SAN DIEGO (KGTV) - A 10News investigation has revealed that the California department responsible for the state’s child welfare program does not maintain data regarding all deaths of children in foster care.  The revelation is prompting calls for immediate action to child welfare services from at least one San Diego-based politician.State law requires counties to report any child death that is determined to be suspected to be the result of abuse or neglect to the California Department of Social Services.  According to the CDSS, each county in California is required to keep track of every foster child that dies while in its custody.Counties are also responsible for reporting all high profile incidents that occur in foster homes to the State Department of Social Services. High profile incidents would include incidents involving death or serious injury. But the CDSS has no master data list available regarding foster deaths and says that information is maintained at the county level.Using open records laws Team 10 collected the total number fatalities of children residing in a foster placement from all 58 counties in the state since 2010.The numbers show more than 250 kids died during that time across the state. 1290

SAN DIEGO (KGTV) - A former Camp Pendleton Marine was sentenced Monday to more than 17 years in prison for owning and distributing child pornography.William Walsh IV, 55, was arrested in May 2017. Escondido Police officers searched his home and seized hundreds of files Walsh had downloaded through peer-to-peer file sharing software.A jury found Walsh guilty of all charges. U.S. District Judge Anthony J. Battaglia said Walsh’s conduct was “on the extreme end of the cases I have seen.”“Today a man who committed terrible crimes against children was sentenced to many years in prison,” said U.S. Attorney Adam Braverman. “These horrible experiences will echo in the hearts and minds of young victims for a lifetime, and I am deeply distressed and deeply committed to pursuing cases that will protect our vulnerable youth from people like Walsh.”“Today’s sentence confirms that this predator can no longer victimize innocent children because he is off the streets and he is offline,” said FBI Special Agent in Charge John Brown. “This investigation showcases the success of collaborative federal and local investigations working toward a common goal.”Walsh will serve his sentence in federal prison. 1208

SAN DIEGO (CNS) - The U.S. Department of Defense announced Wednesday its phased plan to distribute and administer the COVID-19 vaccine from the Naval Medical Center in San Diego and the Naval Hospital in Camp Pendleton.The DOD is working with the Department of Health and Human Services and the U.S. Centers for Disease Control and Prevention on the distribution of COVID-19 vaccines.As one of the 64 jurisdictions to which the United States government has allocated vaccines, the DOD plans to administer its initial allocation of 43,875 doses of the COVID-19 vaccine to populations of uniformed service members -- both actives and reserves. That includes members of the National Guard, dependents, retirees, civilian employees and select contract personnel.The department is prioritizing DOD personnel to receive the vaccine based on CDC guidance, first focusing on those providing direct medical care, maintaining essential national security and installation functions, deploying forces, and those beneficiaries at the highest risk for developing severe illness from COVID-19 before other members of the DOD population.Distribution will be conducted in phases. Due to limited availability of initial vaccine doses, the first phase will distribute and administer vaccines at select locations.Initial distribution sites -- including the two local sites -- were selected by the DOD's COVID Task Force based on recommendations from the military services and U.S. Coast Guard, to best support several criteria:-- Anticipated supply chain requirements, such as cold and bulk storage facilities-- Local population of at least 1,000 priority personnel across the military services-- Sufficient medical personnel to administer vaccines and actively monitor vaccine recipientsThe distribution of the allocated COVID-19 vaccines will begin once the Federal Drug Administration authorizes the COVID-19 vaccine for emergency use and in accordance with Operation Warp Speed guidance.Other distribution sites in the continental United States include Fort Hood, Texas, Joint Base Lewis McChord, Washington, Fort Bragg, North Carolina, and Walter Reed National Military Medical Center in Bethesda, Maryland. 2200

  

SAN DIEGO (KGTV) - A broken fire hydrant sent thousands of gallons of water gushing into the air Friday, damaging home on the 5100 block of Mariner Drive, near Otay Mesa.  The home received flood damage on the first floor of the house, as well as the yard. The cars in the driveway were drenched as well.  Water was gushing from the broken hydrant for nearly 20 minutes, according to the homeowner, Gary Birtwell.  "It was coming in through the backdoor," Birtwell said. "We had about 6 inches of water in the back yard that basically filled up above the door. And it was coming in through a closed window on the side of the house. We had water that came in through the ventilation." A neighbor's security video captured what appears to be a white SUV pulling into the curb then hitting the hydrant. Water begins gushing, and the SUV takes off.  Police officers took the neighbor's security video from the scene and were looking for more footage of the incident. 1015

Alifan Drive.RELATED: Crowd shuts down homeless housing project meeting in Clairemont“Its the center of our community and I don’t want to see it become trashed with needles and booze bottles,” Lyn Booth, a resident said, “I think everybody here is trying to nip it in the bud and say, hey we don’t think it’s appropriate.”The planning group gave the residents time to make their comments public but didn’t address their concerns directly, but pointed out the developers have not come to the planning group, though they will have to if they want to get a permit.  830
