SAN DIEGO (KGTV) -- One man is behind bars after a series of events in Rancho Penasquitos, including nearly running over a firefighter. Around 2:30 p.m. California Highway Patrol received a report of a reckless vehicle on SR-76 near Cole Grade Road Monday. The blue Toyota RAV4 was reported after unsafely passing vehicles and speeding in the area. Shortly after, CHP reported that the driver - Falahi Abrahim - was involved in a crash and started a brush fire.Shortly after Cal Fire responded to the fire, 37-year-old Abrahim from fled the scene - nearly hitting the firefighter who was trying to help him.Police officers followed, but Abrahim refused to stop and a pursuit began. The pursuit continued westbound on SR-76 to I-15 and transitioned to I-15 Southbound. The vehicle continued to flee from officers on I-15 Southbound and exited the freeway at Camino Del Norte where the vehicle progressed eastbound.During the chase Abrahim failed to stop for two red lights at separate intersections and officers discontinued the pursuit in the interest of public safety.A San Diego Police Department helicopter continued to follow the car, communicating Abrahim's location to the CHP. At 3:11 p.m. the driver stopped near the 10000 block of Carmel Mountain Road. After a short foot pursuit, Abrahim was taken into custody and arrested under suspicion of driving under the influence of a drug and felony evading charges. The incident involving the assault of the firefighter at the collision scene is still under investigation. 1572

SAN DIEGO (KGTV) — Political analysts said Congressman Duncan Hunter's guilty plea and expected resignation would likely keep California's 50th congressional district Republican. "Mathematically, this is clearly by registration should be a Republican seat and Ammar Campa-Najjar possibly could get in the runoff if he's the only Democrat, so I do predict it will stay in Republican hands," said political analyst John Dadian.Dadian calls it a horse race with three high profile Republicans vying for the seat.RELATED: Rep. Duncan Hunter pleads guilty to conspiracy to misuse campaign funds"Carl DeMaio former city council member, talk show host, Darrell Issa, a former member of congress, Brian Jones, State Senator whose district covers that quite a bit," said Dadian. Dadian said seniority could work to Issa's advantage. "For the past couple of years, since Duncan Hunter has been under indictment, he's been stripped of even being on committees, so Darrell Issa's argument is going to be "I get San Diego's power back the minute I get in, my other opponents are going to be freshmen," that's a very powerful argument," said Dadian.RELATED: Reaction to Rep. Duncan Hunter's plea changeWhen and if Hunter resigns, a spokesman with the San Diego Registrar of Voters office tells 10News the governor would have three options: leave the seat unfilled for the remaining term, call a special election, or consolidate the special election with a regularly scheduled election, such as the March 2020 Primary. Dadian points to the recent resignation of Democratic Congresswoman Katie Hill as one potential scenario. "Her special election and the regular primary is on March 3. There are different rules on a special than a regular, so there might be, for her, four races within six months, that might happen with Duncan Hunter depending on when he resigns," said Dadian.Duncan did not bring up resignation after his court appearance Tuesday morning. 1953

SAN DIEGO (KGTV) - National Voter Registration Day is a reminder to sign up to vote in the next election, a deadline many Americans miss. Voters must be registered at least 15 days before an election. If they fail to meet this requirement, they can conditionally register and vote provisionally, according to the San Diego Registrar of Voters. Voting materials, including sample ballots, are mailed starting 29 days before an election. If you changed your name, moved, or want to switch political parties, you must re-register to vote with a new application. In order to register to vote in California, you must be a U.S. citizen, a state resident, at least 18 years old before the next election, not in prison or on parole for a felony, and not declared mentally incompetent by the court. San Diegans will be able to vote March 3, 2020, in the presidential primary election.National Voter Registration Day was first observed in 2012 and is recognized by the National Association of Election Officials. Not sure if you’re registered to vote? Check your registration status here. 1086

SAN DIEGO (KGTV) - NASA's Mars-bound rocket launch from Southern California could leave San Diego gazers disappointed.Saturday's launch window could be blanketed behind a thick layer of morning fog, according to meteorologists. Vandenberg Air Force Base is forecasted to see partly cloudy skies through the morning hours. The fog, however, may not be enough to scrap the launch. InSight's launch director Tim Dunn said during a briefing Thursday that, "We got 'go's' from all aspects, all organizations that have a vested interest in launching InSight," Space.com reported. RELATED: Mars-bound NASA launch will be seen from San DiegoThe launch is currently scheduled for Vandenberg between 4:05 a.m. and 6:05 a.m. NASA has given a six-month time window to set InSight for Mars.Regardless of fog, officials have given the all-clear for NASA's first interplanetary launch on the west coast. But that shouldn't deter San Diegans from trying to catch a glimpse — even if just a blurry bright light in the distance. Locals need only gaze westward to catch the rocket's path south along our coast.RELATED: SpaceX rocket launch?seen?above San Diego"If you live on the California Central Coast or south to L.A. and San Diego, be sure to get up early on May 5th, because Atlas V is the gold standard in launch vehicles and it can put on a great show," Dunn said.Insight will launch atop an Atlas V rocket, one of the biggest available to make the 301-million mile voyage. The two-year journey will see the rocket's lander arrive on Mars on Nov. 26, 2018.There, the rover and two satellites will survey the Red Planet's terrain to learn how the planet was formed, seismic activity, and the effects of meteorites. 1763
