BEIJING, March 21 -- A growing number of people are choosing to keep their money in the bank rather than invest it in stocks or property, a central bank survey released yesterday said.     More than 51 percent of the 20,000 households polled said the current level of interest rates was "appropriate", the quarterly survey by the People's Bank of China said. The figure was up from 46 percent in the previous poll held in the fourth quarter of last year, and was the fourth consecutive quarterly increase.     The central bank raised interest rates six times last year in a bid to curb inflation. The rate for a standard one-year savings account is now 4.14 percent, up from 2.52 percent at the start of last year.     While investing on the stock market was a popular option in the earlier part of last year, recent corrections have dampened enthusiasm. The benchmark Shanghai Composite Index has fallen about 40 percent since October, and in recent months, bank deposits have grown significantly.     The survey was carried out last month and involved families in 50 cities. Of those polled, 35 percent said they thought it necessary to save more, up from 30 percent in the previous poll, while almost 28 percent said they planned to invest more in stocks and mutual funds, down from about 36 percent.

China's State Council on Friday approved a new regulation designed to make it easier for the public to lodge complaints against what they deem unjust government decisions. According to the Regulation on Implementing Administrative Review Law, the public has the right to ask the government to review its actions and decisions that they believe have infringed upon their rights. "It is an important platform for China's administrative organs to solve disputes, ease social tension and strengthen inner monitoring," said an official with the State Council's legal office. To ensure officials do not pass the buck, the regulation also stipulates that government bodies at all levels must take petitions seriously or their chief officials may be sacked. The regulation is based on the Administrative Review Law China adopted in 1999, the official said. Since then an average of more than 80,000 disputes have been resolved every year. The official said that the new regulation would be a more efficient means for the public to file complaints to the government than compared with filing lawsuits and petitioning. "Many of the disputes are thus settled at grassroots and rudimentary level and do not have to go to courts," the official said. "It tightens the affinity between the government and the public, and helps improve the government image." The regulation will take effect on August 1.

CHENGDU: Thick fog continued to blanket parts of western and central China Sunday, causing traffic accidents, flight delays and highway closures.Plunging visibility from the bad weather delayed more than 150 flights and left 12,000 passengers stranded Sunday in the Shuangliu International Airport in this capital of Sichuan Province, airport officials said.The airport was closed for nearly nine hours Sunday morning before a flight to Tibet took place at 11:10 am."Full operations did not return to normal until more than an hour later when the first flight from Shenzhen in Guangdong Province landed here," airport publicity department official Liu Gang told China Daily."It was the second day visibility in the airport had been at about 10m."On Saturday morning, a heavy fog fell on Chengdu, shrouding its downtown areas and six suburban counties with a visibility of under 50m.The airport itself was closed for eight hours that day, with 121 flights delayed and 11,000 passengers stranded.Sichuan weather bureau deputy chief Zhong Xiaoping said environmental pollution was a major cause of the fog.Zhong advised citizens to take buses more often, save energy, cut car exhaust, and play a part in the recycling of waste materials.More than 10,000 vehicles were stranded from the fog on highways Sunday, about 4,000 more than the day before, the Chengdu Transportation Bureau said. It advised residents to take trains in the next few days.He Ping, a 49-year-old company employee, drove from Deyang in northern Sichuan to Chengdu through the Chengdu-Mianyang Expressway Sunday afternoon."I've driven for nearly 20 years and have never seen such heavy fog before. I could not even see the line separating the fast lane from the slow one," He told China Daily.Meanwhile, heavy fog also persisted in Hebei, Henan and Shaanxi provinces for consecutive days. SHANGHAI - One experimental clean-energy car runs on natural gas. Another uses ethanol distilled from corn. A third has a zero-emissions electric motor powered by a hydrogen fuel cell. These alternative vehicles were created not by a global automaker but by China's small but ambitious car companies, which displayed them Sunday alongside gasoline-powered sedans and sport utility vehicles at the start of the Shanghai Auto Show. At a time when they are still trying to establish themselves in international markets, Chinese automakers are already investing in such avant-garde research in a bid to win a foothold in the next generation of technology. "This is the tide of the industry. If you don't go with the tide, the industry will pass you by," said Qin Lihong, a vice president of China's biggest domestic automaker, Chery Auto Co., in an interview ahead of the show's opening. China's leaders are encouraging the development as part of efforts to cut pollution and rising dependence on imported oil and to make this country a creator of profitable technologies. Chinese manufacturers are getting help from foreign automakers in joint ventures and from research alliances with Chinese universities and government laboratories. Beijing has made cleaner cars a policy priority, targeting the field as one of 11 priority areas in a 15-year technology development plan issued in February 2006. It promised grants and tax breaks to support industry efforts. The campaign embodies one of Beijing's strategies in technology development: Pick new areas with no entrenched competitors so China can make breakthroughs without huge costs. While foreign automakers have a lead in conventional technology, "in new energy we're starting from almost the same line," said Chen Hong, the president of Shanghai Automotive Industries Corp. "So we believe we can catch up with other auto companies and make great progress in developing new energy vehicles," Chen said. China's leaders are pressing its auto, steel, manufacturing and other industries to improve energy efficiency and cut pollution. They see China's rising reliance on imported oil as a strategic weakness. China already is the world's No. 2 oil consumer after the United States and saw imports soar by 14.5 percent in 2006, driven by economic growth that has topped 10 percent for the past four years. A boom in car sales has added to smog shrouding China's major cities, which are among the world's dirtiest. Vehicle sales jumped 25.1 percent last year to 7.2 million units, including 3.8 million passenger cars. At the Shanghai show, both SAIC and Chery displayed experimental fuel-cell sedans, while they and a third Chinese automaker, Chang'an Automobile Group Co., also showed gasoline-electric hybrids. SAIC said it will start selling its hybrid next year, while Qin said Chery's would go on the market in two to three years. "The hybrid will be our focus," SAIC chairman Hu Maoyan said at a news conference. "The fuel cell will be our direction." SAIC has spent 100 million yuan ( million) on fuel cell research, according to state media. Chery had the widest array of alternative vehicles on display at the Shanghai show. They included models outfitted to run on bio-diesel made from vegetable oil or a "flexible fuel" choice of compressed natural gas or ethanol. Foreign automakers also are playing a role in China's research. General Motors Corp. has a joint-venture technology center with SAIC in Shanghai and operates three experimental fuel cell buses in the city. DaimlerChrysler AG has three of its own fuel cell buses running regular routes in Beijing in a research project with the technology ministry. Foreign automakers including GM, Ford Motor Co., BMW AG and Honda Motor Co. displayed their own hybrids and experimental fuel cell cars at the Shanghai show. Company officials said hydrogen fuel cells, which produce power with no exhaust, are the cleanest option. But they say it could be a decade or more before such technology is commercially feasible, due partly to the need to create a network of hydrogen filling stations. Chinese authorities also are looking at other possible fuels such as natural gas and methane extracted from coal, said Mei-Wei Cheng, the president of Ford's China operations. "This is not an easy decision, because every option has pros and cons," Cheng said. "The government is trying to find a solution as quickly as possible, but this is a difficult problem."

