SAN DIEGO (KGTV) — While hundreds of thousands of San Diego County residents are receiving the mail-in ballots they asked for this week, some residents are receiving mail-in ballots whether they asked for them or not.Registrar of Voters Michael Vu tells 10News about 41,000 people this election is living in precincts where there are not enough voters to field a polling place."When you think about all those political jurisdictions participating in the election and all those boundary lines that overlap one another, it's going to create various pockets throughout the entire county," says Vu.YOUR VOICE, YOUR VOTE: Local, national 2018 election newsVu says any precinct with fewer than 250 registered voters can become an automatic mail ballot district. In those cases, all registered voters in the district will receive a mail ballot. SAN DIEGO (KGTV) - With young children fast asleep in their bedroom, surveillance video shows a burglar on the prowl at a home in South Park. Just off 32nd Street, Billy McCowan woke up to a disturbing sight on Wednesday morning."Came over and saw the side door open to the garage," said McCowan.RELATED: La Mesa woman wakes up to burglar in her bedroomA look at the surveillance video revealed who had been on his property. Starting at about 8 p.m., a pickup truck pulls up and parks across from his home. At about 5 a.m., a man wrapped in a blanket emerges from the truck and walks through his front gate.McCowan believes the burglar walked through the unlocked door to a detached garage - a converted office - and grabbed an iPhone. Video shows the man roaming the property. Next up was a detached hot tub room."We had a small TV in here," said McCowan.In the video, the burglar is seen carrying that TV. Meanwhile, inside the home were McCowan's wife, and two children, ages 3 and 5. They were all asleep.Forty-five minutes after the man first arrives, the intruder is seen peering into the children's bedroom. By this time, McCowan has woken up and he's making coffee in the kitchen. The man appears to see him and ducks down, before quietly getting into his truck and driving off. It was a fortunate twist. SAN DIEGO (KGTV) — While the San Diego Bay Parade of Lights was sidelined because of the pandemic this year, organizers brought the event's annual joy online.Organizers released a video compilation of the parade from years past for what would have been the parade's 49th annual event."We are saddened that we cannot gather this year to celebrate the San Diego Bay Parade of Lights, but we can see the magnificently decorated boats from previous years in our recap video that is shared online," said parade Chairman Larry Bauman.The Bay Parade of Lights routinely brings more than 100,000 visitors to the waterfront, as 80 decorated boats glide through the bay on two weekends."Let us all do what we can to reduce the spread of Covid-19 and stay safe so that we can come back next year and celebrate the 2021 holiday season and enjoy the Parade of Lights on the bayfront," said Bauman.You can see the parade's look back: 927

SAN DIEGO (KGTV) — When the pandemic forced San Diego's breweries to close, many turned to canning in order to continue selling their brews.Virginia Morrison, CEO and co-founder of Second Chance Beer Company, told ABC 10News anchor Lindsey Pena canned beers is now the majority of their revenue."For us, that's really our only revenue stream now," Morrison said, adding that there was already a shift in popularity from glass to cans. "We've been putting out more cans since COVID than we've ever done before. We used to have maybe three or four releases, now I think at one point we had 14 cause that's all we can do. Every bit of beer we're making we're putting in cans."Now, the aluminum supply is having a hard time keeping up with demand. Morrison said a couple of weeks ago, the Brewers Association warned members of an aluminum can shortage.Morrison said the manufacturers her brewery works with are still able to fulfill orders, but she's unsure for how much longer."We need to know and plan and also work with them really closely to figure out how to minimally impact both our businesses," said Morrison.The Aluminum Association said in a statement, "The aluminum beverage can manufacturing industry has seen unprecedented demand for this environmentally-friendly container prior to and especially during the COVID-19 pandemic."But according to the Can Manufacturer's Institute, aluminum isn't in short supply, but can makers are struggling to keep up with the demand.To make matters worse for Second Chance and other local companies, they're competing for the same supply big beverage makers use. SAN DIEGO (KGTV) - USD head men’s basketball coach Lamont Smith is free Wednesday pending an investigation on domestic violence charges in San Francisco.The San Francisco Police Department released Smith's mugshot from Sunday's arrest. Smith was taken into custody at the Oakland airport just before the team was set to fly home from a game.Smith is accused of three domestic violence charges involving a woman at the team's hotel late Saturday night.
