SAN DIEGO (KGTV) - The Central San Diego Black Chamber of Commerce announced a new relief fund for Black owned business meant to keep them afloat during the pandemic.They held a press conference Sunday afternoon at Waterfront Park announcing the Black Business Relief Grant Fund.Lance Growth, member of the chamber and CEO of Growth 1031, organized the press conference and says this is going to fill the gap where the government's Paycheck Protection Program fell short, "for the COVID crisis yes this is a light at the end of the tunnel."Growth says about 95% of black owned businesses did not get federal money."I don’t want to say insulting but disheartening where you watch this crisis unfold then you see your government say, 'Hey we know how bad this is we are going to provide you help,' but then you read about the businesses that [didn't get] PPP, and it just folds into the social unrest," he said.He said the grants and microloans will pay for anything from rent to supplies to payroll.Growth said they weren't going to make the application nearly as time consuming and invasive as the PPP, "we’re just going to try and get you this money as fast as possible because everyone is hurting from this pandemic."Applications open Wednesday, June 17, and priority will be given to small disadvantaged businesses in low income neighborhoods.Specific criteria for the grants will be defined Wednesday, according to the chamber.They are expecting a very high demand, compared to the amount they can give out. "One of the big things we announced is a goal that we want to raise million dollars in 60 days," Growth said, urging San Diegans to use this opportunity to get involved and make a difference.He said supporting black owned businesses help them thrive and remove barriers for the next generation. 1817

SAN DIEGO (KGTV) - The final panel of a 14-mile stretch of the Primary Border Wall project was installed Friday, marking a turning point for U.S. Border Patrol, according to Border Patrol officials.Now there is more updated fencing in place compared to aging infrastructure. The stretch of new fencing replaced stamped steel, that's easy to climb, originally installed in the 1990's.The 18-30-foot steel bollard stretches a quarter of a mile from the ocean, to Otay Mountain. The old wall was breached more than 1,700 times, according to Border Patrol officials.RELATED: Funds earmarked for defense can be used for border wall, Supreme Court rules"Any upgrade we can get we'll take, this wall's been around for 30 years," Border Patrol Public Affairs Officer Theron Francisco said.The transparent feature of the new wall, vital for Border Patrol agents. Fiscal year to date, 149 incidents were reported, compared to 72 last year.Last April migrants hurled rocks at San Diego Border Patrol officers, shattering their Jeep's window. With that, it means less agents have to field a certain area," Francisco said. He said that means an area with seven agents could go down to two or three.As for who paid for the wall, each Border Patrol agent said the Trump administration. "So this would be Trump's wall, it was financed in fiscal year 2017, so it's starting under his administration and will wrap up under his administration," Francisco said.Border patrol is working on two other projects, one in Tecate that's a four mile primary fence and another that's stretches from the ocean to Otay Mountain as a secondary wall. The two-acre residence was placed on the auction block in June starting at .2 million. SAN DIEGO (KGTV) - The City of San Diego is taking legal action against the owners, operator and property manager of a independent living facility with squalid living conditions.Ten people lived in the now-closed home on Ewing Street near San Diego State, most of them elderly. Photos from inside the home show mold on mattresses, rat feces, holes in the walls, and overflowing trash cans.The City Attorney's office says fumes from an illegally installed water heater contaminated the interior, and the conditions were so dirty that a man's foot had to be amputated after a sore got infected. RELATED: Residents complain of bedbugs at El Cajon independent living facility"The mattresses are filled with bed bugs, there are mice droppings, it's awful," City Attorney Mara Elliott said. Independent Living Facilities are unlicensed and unregulated. They are often a last chance for vulnerable people to avoid becoming homeless - paying rent with social security or disability checks. Elliott's office is suing the owners, property manager, and operator, who could be forced to pay up to million. Additionally, operator Mark Rogers is being charged with 22 misdemeanors. Rogers also owns an independent living facility in El Cajon, where a tenant was murdered with a frying pan late last year. SAN DIEGO (KGTV) -- The Coast Guard is searching for three people after a fishing vessel caught fire Saturday night, sending two people to the hospital and leading to the rescue of 15 more.According to the Coast Guard, the crew of a 42-foot fishing vessel named “Time Machine” called to report seeing a fire at 9:35 p.m. 28 miles south of Point Loma. The good Samaritans aboard the boat were able to pull 15 people out of the water, including two who were injured.10News spoke to the captain and crew of "Time Machine."Captain Mike Koesterer and his crew were on their way back into San Deigo from a fishing trip in Baja California when he saw an explosion in international waters. "I saw an orange flash," he said. For the next 20 minutes, he drove his vessel closer to the ball of fire. The next thing he saw will be etched in his mind forever. “We thought it might be a few people. But we kept on counting and counting and counting," Koesterer said.In the water, he and his crew witnessed 15 people screaming for help. Some had life vests. Others were wading. That's when his son Reeve changed into his diving suit and jumped in to help.“I knew there were going to be burns, but I didn’t think it would be that bad,” Reeve Koesterer said. He first pulled up a woman without a life vest. She desperately grabbed his hair and used Koesterer as a floatation device. The next few rescues were a blur. One by one, he carried and pulled the burn victims onto the "Time Machine." During the rescue, one of the victims told Reeve Koesterer that this was part of a human smuggling operation. “Do whatever we can to get them out of the water. No matter what the case is. They’re still lives,” Reeve Koesterer said. Andy Vo is usually responsible for shooting and editing fishing videos for the "Time Machine's" charter trips. Last night, he was also documenting the rescue on his phone. As the Koesterers were pulling people on board, Vo comforted the victims-- giving them blankets and coffee. “People that we rescued. He called us angels," Vo said. What are the odds that a fishing boat carrying Reeve Koesterer--  a young, bilingual English Spanish speaker, expert diver -- would be right there to save those lives?
