SAN DIEGO (KGTV) -- San Diego Gas and Electric is opening several community resource centers as thousands remain without power amid planned outages. The company posted on its website Saturday that the centers will offer water, snacks, phone charging, ice, water trucks for livestock and up-to-date outage information. As of 1 p.m. Saturday, less than 1,000 remained without power in San Diego County. SAN DIEGO (KGTV) - Residents all over San Diego County Wednesday night reported seeing mysterious lights hovering in the sky. 10News received several calls from residents throughout the county who reported seeing the lights in the western sky between 8 p.m. and 8:30 p.m. Reports came in from Blossom Valley, La Jolla, Del Mar, Chula Vista and El Cajon.10News reached out to authorities to find out what may be the source of the lights, and an official with Naval Air Station North Island in Coronado confirmed that the lights were from flares being used during training exercises. SAN DIEGO (KGTV) -- San Diego Police and National City firefighters used “scare tactics” this Halloween with elaborate haunted stations, touted as safer alternatives to traditional trick-or-treating on dark streets.The Southeastern Division police station building on Skyline Drive was transformed into a walk-though “haunted station," with room after room of zombies, creepy clowns and ghouls, some played by department employees in costume.“It’s all in good fun, for the kids to save a safe place to go, to get a little scared but in a safe environment,” San Diego Police Chief Shelley Zimmerman said before she took a tour of the haunts.Joseph Lemon, Jr. does not let his 11-year-old daughter Ananda do traditional trick-or-treating.“It’s not as safe as it used to be, and you have to go and x-ray the candy and all of that," Lemon, Jr. said. "Now many of the churches and the police department put on events like this that are safer.”  They also had candy and entertainment in the parking lot. During a declared state of emergency, it’s illegal for a business to increase prices for essential goods or services by more than 10 percent. The only exception is if businesses can prove their own costs have increased. On March 4, Governor Gavin Newsom declared a state of emergency throughout California. "We're going to go out when we get citizen complaints and provide them notice and explain to them what the law is," said Damon Mosler, Chief of the Economic Crimes Division for the DA's office.
