ENCINITAS, Calif. (KGTV) - A North County woman says she was scammed at a gas station by a performance 'worthy of an Oscar.'"We pull in and my husbands about to pump in the gas," said Alice. An ordinary trip to fill up turned eventful last month at the Shell gas station on Santa Fe Drive. "I see a man pull up in a black SUV, brand new and shiny," said Alice. Alice says a man in his 30s got out of the GMC Yukon and approached them."He was in head-to-toe designer clothes," said Alice. In the backseat was a well-dressed woman and a little girl."He says, 'Excuse me, Sir. I'm here vacationing from Dubai with my family and my wallet was stolen,'" said Alice. The man asked for some money for gas and then took out a ring."Here, take my ring. It's worth 0. I have money and plenty of jewelry at home. I just need money for gas and food," said Alice.Alice told the man to keep the ring and then had her husband put in on a pump with their credit card."I believed their story ... I put myself in their shoes. I would be devastated, and I would want someone to help me," said Alice.Days later, she learned from her cousin in Los Angeles those strangers were scammers. "I was the 4th person she knew of personally that this happened to. I was duped," said Alice."Then this past Wednesday, Alice was back at the gas station and filling up, when she saw something familiar," said Alice.It was another new GMC Yukon. Inside was a different family. She saw them talking with a young man, before pulling out a ring. "I ran over put my hand in front of the guy and said, 'You should be ashamed of yourself. This is a scam!" said Alice. She learned the family had a similar story about vacationing from Dubai. The SUV sped off, leaving behind a woman hoping others don't fall victim."It makes me angry. It's the giving season and they take advantage of that. They're actors. They played their part perfectly. They're going to get an Oscars, and I handed them the award," said Alice.Alice believes both vehicles had out-of-state license plates. She says she contacted the sheriff's department but was told this incident would likely be defined as panhandling, which isn't a crime. 2184

ENCINITAS, Calif. (KGTV) - An Encinitas restaurant is closed for deep cleaning after an employee tested positive for the coronavirus.Kris Buchanan owns GOODONYA on S. Coast Highway 101. She closed the restaurant Sunday afternoon as soon as she found out her employee tested positive."Ironically, one of my best employees with the mask, like she never took that mask down," Kris Buchanan.Buchanan arranged for her staff of roughly 40 people to get tested for the virus antibodies Monday afternoon. If they test positive for antibodies, she'll pay for them to get the coronavirus test.The organic restaurant will reopen July 3, but only for pick up and delivery. Buchanan says the harassment her staff faced from some customers refusing to wear a mask isn't worth it."People take serious offense to that, I think, because of the health issue or maybe some sort of politically charged feeling about it, I don't know, " said Buchanan.She says fellow restaurant owners are dealing with similar issues."I'm friends with a few restaurant owners in Encinitas, and it's the same thing, coming in with that fake Facebook card that went around," said Buchanan.She said while most have been supportive, some customers have also made social distancing even more difficult by complaining about where they were seated."It's just a whole bunch of rigmarole here you're just trying to get their order and figure out if they want gluten-free or regular bread and you have this added layer of nonsense on top of it," said Buchanan.Since the pandemic hit, business is down roughly 50%, but Buchanan said her employees are her priority."More than the money, it's just worth me keeping my staff happy and safe," said Buchanan.GOODONYA will reopen Friday July 3, at 7 a.m. 1757

