BEIJING, June 23 (Xinhua) -- China's government is to step up efforts to strengthen administration by law and to raise its executive ability and credibility, said a government statement Wednesday.Some local governments and departments had prominent problems of defying the law in administration and greater efforts must be paid to build government by law, said the statement released after an executive meeting of China's State Council, or Cabinet, which was chaired by Premier Wen Jiabao Wednesday.The making of major policies must be subject to procedures such as soliciting of public opinions, consultations with experts, risk analysis, legality assessment and group decision-making, it said.The government must optimize the system of public opinion solicitation in drafting administrative laws and regulations, and enforce the law in a strict, just way, it said.The statement said public supervision of the government must be strengthened by making government affairs more transparent and ensuring the rights of the public and the media to report wrongdoing.The government must fully implement of the policy of holding officials accountable for any malpractice or dereliction of duty, it said.The government must also play a greater role mediating disputes and actively guide the public to appeal and settle disputes in accordance with the law.

The county is cut off from the outside world, with roads and railways flooded by waters, according to a spokesman with the department."We can only see the roofs of most riverside houses in Qujiang Town and Jubei Town," said Deng Yuhua, secretary of the county's Party committee.Further, rains are still pelting eastern parts of the province, which will probably aggravate the situation, said the spokesman.Flooding is forecasted to peak in Guang'an City, at the lower reaches of Qujiang River, on Monday.The provincial government has dispatched work teams and allocated emergency funds of 5 million yuan (about 730,000 U.S. dollars) to support flood relief operations.Parts of China experience heavy rains every summer, but this year's rains have been particularly devastating.Since the beginning of July, torrential rains and severe flooding has left 146 people dead and 40 missing and forced the evacuation of more than 1.3 million people as of 4 p.m. Friday in 10 provinces, mostly along the Yangtze River, according to the Ministry of Civil Affairs.

  

GUANGZHOU, July 22 (Xinhua) -- Two people were killed and the lives of more than one million people were disrupted after Chanthu, the third typhoon of the season, made landfall at the coastal area in south China' s Guangdong Province Thursday noon.Two pedestrians were killed by walls that blew over in strong gales accompanying Chanthu after it went ashore at Wuchuan City at around 1:45 p.m., according to officials at the provincial flood control headquarters.Chanthu also brought torrential rains to several cities in Guangdong.As of 8 p.m., more than 1.35 million people in 20 counties or cities in Guangdong were affected and 2,915 houses collapsed in the rainstorms and strong gales, with economic losses estimated at 2.2 billion yuan (about 324 million U.S. dollars), according to statistics from the headquarters.Photo taken on July 22, 2010 shows fishing boats anchored at Shapa Harbor in Yangjiang City, southern China's Guangdong Province. However, few passengers have been stranded at the airport, according to Baiyun airport officials.The airport also provided free food and made hotel reservations for passengers whose flights were delayed for more than two hours.At least 26 flights in and out of Haikou Meilan International Airport in Haikou, capital of the island province of Hainan, which is just one strait away from Guangdong, had been canceled Thursday.Passengers who arrived at the airport were provided with free hotel services, and no passengers were left stranded at the airport, said an airport spokesman.No casualties have been reported in Hainan.Meteorologists in Guangdong forecast that in the next 24 hours Chanthu would continue traveling northwestward at a speed of 15-20 km per hour while gradually weakening.