  

Aerospace experts saved the country's first ever manned space mission as the spaceship faced a potentially lethal impact while flying through the communications blackout area before landing, the country's space authorities revealed yesterday.China became only the third country to put a man in space, after the former Soviet Union and the United States, when Yang Liwei orbited the Earth in 2003 in what was a resounding success for its space program.But Xinhua News Agency reported that this was almost not so, quoting the Xi'an Satellite Monitor and Control Center's report on the dangers the Shenzhou V rocket faced."Yang lost every means to communicate with the ground command and control headquarters as he entered the ( Earth atmosphere), which fell in the worst-case scenario prepared by the space mission team," Xinhua quoted Dong Deyi, head of the center, as saying.Communications go down when any spacecraft re-enters the Earth's atmosphere, but in Yang's case, "even radar could not capture any signal from the returning module", Dong was quoted as saying. "After the Shenzhou V came out of the blackout area, the echo signals from the spaceship were still volatile, which sufficiently threatened the safe landing of astronaut Yang."Mission control promptly ordered optical guiding and tracking instead of a communication-guided landing, Dong was quoted as saying."Aerospace technologists used cinetheodolites (optical trackers) on the ground to measure the spacecraft's position and record movements. Precise positioning of the spacecraft enabled officers to properly control the slow-down parachute, which was vital to a soft landing."But the landing was 9 km east of the planned site, Dong said.China began its clandestine manned space program in 1992. The country has since spent at least 20 billion yuan (.64 billion) on the project and sent three astronauts into orbit.Dong also revealed that at least three orbiting satellites were malfunctioning during certain periods, but all had been salvaged by experts since October 2006.The Xi'an center, established on June 23, 1967, in the mountains of Northwest China, has monitored and controlled more than 100 satellites and the six Shenzhou spaceships. According to official records, China now has at least 19 satellites orbiting the earth.China plans to chart every inch of the moon's surface as part of its ambitious space program.China, which plans to launch a lunar orbiter called "Chang'e I" in the second half of this year to take 3D images, would aim to land an unmanned vehicle on its surface by 2010, Zhang Yunchuan, minister of the commission of science, technology and industry for national defense, said on Friday.Xinhua-Agencies
