BEIJING, Oct. 12 (Xinhua) -- China as well as Latin American and Caribbean countries celebrated here on Tuesday the 50th anniversary of the inauguration of diplomatic relations at a reception.Addressing the reception, Chinese Foreign Minister Yang Jiechi said the past fifty years have witnessed significant progress in the ties between China as well as Latin American and Caribbean countries, citing deepening political mutual trust, win-win cooperation on all fronts and strengthened friendship between their people.The People's Republic of China forged diplomatic ties with Cuba in Sept. 1960 at the ambassadorial level, heralding its relations with Latin American and Caribbean countries.Yang said that the Chinese government values its ties with Latin American and Caribbean countries, cherishes the friendship of their people and is always devoted to boosting their friendly cooperation of mutual benefits.China as well as Latin American and Caribbean countries, both as the developing countries, have common interests in achieving sustainable development, promoting world multi-polarization and jointly dealing with global challenges, Yang said.Yang called on the two sides to work together to advance the comprehensive and cooperative partnership featuring equality, mutual benefit and common development.Dean of the Diplomatic Corps of Latin American and Caribbean Countries in China, Guillermo Velez hailed the friendly cooperation between the nations in their region and China over the last fifty years.Guillermo Velez, also Colombian ambassador to China, said that Latin American and Caribbean countries attach importance to relations with China and firmly believe in the development of bilateral ties featuring friendly political relations and robust pragmatic cooperation.Almost 200 guests, including Chinese government officials, diplomats from the Latin American and Caribbean countries in China and personalities of various circles of the two sides, attended the reception.

XINING, Sept. 29 (Xinhua) -- Northwest China' s Qinghai on Wednesday became the first province to establish a regulation that holds local governments and state-owned enterprises responsible in coping with climate change.Called Qinghai' s Regulations of Coping with Climate Change, issued by the provincial government Wednesday and scheduled to take effect on Oct. 1, the regulations will cover the Qinghai-Tibet Plateau, which has one of the most fragile ecological systems in the world.Energy savings, emissions reductions, water resource conservation and other works related to climate change will be considered when evaluating senior officials of governments and state-owned enterprises administered by Qinghai, the new regulation stipulates."The regulation is a landmark in China' s creation of a legal framework in curbing climate change as it stresses and specifies local government' s responsibility on climate change," said Wang Zhiqiang, head of the policy and law department of the China Meteorological Administration.Governments administrated by Qinghai should build policies in line with the regulation and support green development, said Li Xiaoyu, deputy head of Qinghai' s legislative office."If officials fail to meet their duties in combating climate change, they are subject to punishments stipulated by the regulation," Li added."The regulation, based on China' s laws, regulations and policies, provides a basis for law enforcement and government agencies to implement climate change policies and punish offenders," Wang said."Qinghai' s temperature has been on the rise, reaching record highs this summer, and the trend is still going up," said Wang Shen, deputy head of Qinghai' s Meteorological Bureau.Statistics show Qinghai' s temperature has been rising by 0.35 centigrade every ten years, compared to the world average of 0.13 centigrade.Some mountain ice caps and frozen soil atop the Qinghai-Tibet Plateau are melting, triggering floods, expanding deserts and degrading the ecology.Qinghai is the source of the Yangtze River and the Yellow River, China' s two major rivers. The Mekong, an international river that runs through southern Asia, also begins in the province. Its ecology has attracted extensive concern from home and abroad.China' s state council issued a plan to cope with climate change in 2007.

BEIJING, Sept. 10 (Xinhua) -- China has decided to postpone a negotiation with Japan on the East China Sea issue as part of its response to the seizure of a Chinese fishing boat, said Foreign Ministry spokeswoman Jiang Yu Friday night.The postponed talks, the second governmental negotiations on the principle common understandings on the East China Sea issue, had been scheduled for mid September, according to Jiang.A Japanese court on Friday, despite Chinese protests, ruled a 10-day detention through Sept.19 against the captain of a Chinese trawler which collided with Japanese patrol ships off the Diaoyu Islands in the East China Sea on Tuesday.The Chinese trawler under detention stops at the harbor of Ishigaki, Okinawa, Japan, Sept. 9, 2010. Japan Coast Guard sent the captain of the Chinese trawler which collided with Japanese patrol ships in waters off Diaoyu Islands to prosecutors in Okinawa Prefecture Thursday morning."The Japanese side has ignored China's repeated solemn representations and firm opposition, and obstinately decided to put the Chinese captain under the so-called judiciary procedures. China expresses strong discontent and grave protest," Jiang said."The Diaoyu islands and its adjacent islets have been Chinese territory since ancient times. Japan's acts have violated the law of nations and basic international common sense, and are ridiculous, illegal and invalid," Jiang said."Japan will reap as it has sown, if it continues to act recklessly," Jiang warned.Chinese Foreign Minister Yang Jiechi on Friday summoned Japanese Ambassador to China Uichiro Niwa, saying China's determination to defend its sovereignty over the Diaoyu Islands and the interests of the Chinese people was unswerving.Yang said China demanded Japan immediately and unconditionally release the boat and all the crew, including the captain.On Tuesday, two Japan Coast Guard patrol ships and the Chinese fishing boat collided in waters off the Diaoyu Islands.No injuries were reported, but the fishing boat was then intercepted by the Japanese patrol.

  

BEIJING, Sept. 7 (Xinhua) -- Chinese Premier Wen Jiabao on Tuesday called for China and the United States to work closely to make contributions to a steady recovery of global economy.The essential task of the two countries at present is to overcome difficulties and impacts brought about by the economic downturn, Wen said during a meeting with Lawrence Summers, head of U.S. President Barack Obama's National Economic Council, and Deputy National Security Adviser Tom Donilon."China and the U.S. should work together to properly deal with problems and consolidate the foundation for a better relationship in future," he said.Wen said a positive, cooperative and comprehensive China-U.S. relationship was in the fundamental interests of the two countries, and should be promoted unswervingly."Dialogue and cooperation are at the heart of Sino-U.S. relations, and the influence (of them) is unprecedented," he said.Wen proposed the two countries deepen political trust, respect the other's core interests, not interfere in the other's internal affairs and not take the other as an adversary.The U.S. officials told Wen that the Obama administration valued relations with China because the two countries share common interests and the ties will greatly influence the world's future.The United States wanted to promote high-level contacts and frank talks, deepen strategic trust and cooperation, and properly handle any problems so to improve bilateral ties, according to them.They also reaffirmed that the United States will adhere to one-China policy.

  

BEIJING, Oct. 21 (Xinhua) -- Chinese Vice President Xi Jinping Thursday stressed the importance of nurturing cadres from ethnic minority groups to help in the government's drive to develop regions inhabited by ethnic minorities.Efforts should be made to cultivate outstanding cadres with political integrity and professional competence from ethnic minorities, Xi said at a symposium marking the 30th anniversary of the establishment of a training course for Tibetan cadres at the Party School of the Central Committee of the Communist Party of China (CPC).The Party School of the CPC Central Committee initiated a training course for Tibetan cadres in Sept. 1980. Over the past three decades, more than 1,700 Tibetans have attended 42 sessions of the training course, becoming the backbone in promoting development, stability and ethnic unity in Tibet.Xi said Party schools should play a key role in training and nurturing cadres from ethnic minorities, who possess both political integrity and ability, particularly among young people and those who are from grass-roots levels.
