CLEVELAND — Nadine and Robert Proe said facing a 2009 bankruptcy wasn't easy, but now 14 years later, they are still left with an unexpected ,000 demolition bill from the City of Cleveland.Robert Proe showed WEWS the documents proving he signed over his Cleveland home to EMC Mortgage when he filed for Chapter 7 bankruptcy, and said he heard almost nothing about his former home until it was demolished in 2016.Nadine Proe said neighbors were telling them the house was going downhill shortly after they moved out."It was heartbreaking because it was a good house," Robert Proe said. "Apparently it was vandalized, we never got any notice from the police. My neighbor mentioned a fire, never was contacted about a fire by the city."Robert Proe said he was told by a city inspector that he was no longer responsible for the home after the bank unsuccessfully tried to sell the home at sheriff's sale.But then, shortly after the house was taken down, he was shocked when he received the demolition and maintenance bill.He said he was never given any notice that the bank decided to vacate the foreclosure, and never took his name off of the property."If they would have told me in the beginning that I was still responsible for this house, it would have still been beautiful, someone could have bought it," he said. "I thought I no longer owned the home, I was told I couldn't go on the property, while the bank ran it into the ground.""Now I'm faced with this huge bill that wasn't my fault."WEWS attempted to reach EMC Mortgage about this case but all three company phone numbers had been disconnected.Cleveland Housing Court Judge Ron O'Leary told WEWS there are some efforts being made to change state law, making it more difficult for banks to file a foreclosure and then file to vacate that motion when it believes the finances aren't favorable.O'Leary warned homeowners going through bankruptcy to keep a close watch on county property records as the bank continues to sell the home to another owner. "I can (see) where people would look at this and say it's not fair," O'Leary said. "People that do housing policy that are looking at whether or not any changes to the law need to be done."O'Leary said his court is trying to better educate homeowners in foreclosure.Still, former homeowners like the Proes believe changes in state law are needed."Well I'm here to tell you the system is broke, it's not going to be fine," Robert Proe said. Dog's aren't just our best friends, they're also good for our health, new research suggests.A study published Friday in the journal Mayo Clinic Proceedings says that owning a pet, especially a dog, may help maintain a healthy heart -- in case you needed any more reason to head to your local animal shelter.The study began in 2013 and 2014, when researchers gathered health and socioeconomic information on over 2,000 people in Brno, Czech Republic, and scheduled follow-up evaluations for every five years until 2030.The latest was this year, in 2019, when researchers again looked at about 2,000 people with no history of heart disease. They scored the participants on the American Heart Association's list of seven ideal health behaviors and factors, also known as "Life's Simple 7": body mass index, diet, physical activity, smoking status, blood pressure, blood glucose and total cholesterol.The researchers compared the cardiovascular health scores of pet owners with those of petless people. In general, people who owned a pet were more physically active than those who did not, with healthier diets and blood sugar levels.But then they compared dog owners with everyone else and found that no matter their age, sex or education level, they benefited the most in terms of cardiovascular health.Take that, cat people.The findings are consistent with research that has shown that dog ownership leads to more physical activity. Meanwhile, pet ownership in general reduces stress, betters our self-esteem and makes us more social.Francisco Lopez-Jimenez, one of the lead researchers on the team, said what makes this study so significant is that it showed the benefits of having a dog go beyond just increased physical activity. The study included many factors that determined the health of the heart and arteries, like showing that dog-owners tend to also have a healthier diet than other pet-owners -- thus contributing to a better cardiovascular health.It's "putting everything together and not just focused on a single factor," he told CNN.But he also pointed out that the results may be skewed, simply because so many people own dogs. Donald Stratton nearly made the ultimate sacrifice 79 years ago. Stratton was on board the USS Arizona during the attack on Pearl Harbor on Dec. 7, 1941.According to the National Park Service, Stratton joined the Navy in 1940, and was assigned to the USS Arizona. On Dec. 7, 1941, Stratton was on the forward mast of the ship as it burned. A fellow sailor threw Stratton a line, which allowed Stratton to crawl to safety above the high water. But the flames took a toll on Stratton as burns covered 70% of his body. Stratton was then given a medical discharge the following September, but Stratton was not done serving his country. On Sunday, the U.S. National Park Service reported that Stratton has died at the age of 97, making him one of the last surviving service members from the Pearl Harbor attack. In Stratton's honor, the flags at the USS Arizona memorial in Hawaii were flown at half-staff. In January 1944, Stratton reenlisted and served through December 1946, obtaining the rank of Gunners Mate Second Class.The attack killed 2,390 service members, roughly half from the USS Arizona.
