California Democrat Gil Cisneros has defeated Republican Young Kim in a closely watched House race, adding yet another blue seat to the party's new House majority.Cisneros, a former Navy officer, will represent California's racially diverse 39th Congressional District, which was previously held by retiring Republican Rep. Campbell Soup has disavowed claims made by a company lobbyist that George Soros' foundation is assisting a caravan of migrants bound for the United States.In a tweet sent on Monday, Kelly Johnston, Campbell's vice president of government affairs, wrote that the Open Society Foundations has arranged for "troop carriers" and "rail cars" to support the caravan, which formed in Central America. CAMP PENDLETON, Calif. (KGTV) - Fire crews responded Thursday to a fire on Camp Pendleton near the Hotel training area, North County Fire reported. The so-called Weisgarber Fire scorched at least 120 acres one mile west of the DeLuz Gate by Thursday night, Cal Fire said. Crews were able to get the fire 40 percent contained by around 7 p.m. By 10 p.m., base officials said that crews stopped the fire's forward rate of spread.North County Fire officials said the flames posed no threat to Fallbrook or the surrounding area. As of 6:45 a.m. Friday, Cal Fire officials said the fire was 100 percent contained and was stopped at 120 acres burned.There is no word on the cause of the fire. 695

CARLSBAD (KGTV) - In response to a four year construction project that recently kicked off, California Highway Patrol has lowered the speed limit on a stretch of interstate 5 by 10 miles per hour. The stretch is about eight miles long, through Encinitas and Carlsbad. The entire project will eventually go all the way to the 78. The project with add HOV lanes over the next four years. The new speed limit will help to protect workers in the area working closely to the passing vehicles. California Highway Patrol officer Mark Latulippe tells 10News, "the days of well we just put the signs up and we’re giving you a grace limit, are over". They've put up dozens of signs to warn people of the change, dropping the speed limit to 55 miles per hour. Despite the many signs drivers are ignoring the change and sticking to their normal speeds upwards of 70 miles per hour. The signs have been up for about a month but Latulippe says, "we are sending enforcement units out now to start that ticketing process of trying to slow this down". Drivers can now expect to get pulled over and ticketed from here on out. Because the area is a work zone, the tickets will be double the normal speeding fine. 1202
