CINCINNATI (WCPO) -- Police officers who investigated an apartment building in Cincinnati, Ohio Sunday left "deeply disturbed" by what they saw there: Duct tape, shoelaces and socks that had been used to bind and gag a pair of 4-year-old twin boys in an abusive form of discipline, according to Det. Janette Vaughn."(The officers) just felt so emotionally disturbed by what they saw," Fraternal Order of Police president Sgt. Dan Hils said Monday. "It's so unique and remarkable that it took very veteran, very seasoned, inner-city police officers to say, 'Wow, this is unbelievable.'"The boys' father, 26-year-old James Howell and his 30-year-old girlfriend, Jamie Carver, both stand charged with multiple counts of child endangering and kidnapping. A third adult, 30-year-old Rowdy Warren, was charged with obstructing official business after police discovered he had also been present in the apartment where the abuse took place.The boys were moved to a foster family while their guardians stand trial, Vaughn said."It just makes you wonder what frame of mind they were in," Phil Harris, who works near the scene, said. Community Health Centers that serve hundreds of thousands of San Diegans are now dealing with millions of dollars in federal cuts.So far, they've instituted a hiring freeze and put expansion plans on hold. But if Congress doesn't act soon, those cuts could force the centers to reduce hours starting in January. "We pray that it won't," said Giselle Brown, who goes to the La Maestra Community Health Center in City Heights for basic medical care. "People would be left out, they wouldn't be getting the proper help or care that they need."La Maestra is part of the Health Center Partners of Southern California network, consisting of 17 low-cost clinics in San Diego, Imperial and Riverside Counties.The Federal Government subsidizes centers like it around the country with about billion a year. But about 70 percent of that is expiring, and the first funds disappeared Sept. 30. COACHELLA, Calif. (KGTV) -- The woman arrested for dumping puppies in a trash can in Coachella was sentenced to a year in jail, according to KABC. Deborah Sue Culwell, 59, pleaded guilty to animal cruelty and abandonment charges. Culwell was arrested after surveillance video captured a white jeep pull up behind a store on the 49000 block of Grapefruit Boulevard as a woman exited with a plastic bag.
