President Donald Trump signed a 0 billion stimulus bill on Sunday, with some of those funds going toward direct payments for millions of Americans. While the bill has been signed into law, there are still a number of unknowns about the bill.Here is what is known:- Congress has authorized that most Americans making less than ,000 a year will get a direct payment of 0 (couples making less than 0,000 a year will get ,200). Heads of households making 4,500 annually also will receive the full 0.- Those making ,000 to ,000 (0,000 to 4,000 for couples) will get a prorated check. Those making over ,000 (4,000 for couples) will not receive a check.- Once again, young adults considered dependents of their parents are not eligible for the payments.- The amount given per child under the age of 17 will increase from 0 to 0.- Americans will receive the second round of stimulus checks the same way they received the first one.- While most Americans who received a stimulus check in the spring will receive one, changes to income between 2018 and 2019 could alter payments.What is unknown:- Will Congress authorize an increase of the direct payments from 0 to ,000. Trump called on an increase to direct payments, which got support from the House on Monday, mostly due to strong Democratic support. Now the bill goes to the Senate, but it is unknown if the bill will even get a vote there.- When a check will be distributed. Treasury Secretary Steven Mnuchin says that checks could be distributed within a week, but with Congress considering an increase to the amount per check, that could delay things.Why would I qualify for a check in the spring, but not now?This would mostly be due to a change in income. The IRS went by income from the most recent tax return that had been submitted by the spring. The filing deadline for 2019 taxes was July 15. For many Americans, the IRS used 2018 return information. If someone saw their income increase from 2018 to 2019, that information would now be in the IRS’ hands.Conversely, if your income dropped in 2019 compared to 2018, that might make you eligible for a check this time around.Undocumented immigrants still will not receive a check, but their spouses mayDuring the last round of stimulus checks, many families did not receive a check if an undocumented immigrant is in the family. Now, the spouses and children of undocumented immigrants can now receive a check (assuming they meet qualifications), and also retroactively earn a check from the last round of stimulus.When will we know if I will get 0 or ,000That will be decided in the coming days. The Senate is scheduled to meet on Tuesday. Theoretically, the Senate could approve the House’s bill on Tuesday, and Trump could sign later in the day.Regardless, a new Congress is sworn in on Sunday, and the Senate has until then to consider the legislation passed by the House on Monday. 2953

President Donald Trump's son-in-law and senior adviser, Jared Kushner, had his White House security clearance restored Wednesday, a person familiar with the matter said, after months of uncertainty stemming in part from his role in the ongoing investigation by special counsel Robert Mueller.Kushner was stripped of his interim clearance in February amid an overhaul of procedures governing access to the nation's most sensitive secrets following the resignation of Rob Porter, the President's staff secretary, who had been allowed to remain in his post for months despite allegations of spouse abuse.The Mueller probe has also hung over Kushner's status in the White House, in part because some of the matters under investigation relate to his role during the campaign and the transition, including contacts with Russians, as well as events that occurred in the early months of the Trump presidency, such as the firing of former FBI Director James Comey.In April, Kushner met with Mueller's investigators for a second time and answered questions for seven hours, according to his attorney, Abbe Lowell. He had previously sat for an interview last November that was largely focused on former national security adviser Michael Flynn, who soon after pleaded guilty to charges of making false statements to the FBI.White House officials have blamed the delay in Kushner receiving his security clearance on administrative backlogs normal to a new administration, as well as the complicated nature of his application. President-elect Joe Biden formally introduced his picks for several high-ranking administration positions on Friday. Among them was former Obama-era UN ambassador Susan Rice to lead the White House Domestic Policy Council.Biden and vice president-elect Kamala Harris introduced the latest round of cabinet nominees in a press conference at Biden's transition headquarters in Wilmington, Delaware.Rice served as President Barack Obama's U.N. ambassador during his first term, from 2009 to 2013. Researchers from Florida Atlantic University released a video on Tuesday that shows how droplets disperse into the air from a person’s mouth.The researchers used different kinds of masks to analyze the disbursement of the droplets. The researchers also showed that without a mask, six feet of distance might not be enough to avoid infection.The FAU team tested a single-layer bandana-style covering, a homemade mask that was stitched using two-layers of cotton quilting fabric consisting of 70 threads per inch, and a non-sterile cone-style mask that is available in most pharmacies. The team used a mannequin, Laser lights and synthetic fog to help visualize the spread of the droplet from a cough..The researchers said that stitched quilted cotton masks worked the best in the simulation, with droplets from emulated coughs traveling just 2.5 inches from the mask. By comparison, without a mask, the droplets moved more than 8 feet, with some droplets traveling up to 12 feet during a heavy cough. The researchers also noted that the droplets remained suspended in midair for up to three minutes in the simulated environment.“We found that although the unobstructed turbulent jets were observed to travel up to 12 feet, a large majority of the ejected droplets fell to the ground by this point,” said Dhanak. “Importantly, both the number and concentration of the droplets will decrease with increasing distance, which is the fundamental rationale behind social-distancing.”FAU said that droplets from a cough traveled 3 feet, 7 inches from a bandana; 1 foot, 3 inches from a folded handkerchief; and 8 inches from a cone-style mask.“Preliminary results from our experiment reveal that significant concentrations of small particles from a turbulent jet such as from a heavy cough/sneeze can linger in still air for more than one minute. It only took the particles a couple of seconds to travel 3 feet; in about 12 seconds it reached 6 feet and in about 41 seconds it reached around 9 feet,” said Siddhartha Verma, an assistant professor in FAU’s Department of Ocean and Mechanical Engineering.Last week, the University of Washington’s Institute for Health Metrics and Evaluation projected that 33,000 American lives would be saved between now and October 1 by near universal wearing of masks.Last month, a study in the Lancet found that the use of masks and respirators by those infected with the virus reduced the risk of spreading the infection by 85%. The authors analyzed data that showed that N95 respirators in healthcare settings were up to 96% effective. Other masks were found to be 77% effective.The CDC issued guidance in April to recommend mask wearing while in public, which has become a requirement to enter retail establishments in more than a dozen states.The CDC's guidance stressed several points: That wearing a face covering is not a substitute for social distancing, and that the public should not use medical or surgical masks.
