SAN YSIDRO, Calif. (KGTV) -- The new Mexican president is hoping a new deal with three Central American leaders will stop or slow the flow of migrants seeking asylum in the United States. Andres Manuel Lopez-Obrador signed the new deal within hours of taking office. The deal with Guatemala, El Salvador, and Honduras, promises to create a fund that would fight poverty, create jobs and make sure migrants feel safe in their home countries. It will also create a re-integration program for those traveling with the caravan who wish to go back.University of San Diego professor, Ev Meade, says this deal looks good on paper but no one will know for sure until more specifics are released. Professor Meade has been traveling to Tijuana to meet and speak with the migrants. He says most leave because of instability. "What I hear from a lot of people is indirect effects of violence, so it's someone that might say I can't afford to feed my family but when you start asking them questions about what they do, the business that they worked for, why they were laid off, the violence is always there. It might be one degree, two degrees, three degrees of separation but the violence is always there," says Meade. It is still unclear how much funding will go towards those Central American countries but Meade says it will be years before we see the effects of the deal. "This kind of progress, when you talk about big structural issues, doesn't happen in a month, or three months or a year, I mean, it takes time," says Meade. 1528

SARASOTA, Fla. — The Sarasota County Sheriff's Office arrested 21 people during an Operation Intercept V, an initiative to protect Sarasota County children from online predators. The suspects, ranging in age from 22 to 58, responded to internet-based ads, online apps or social media sites and engaged in sexually explicit written and verbal conversations, according to the Sarasota County Sheriff's Office.One of the suspects promised to stay with a 14-year-old child if he impregnated her while another agreed to have sex with who he believed was a 12-year-old. More than four of the men brought condoms and some offered to bring drugs. Several suspects sent explicit photos. They all traveled with the intent to have sex with a male or female child, according to deputies. “You would think the frequency of Internet predator operations here in Sarasota County and surrounding jurisdictions would reduce the number of criminals prowling online for the sole purpose of sexually exploiting children,” Sarasota County Sheriff Tom Knight said. “Unfortunately, for some reason, they still think it’s OK to disrupt our community and the children within it. Let this be a reminder for parents to stay cognizant of what their children are doing in this new age of technology. Remember to be a parent. SAN FRANCISCO (KGTV) – The first case of coronavirus with unknown origin has been confirmed in Northern California. The resident hasn’t traveled overseas since the outbreak began, the CDC said Wednesday. It’s unknown how the patient got the virus. "At this time, the patient's exposure is unknown. It's possible this could be an instance of community spread of COVID-19, which would be the first time this has happened in the United States. Community spread means spread of an illness for which the source of infection is unknown," the agency said in a statement. (AP) — Orange County’s new interim health officer says he will lift a requirement that residents wear face coverings in public and instead recommend they do so to help reduce the spread of the coronavirus. Security is being questioned after a plane was stolen from the Seattle-Tacoma International Airport on Friday. As officials look into how this happened, investigative reporter Jace Larson finds out more about the man piloting the plane.Richard Russell seemed coherent in his final conversations with air traffic control."I've got a lot of people that care about me, and uhh... it's gonna disappoint them to hear that I did this.”Russell did some aerial stunts while refusing air traffic control’s attempts to have him land.Russell’s final words were captured on radio, and he was apologetic to those he loved."Just a broken guy. Got a few screws loose, I guess,” Russell could be heard saying. “Never really knew it, until now."One of Russell's co-workers was surprised to hear his voice."You could tell he was in pain,” says Jeremy Kaelin, a former co-worker of Russell. “Kind of seemed a little delusional, and I was just shocked to see that someone who was so nice, so helpful and caring, actually he cared about his job, to do such a thing and you know and end his life."Russell had access to secure aircraft areas as a ground service agent and had knowledge on taxiing planes around the airport.Protocol requires two people to be present to tow the plane. Authorities are still unsure how Russell managed to access the plane alone and move it by himself."We believe he was in uniform,” says Brad Tilden, CEO of Alaska Airlines. “His job is to be around airplanes. He is tow certified, so he's meant to be-- airports have a non-secure side and a secure side. He's meant to be on the secure side.