ESCONDIDO, Calif. (KGTV) -- As San Diego County inches closer to finally being removed from the state’s watch list, it remains unknown what exactly that will mean for businesses that have been waiting to reopen indoor operations.“We have asked the state for guidance for what they think the policy will be, the process will be, for potentially reopening some of the entities that faced additional closures,” said County Supervisor Nathan Fletcher.In the meantime, some cities across the county have been working with businesses to ensure they can still operate outside during the challenging time. Some of those businesses appear to be thriving.“More people are coming out to eat, and as you can see, we’re already almost full here,” said Mia Davis, the owner of Mikko Sushi in downtown Escondido.Davis and her sister-in-law, Minky Jeon, opened Mikko Sushi in February, but just one month later they were forced to shut down indoor dining due to the rising COVID-19 cases across the county.They moved to take out orders only, a struggle for the new business owners.“We were devastated actually because we were just finally starting to build our clientele,” said Davis.Then the City of Escondido stepped in to help businesses move outdoors quickly and easily, making all the difference for business owners like Davis.“The City of Escondido went out of their way to help us,” she said. “They really helped expedite the permit process, and I didn’t have to pay any fees.”Davis told ABC 10News, she was not only able to keep her original staff employed, but Mikko Sushi became so busy with outdoor dining, that she had to hire more employees.“Every Friday night we have a big waiting list,” she said. “I’m thankful that local customers really been supporting us, and I can’t complain.”A walk down Grand Avenue in Escondido reveals how locals have embraced the opportunity to dine outside. The sight is something that brings Amber Tarrac, the Deputy Director of Economic Development for the City of Escondido, much joy.“We’re really happy and proud to be able to support our businesses in that way,” said Tarrac. “The city really took strong, swift action and worked with very closely with our Chamber of Commerce and Downtown Business Association to allow for and facilitate the permit process to allow for our businesses to operate outside. We expanded that to salons, to restaurants and other retail as well.”During a time where there are many uncertainties for small business owners, Davis said the opportunity to try something new and succeed is rewarding.“I’m thankful that our business is doing well during this pandemic, and I’m thankful for what the city did,” said Davis.The City of Escondido recently launched a grant program to help small businesses. Facebook announced on Tuesday that it would no longer accept ads that discourage people from getting vaccinated onto its social media platform.In a press release, Facebook said they were launching a campaign to give its users useful information regarding vaccines and keep them safe and healthy during the pandemic.The social media company said Tuesday that they would roll out the ad ban in the "next few days.""Today, we're launching a new global policy that prohibits ads discouraging people from getting vaccinated. We don't want these ads on our platforms," Kang-Xing Jin, Facebook's head of health, and Rob Leathern, a Facebook director of product management, wrote in a blog post.Along with the ad ban, Facebook also launched an initiative that'll include new flu product features that provide additional vaccine-related content and work with global health partners on campaigns to increase immunization rates.Ads are still allowed if they advocate for or against legislation or government policies around vaccines – including a COVID-19 vaccine, Facebook said.Facebook also said it would be rolling out the ad ban in the coming days. 1149

Election offices across the country are making preparations to ensure everything is ready for a smooth voting process. A crucial piece to make sure that happens is recruiting enough poll workers for Election Day."The majority of poll workers are over age 60, and so, often in some of those higher risk categories for complications for COVID-19. So in the primaries this year we saw a lot of challenges getting poll workers," said Ben Hovland, Chairman of the U.S. Election Assistance Commission. Hovland says, in years past, most poll workers have been retirees volunteering their entire day and doing an important civic duty at polling places.During this summer's primaries, as COVID-19 cases rose, cities and states nationwide had some difficulty retaining poll workers. So much so, that the U.S. Election Assistance Commission launched National Poll Worker Recruitment Day."We created a website Helpamericavote.gov. If you go there you can choose your county and jurisdiction in the drop down menu and it can get you to your local election official and you can sign up if you want. But again, we’re seeing a number of places that still need poll workers," said Hovland.In Madison, Wisconsin, more than 1,000 poll workers canceled their volunteer shift for the primary and an August election. But then, something extraordinary happened. The city had more people sign up to be poll workers than ever before."We heard from a lot of people who said, 'I’m signing up to work at the polls because my grandma usually does and my mom usually does and can’t right now because of COVID, so I want to fill that spot.' We had to stop taking applications, which we’ve never had to do before," said Madison's City Clerk, Maribel Witzel-Behl. Witzel-Behl says during the last three presidential elections they had 3,000 poll workers. Now, they have 6,000 signed up. Many are local college students or people who were given the day off by their employer in order to participate in the presidential election."Now, almost 4,000 of those 6,000 poll workers are first-time poll workers and so that’s a pretty amazing thing to think about," said Witzel-Behl. Witzel-Behl says extra workers will help them be "pandemic proof" on Election Day. Poll workers are instructed to follow strict health guidelines, which include not having a fever within the last few days or showing any symptoms of COVID-19.Now that so many are signed up, the City of Madison will be conducting 50 new poll worker virtual training sessions to get them ready for the big day. Officials hope this boost in volunteers gives a renewed and longstanding interest for civic engagement."We're glad that the poll workers who have been in place for decades and may have a greater risk for COVID-19 don't have to feel bad about staying home and sitting this one out. That there are plenty of people to fill in and they're able to stay safe because we want our whole community to be safe," said Witzel-Behl.The U.S. Election Assistance Commission says there are also other ways people can contribute to a smooth Election Day. This includes being prepared to vote, simply by ensuring you're at the correct polling place, bringing the proper identification and making sure your address information is updated."That means you're in the polling place less time. That means shorter lines behind you. It's good for you, it's good for poll workers and it's good for election officials," said Hovland.Hovland says always check with your local election office for the most accurate information and to sign up to be a poll worker. 3574
