BEIJING, Sept. 15 (Xinhua) -- The Chinese government on Wednesday stressed the importance for the country to improve river controls and prevent mountain floods in the wake of this year's frequent natural disasters.The statement was issued following an executive meeting of China's State Council, or the cabinet, which was chaired by Premier Wen Jiabao on Wednesday.In contrast with large rivers, the medium and small rivers in China are the Achilles' heel of the country's river control work, which surfaced in the wake of a series of flood-triggered disasters this year, according to the statement.Over the next five years, China will increase efforts to control medium and small rivers, remove dangers and consolidate medium and small reservoirs, as well as preventing mountain floods in a bid to protect the safety of people's lives and property, according to the statement.The central government will take flood-prone areas with dense population as priorities in dyke building and river regulation works, it said.Further, reservoir consolidation work should seek to increase the modulation capacities of water resources.The construction of flood storage regions along large rivers and lakes, including China's Dongting Lake and the Poyang Lake, should also be intensified.China will set up more radar stations and meteorological stations in flood-prone areas, and make thorough investigations across the country in order to have a panoramic view of the areas with hidden natural disaster dangers like flood, mudslide, landslide and collapsing mountains .Also, the country will strengthen ecological protection by planting more trees and vegetation to guard against soil erosion, according to the statement.To that end, the central government promised to provide financial support to local governments by increasing input and expanding funding channels, as well as strengthening supervision of construction.Floods, landslides and mud-rock flows in China killed 3,185 people and left 1,067 missing this year, as of the end of August, according to statistics from the Chinese National Committee for Disaster Reduction and the Ministry of Civil Affairs.The Chinese central government has spent 2.43 billion yuan (361 million U.S. dollars) on flood control and drought relief as of Aug. 23 this year, according to the Ministry of Finance.The meeting also noted that maintaining ecological diversity, including three tiers of ecosystems, species and genes over the next 20 years, is the basis of the existence and development of human beings and also a guarantee of safe ecological security and food safety.China will continue to improve laws and policies and promote international collaborations to protect ecological diversity, it added.

BEIJING, Oct. 28 (Xinhua) -- China's top legislature on Thursday ended its bimonthly session, adopting a series of bills including the long-awaited social insurance law that had been reviewed by lawmakers four times in almost three years.The law that aims to prevent the improper use of social security funds was first submitted to the legislature in December, 2007, following a scandal in Shanghai involving 3.7 billion yuan (502.3 million U.S. dollars) of social security funds.The law is to take effect on July 1, 2011.In a proposal made by the Communist Party of China (CPC) Central Committee on formulating the country's 12th Five-Year Program (2011-2015) on National Economic and Social Development issued Wednesday, the social security system is set to be improved.The National People's Congress (NPC) Standing Committee also voted to adopt the law on law application to civil relationships involving foreign interests, and the revised Organic Law of Villagers' Committees, regarding rural people having greater powers to remove villagers' committee members and to convene meetings to decide village affairs.Also adopted at the close of this legislative session were the amendments to the Law on Deputies to the NPC and Local People's Congresses at Various Levels, which further specify the rights and duties of lawmakers.Lawmakers also adopted a decision to appoint Vice President Xi Jinping as vice-chairman of the Central Military Commission (CMC) of the People's Republic of China.Born in 1953, Xi was appointed by the CPC Central Committee on Oct. 18 as vice-chairman of the CMC of the party.Xi has served in a number of positions related to the armed forces and military reserve affairs during his previous tenures at national and local levels.The top legislature also expelled Li Qihong, former deputy secretary of Zhongshan Municipal Committee of the Communist Party of China in southern Guangdong Province and former mayor of Zhongshan City, from the top legislature on suspicion of "seriously violating disciplines" concerning economic activities.

ATHENS, Oct. 2 (Xinhua) -- Chinese Premier Wen Jiabao on Saturday made a five-point proposal on boosting ties with Greece during talks with his Greek counterpart George Papandreou, stressing that China is willing to work with the European country to combat the lingering financial crisis.Wen arrived in Athens earlier in the day, starting a three-day official visit to the country, the first by a Chinese premier in 24 years.Papandreou held a grand welcoming ceremony for Wen after the Chinese premier's arrival.Wen said both countries were great civilizations in the history and the people of the two countries have always been amicable to each other. SHIJIAZHUANG, Sept. 23 (Xinhua) -- Four Japanese are being investigated in China for having entered a military zone without authorization and illegally videotaped military targets in northern Hebei Province, local state security authorities said Thursday.The state security authorities in Shijiazhuang, capital of Hebei, have taken measures against the four people according to law after receiving a report about their illegal activities.The authorities only gave one name of the four Japanese nationals, Sada Takahashi."Currently, the case is being investigated," the state security authorities in Shijiazhuang said in a statement.No further details were provided.
