The family whose dog died on a United Airlines flight in March has reached a settlement with the carrier, the family attorney and the airline said Thursday.The 10-month-old French bulldog named Kokito was inside an overhead bin on Flight 1284 from Houston to New York after a flight attendant told the passenger to put it there.When the plane landed at LaGuardia Airport, the dog was dead.The financial details of the settlement are confidential as part of the agreement, according to Evan Oshan, the attorney representing the Catalina Robledo family.United spokesman Charles Hobart said the airline began a comprehensive review of its animal transport policy and is collaborating with American Humane?to improve its practices. The Department of Justice on Monday identified New York City, Portland and Seattle as cities that have allowed "violence and destruction of property to persist," as outlined in a presidential memorandum that could restrict access to federal funding.Earlier in September, President Donald Trump issued the Memorandum on Reviewing Funding to State and Local Government Recipients That Are Permitting Anarchy, Violence, and Destruction in American Cities.The measure allows the DOJ to target city governments that the agency believes has not taken steps to mitigate widespread criminal activity.So-called "anarchist jurisdictions" that meet the DOJ's criteria are subject to a 30-day review by the director of the Office of Management and Budget, who will issue guidance on restricting eligibility for federal grants, according to the presidential memorandum."When state and local leaders impede their own law enforcement officers and agencies from doing their jobs, it endangers innocent citizens who deserve to be protected, including those who are trying to peacefully assemble and protest," Attorney General William Barr said Monday in a statement. "We cannot allow federal tax dollars to be wasted when the safety of the citizenry hangs in the balance. It is my hope that the cities identified by the Department of Justice today will reverse course and become serious about performing the basic function of government and start protecting their own citizens."In New York City, the DOJ cited a monthslong spike in gun violence in conjunction with the City Council's approval of a fiscal budget that reallocated billion from the NYPD toward community and youth programming. The CDC appears to be making slight changes to who should be tested for coronavirus for a second time this week, after their changes on Monday sparked confusion and reaction from the scientific community.On Monday, the CDC updated their website to read that testing is no longer recommended for symptom-less people who were within 6 feet of an infected person for more than 15 minutes.This set off a wave of confusion about who should be tested and the reason for the change. All questions were directed to the CDC’s parent organization, the Department of Health and Human Services.In a statement distributed to media Thursday, CDC Director Robert Redfield said those who come in contact with a confirmed or probable COVID-19 patient(s) could be tested, even if they don’t show symptoms, according to TheHill.com.“Testing is meant to drive actions and achieve specific public health objectives. Everyone who needs a COVID-19 test, can get a test. The family of a 14-year-old Arizona boy with autism is demanding accountability after a Buckeye, Arizona police officer mistook the child for a drug user and detained him.On July 18, the boy, Connor Leibel, was forced to the ground by the officer and suffered multiple scrapes to his back, arm and face.The entire incident was captured on body camera, which was obtained by Scripps station ABC15. The Food and Drug Administration resisted pressure from the Trump administration on Tuesday by releasing a set of guidelines that could push an emergency use authorization of a coronavirus vaccine past Election Day.The FDA’s new guidance notes that an Oct. 22 meeting of its Vaccines and Related Biological Products Advisory Committee will not be to discuss specific vaccine candidates.
