to the video on Saturday, saying in a statement that, "I regret that this act by an apparently disgruntled individual is now reflecting poorly on our Department.
