SOLANA BEACH (KGTV) - The heat wave is creating a stomach-turning sight at some of San Diego's North County Beaches.Water temperatures near 80 degrees are keeping local beaches packed. Lili Waters spends a lot of time at Table Top Beach, just north of Fletcher Cove, in Solana Beach. Tuesday was not the perfect beach day she expected."Normally, this is a really nice beach, but it's been absolutely horrible today," said Waters.She noticed an unusual amount of kelp and flies along the shoreline."Then, I looked down and I was like, hey, kids there's maggots all over the ground and they're like what, I said look down there's maggots and then they started running," said Waters.Seagulls are feeding on the maggots which are all over the beach near the piles of kelp."It's pretty disgusting," said Waters.What's disgusting to beachgoers is actually important to the marine life."As the kelp breaks down, the flies create larvae, and then the birds eat the larvae, the larvae is washed into the ocean, the fish eat the larvae it creates nutrients and food for shore birds," said San Diego Lifeguard Captain Jason Shook.Shook said the heat is killing the kelp which is attracting flies. Beaches from Torrey Pines to Carlsbad may see large piles of kelp wash up during the summer months."Those large reefs trap the kelp and then the kelp washes a shore in that area," said Captain Shook.Some visitors complained to lifeguards, but there's little they can do."It happens generally in the warmer months and it usually coincides with the grunion season, which is March through the end of August. So, then we are restricted on our beach-raking areas. We are not allowed to rake the beach along the high tide line so the kelp will build up a little bit," said Captain Shook."There's a ton of seaweed. It's all wrapping around your feet when you're in there, like I said, it's horrible," said Waters.Although it's unpleasant for visitors, it's important to the food chain."Some people don't want to be bothered by the kelp when they go to the beach. They don't like the smell, and the stuff that it brings along like the larvae, but it is a natural occurrence," said Captain Shook. "It's a really fragile ecosystem that we need to respect." 2275

Special counsel Robert Mueller's team last year made clear it wanted former Trump campaign deputy Rick Gates' help, not so much against his former business partner Paul Manafort, but with its central mission: investigating the Trump campaign's contact with the Russians. New information disclosed in court filings and to CNN this week begin to show how they're getting it.In a court filing earlier this week, the public saw the first signs of how the Mueller team plans to use information from Gates to tie Manafort, the former Trump campaign chairman, directly to a Russian intelligence agency. Mueller's team alleges that Gates was in contact with a close colleague of Manafort's who worked for a Russian intelligence agency -- and that Gates knew of the spy service ties in September and October 2016, while he worked on the Trump campaign. Gates would have to talk about the communication with the man if prosecutors wanted, according to his plea deal.That's in line with what prosecutors told Gates months ago during high-stakes negotiations, CNN has learned. They told him they didn't need his cooperation against Manafort, according to a person familiar with the investigation, and instead wanted to hear what he knew about contact between the Trump campaign and Russians.The extent of Gates' knowledge about any such contact or what he told prosecutors hasn't been made public.As part of Gates' agreement to cooperate with the special counsel a month ago, he earned a vastly reduced potential sentence and had several charges dropped in two criminal cases against him.Gates' plea also adds to mounting pressure on his co-defendant Manafort -- who so far the government is making a central player in the investigation -- to change his plea and potentially help investigators. Under his plea agreement, Gates still could be called to testify against Manafort.Mueller's court filing Tuesday night, in a separate case for a lawyer whose firm did legal work for Gates and Manafort, made public the most direct effort yet by Mueller's team to draw a line between Manafort and the Trump campaign to Russian operatives. Several countries have started shifting to a shorter quarantine recommendation.Places like France are now telling COVID-19 patients to quarantine for seven days instead of 14. Other countries like Spain, Belgium and Germany are having people quarantine for 10 days.The idea here is that a shorter quarantine is better than no quarantine at all. Some people may find it difficult to self-isolate and because of the long period, they may not attempt to do it.“If you have a job that requires you to be there, you’ll miss two weeks’ worth of work,” said Marcus Plescia, Chief Medical Officer at the Association of State and Territorial Health Officials. “Even if you have a job with really good benefits, where you can take sick leave and they can accommodate that, even in that situation, it’s going to be difficult for most people.”Another idea that supports this is that many people will not need the full two weeks to develop COVID-19 symptoms. The Association of State and Territorial Health Officials says the vast majority of people are showing symptoms within four to six days.They do say that the downside to shorter quarantine is that there is the possibility they will miss some people who start showing symptoms later on.Utah is one state that has approved a shorter quarantine period under certain guidelines. The governor there has allowed students to return to school after seven days of quarantine, if they have not shown symptoms. That’s specifically for students who were wearing a mask and were at school when they were exposed.Some more states are also considering a shorter quarantine time for children in grades K-12.“They tend to be asymptomatic or have very mild symptoms, so there’s not a danger for the most part, there’s not a danger to the children themselves,” said Plescia.The Centers for Disease Control and Prevention (CDC) is currently looking at shorter quarantine periods for college-age students.Depending on what they find, the CDC may be able to issue new guidance on self-isolation periods to get states on the same page. 2065
