OTAY MESA, Calif. (KGTV) - A housing development going up in the South Bay could be giving San Diego renters a better chance to become homeowners. That's because the attached homes that comprise the Playa del Sol master plan community in Otay Mesa start from the high 0,000s, which is just above the median price for the area. "This is an opportunity for the first-time home buyer," said Jimmy Ayala, division president for Pardee Homes, which is developing the community. The development, with some phases already complete, will ultimately grow to 800 units, all with two or more bedrooms. It's located just north of the 905 freeway at Caliente Road. RELATED: Making it in San Diego: Key saving steps helped renter buy her first homeAyala says the market has cooled in the last two years, and lower interest rates have helped turn renters into buyers. He says Pardee has its own mortgage company, so it is able to work with buyers who may not have a large amount of cash for a down payment. Ayala says typical monthly payments range between ,600 and ,200 a month, and most people put 5 to 10 percent down. "In this general vicinity, there's about 2,000 homes that are currently being rented and we draw from those folks who are cash flowing, so to speak, on a monthly basis but don't always have a down payment for a home," Ayala said. RELATED: Making It In San Diego: How housing got so expensiveAyala said currently there are two units available in the high 0,000s but that most are on the market 0,000s. The HOA fees for the complex run about 5 per month. Heather Evans, who is paying ,200 a month for her daughter to rent a room near Mesa College, said several of her relatives feel buying is out of reach. "I'd love to see her be a homeowner someday but I have nieces in the area, early 30s, that are renting," she said, adding her niece and her nieces husband pay ,000 a month for a one-bedroom apartment. Ayala said the homes are priced to market. The properties Pardee is selling in East County are available for 0,000 to 0,000, while those in Coastal North County are on the market for million to .5 million. Need more help? PHILADELPHIA (AP) — A night of peaceful protests in Philadelphia gave way to more unrest and some demonstrators clashed with police after a Black man was killed by officers in a shooting caught on video.Police say Walter Wallace Jr. was wielding a knife and ignored orders to drop the weapon before officers fired shots at him Monday afternoon. The lawyer for the Wallace family says they had called for an ambulance to get their son help with a mental health crisis, not for police intervention.“I find it extremely, extremely emotionally taxing to think about calling for assistance and wind up with the people who you called killing you. I can’t even conceive the concept,” said the family’s attorney, Shaka Johnson.Tuesday night, about 500 people upset by the 27-year-old’s death marched to a police station, where they were met by officers with riot shields. Police say some of the demonstrators threw debris at officers, and two were injured. There were sporadic reports of arrests in other areas and video showed people streaming into stores and stealing goods as they left on the opposite side of the city from where Wallace was shot.Following the night of unrest, a White House statement asserted that it was another consequence of what the administration called “Liberal Democrats’ war against the police.”The shooting victim’s father, Walter Wallace Sr., told CNN on Tuesday that he wants any looting or violence in his son's name to stop in the city.“It’s not going to solve anything,” he told Chris Cuomo. “It’s just going to make things worse and my son wouldn’t want that. I want it done by the legal way.” 1627

Pizza Hut will replace Papa John's as the official pizza of the NFL.The announcement comes a day after Papa John's said it would end its sponsorship of the league. Papa John's, which last fall blamed the NFL's response to player protests for slumping sales, will focus on its partnerships with individual teams. The league's deal with Pizza Hut is for four years, and is worth more than the Papa John's deal, a source familiar with the agreement told CNN. The agreement gives Pizza Hut, which is owned by Yum Brands, an array of exclusive marketing rights."We are thrilled to have Pizza Hut, an industry leader and one of America's favorite brands, as an official league sponsor," NFL Commissioner Roger Goodell said in a statement. The sponsorship will roll out with the upcoming NFL Draft in April.Artie Starrs, the president of Pizza Hut U.S., said in a statement that the sponsorship potential was "endless. He said it would be "great fun for Pizza Hut, the NFL and everyone who loves pizza and football."Papa John's said Tuesday that its parting with the league was mutual. The company reported that its North American sales were down 3.9% from a year ago.  1173

Passengers might be allowed to keep liquids and laptops in their carry-on bags at airport security checkpoints in the United States if screening technology being tested at select airports is widely adopted. The Transportation Security Administration announced plans Monday to test computed tomography (CT) scanners for carry-on bags, with up to 40 units expected to be in place at US airports by the end of 2018.The X-ray scanning equipment creates 3D images that can be analyzed on three axes for explosives and other threats. The CT technology is similar to that used for medical imaging. Current screening machines for carry-on bags generate 2D images."Use of CT technology substantially improves TSA's threat detection capability at the checkpoint," said TSA Administrator David Pekoske in a statement.CT technology testing started in 2017 at Phoenix Sky Harbor International Airport and Boston's Logan International Airport. John F. Kennedy International Airport has also received a scanner.London's Heathrow is among international airports testing the 3D technology. An initial 15 units will be deployed within the next few months at the following US airports:Baltimore-Washington International Airport (BWI)Chicago O'Hare International Airport (ORD)Cincinnati/Northern Kentucky International Airport (CVG)Houston Hobby Airport (HOU)Indianapolis International Airport (IND)John F.
