BEIJING, July 14 (Xinhua) -- China publicized regulations on natural disaster relief on Wednesday.The regulations, which make clear the responsibility of governments in disaster relief work, will take effect Sept. 1, 2010.According to the regulations, leaders of governments at all levels will be held accountable for relief work, and the nationwide relief work is to be commanded by the national disaster reduction authority.The regulations also stipulates that governments above county level are responsible for mapping out emergency response plans, providing transportation and communication facilities to disaster relief work, designating emergency shelters and training disaster relief teams.Further, the Legislative Affairs Office of the State Council issued a statement Wednesday, further clarifying the regulations.The statement notes that China is a natural disaster prone country. Over the past two decades, natural disasters have killed 4,300 people each year.The central government has allocated over 5 billion yuan (737 million US dollars) of annual relief fund during the past five years.The statement goes on to say that disaster relief work is still plagued by several problems, such as slack supervision over donations and other concerns.To address this problem, the regulations stipulate that donations could only be used in relief work. Governments at all levels, including grass-roots communities, should make public all information about donors, amounts of donations, and its specific usage.The regulations also stipulates that governments at all levels must devise a supervisory system dealing with complaints and whistle blowers, to prevent abuse of disaster relief donations and materials.

BEIJING, July 28 (Xinhua) -- Profits at Chinese industrial enterprises in 24 regions climbed 71.8 percent year on year to 1.61 trillion yuan (237.5 billion U.S. dollars) in the first six months, the National Bureau of Statistics (NBS) said Wednesday.The growth rate was 11.2 percentage points lower than that in the first five months, the NBS said in a statement.Combined revenues for the enterprises totaled 25.9 trillion yuan in the first half of the year, up 36.5 percent from a year earlier - a growth rate 2.4 percentage points lower than in the January-to-May period.Most of the 39 major industries posted year-on-year profit growth.The 24 regions comprise all of the Chinese mainland provinces, municipalities and autonomous regions except the Inner Mongolia and Tibet autonomous regions; Hunan, Guangdong, Hainan and Yunnan provinces; and Chongqing.China's industrial value-added output expanded 17.6 percent year on year in the first half of the year. But month-on-month growth began to slow in March, with June's growth at 13.7 percent year on year.

KHARTOUM, July 4 (Xinhua) -- Chinese Special Envoy to Darfur Liu Guijin on Sunday urged the parties of the Darfur conflict to work to find a peaceful solution for the conflict through the Doha negotiating forum."The only way to resolve the problem in Darfur is through peaceful negotiations, through the political process, any boycotting of the political process, any choice of remaining outside the political process is not acceptable, is not conducive to peace and to the resolution of the problem," Liu Guijin told reporters after meeting with Ghazi Salahuddin, Sudan government official in charge of the Darfur file, Sunday in Khartoum.The Chinese official stressed China's support to Doha peace talks, saying that "we have been consistent in supporting the political process in Doha. BEIJING, Aug. 5 (Xinhua) - The People's Bank of China (PBOC), also known as the central bank, said Thursday it would maintain its moderately loose monetary policy and enhance financial supports to boost the economy's sustainable development.The bank will apply multiple monetary tools to keep an appropriate growth in money supply in a bid to strike a balance between meeting the need of funding economic development and managing the inflation expectation, the PBOC said in a statement posted on its website.The PBOC reiterated it would maintain continuity and stability in monetary policy while, at the same time, making the policy more specific and more flexible.It vowed to improve the yuan's exchange rate mechanism, and increase financial support to promote the transformation of the economic growth pattern and adjustment of the economic structure.China's broad money supply (M2), which covers cash in circulation and all deposits, increased 18.5 percent year on year to 67.39 trillion yuan by the end of June, which marked a slowdown from the 21 percent increase at the end of May, the PBOC said.During the same period, narrow money supply (M1), cash in circulation plus current corporate deposits, climbed 24.6 percent from a year earlier to 24.06 trillion yuan, representing a decrease of 5.3 percentage points from the end of May, according to the PBOC.The bank also warned of potential domestic inflation risks due to complicated situations both at home and abroad.Increases in the costs of labor and environmental requirements, combined with continuing progresses in the reforms in the prices of resource products, will likely impact the inflation expectation.Meanwhile, the central bank pointed out that external 'hot money' may push up price hike pressures."The global monetary situation is relatively loose, as nations across the world have been prudent in their stimulus exits due to continuing uncertainties in the economic recovery. BEIJING, June 29 (Xinhua) -- The number of criminal explosion cases as well as gun crimes in China dropped by 13.4 and 33.1 percent year on year, respectively, in the first five months of 2010, Ministry of Public Security said in a statement Monday.The statement, however, did not provide exact numbers.Police nationwide seized over 351 tonnes of explosives, 1.7 million detonators, 15,000 guns, 1.84 million bullets, 300,000 imitation guns and 170,000 illegal knives since the launching of a national crackdown on illegal explosive and guns, the statement said.The widespread publicity about the police crackdown apparently paid off with 3,099 tips received from the public which led to the solving of 1,538 cases and the arrest of 2,065 suspects, said the statement.Those who provided information to police were rewarded with 960,000 yuan (about 141,000 U.S. dollars) in total, it said.
