BERLIN, Jan. 6 (Xinhua) -- Visiting Chinese Vice Premier Li Keqiang said here Thursday that China and Germany should join hands in expanding economic cooperation to achieve mutual benefits.Speaking at a dinner with German and Chinese business representatives, Li said that China has the capability and condition to maintain steady and relatively fast economic growth in the long run.But he added China is still a developing country and that it needs to make long-term and strenuous efforts to achieve its modernization goals and enable all the Chinese people to enjoy the benefits of economic and social development.On China-Germany relations, Li said that the two countries, through close cooperation and coordination, have achieved an early and robust recovery from the global financial crisis.Chinese Vice Premier Li Keqiang delivers a speech during an evening dinner with Chinese and German business people in Berlin, Germany, Jan. 6, 2011. He noted bilateral trade is expected to exceed 140 billion U.S. dollars last year, 30 times more than that of 1990.The Chinese leader said both sides should broaden fields of cooperation and set up new mechanism of collaboration.The two countries should not only deepen cooperation in traditional areas like machinery, chemical industry and automobile industry, but also explore new cooperation in new energy, new material, energy efficiency, environmental protection, low-carbon technology and green economy, Li said.He called for more two-way investment, adding that bilateral trade still has great potential for further expansion.Li also expressed the hope that Germany keeps its market open and opposes trade protectionism along with China.He said that China will take a more open attitude to the outside world, and will continue to improve investment environment, and provide a fair, stable, orderly, transparent and predictable market environment for all foreign companies in China.While stressing that both sides should expand technological cooperation, Li urged Germany to simplify visa procedures for Chinese businesspersons, and to help relax European Union (EU) restrictions on high-tech exports to China.In addition, the two sides should intensify cultural and people-to-people exchanges, laying a more solid foundation for bilateral ties, Li said.Stressing that China attaches great importance to its relations with the EU, Li said China wants to see a united and prosperous EU, and hopes to promote political mutual trust, deepen pragmatic cooperation with the bloc and push forward the Sino-EU comprehensive strategic partnership to a higher level.Li expressed confidence that Europe will overcome its current economic and fiscal difficulties, and maintain its economic stability and healthy growth.Earlier on Thursday, Li met with German Economy Minister Rainer Bruederle.The German minister pledged to advance Germany-China economic ties and invited China to be the partner country of the Hannover Fair 2012, the world's largest industrial fair.Accepting the offer, Li said that China is willing to use the platform to showcase "made-in-China" products and boost exports of Chinese manufactured goods.The Chinese vice premier arrived in Berlin earlier in the day, kicking off a four-day official visit to Germany. He is due to hold talks with German Chancellor Angela Merkel and meet President Christian Wulff and Foreign Minister Guido Westerwelle on Friday.Before arriving in Germany, Li had visited Spain. He will later travel to Britain, the last leg of his three-nation European tour.

NAIROBI, Dec. 20 (Xinhua) -- Jointly set up by China and Africa in October 2000, the Forum on China-Africa Cooperation (FOCAC) has made abundant achievements in the last decade, boosting the development of the new type of China-Africa strategic partnership in an all-round and tangible way.The FOCAC, a collective consultation and dialogue mechanism between China and African countries, is the first of its kind in the history of China-Africa relations. It is a major future- oriented move taken by both sides in the context of South-South cooperation to seek common development in the new situation.Besides four ministerial meetings, the forum held a summit in November 2006 in Beijing, when Chinese President Hu Jintao and his African counterparts agreed unanimously to building "a new type of strategic partnership featuring political equality and mutual trust, economic win-win cooperation and cultural exchanges". It is an important milestone and beacon for the China-Africa relation development in the new times. The Chinese government has fully implemented the eight initiatives of assistance developed at a series of ministerial conferences and particularly at the Beijing Summit. Moreover, a new set of eight initiatives has been launched since the 4th Ministerial Conference of FOCAC last year.With a prosperous FOCAC, China-Africa relations registered considerable progress in all sectors. Over the past 10 years, mutual political trust had continued to deepen between China and Africa, practical cooperation had progressed on multiple fronts and exchanges and mutual learning had intensified, noted Chinese Vice President Xi Jinping, addressing a seminar marking the 10th anniversary of FOCAC last month in Pretoria, South Africa.HIGH LEVEL OF MUTUAL TRUSTChina is the largest developing country while Africa is the continent with largest number of developing countries. The population of the FOCAC's member states accounts for around one third of the world's total. The forum, initially launched to further strengthen the friendly relations between the two sides, and jointly meet the challenges of the new era, have attracted the attention of the whole world since 2000.The forum witnessed the most frequent high-level contacts and personnel exchanges between China and Africa. During the decade, Chinese President Hu Jintao paid six visits to Africa. The two sides supported each other on major international issues and bilateral issues, and coordinated more closely in international affairs. With its contribution, China-Africa relations have entered a new stage of fast, comprehensive and stable development.The first FOCAC ministerial conference, held in Beijing in October 2000, was aimed at addressing globalization and enhancing cooperation between China and African countries.To strengthen the FOCAC mechanism and better implement its follow-up actions, the Chinese side established its FOCAC Follow- Up Committee in December 2001, which is composed of senior officials from 21 ministries, state commissions and agencies. In December 2003, the second ministerial conference was convened in Addis Ababa, capital of Ethiopia. The third ministerial meeting and a summit was held in November, 2006 in Beijing. And the fourth ministerial meeting was held in the Egyptian resort of Sharm el- Sheikh on Nov. 8-9, 2009.During its development, the forum has formed into a multi-level dialogue mechanism between ministers, senior officials etc., and a consultation platform for its members' leaders, foreign ministers and African ambassadors to China. The two sides held collective dialogue, planned for the future development of China-Africa relations within the forum. Contacts between their parliaments, political parties and local authorities have also deepened.The forum has creatively determined the consensus reached by two sides on the form of official documents, such as the Beijing Declaration and the Program for China-Africa Cooperation in Economic and Social Development, adopted in 2000, and the Sharm el- Sheikh Declaration and Sharm el-Sheikh Action Plan, adopted in 2009. In such way, the forum not only consolidated the results of Sino-African exchanges over the past more than half a century, but also laid a more solid foundation for mutually beneficial cooperation between China and Africa.Through the years, China has always uphold the concept of non- interference in other countries' internal affairs, and do not seek to export its values and development models to African countries, but to help them address food security, health care, education and other issues with numerous reconstruction projects, donations, personnel training programs, preferential loans and debt relief.At the same time, the initiatives of each ministerial meetings are innovative and with continuity. The proposed objectives of these meetings can be completed on schedule or even ahead of time. This demonstrates China, as the largest developing country and a responsible country, is greatly concerned on Africa's development and the growing China-Africa strategic mutual trust.On the twentieth session of the World Economic Forum on Africa, held in Tanzania, 2010, the African representatives generally agreed that the strategic interests of China and Africa had become increasingly inseparable. The bilateral relations between China and Africa are evolving to a real win-win partnership.

BEIJING, Dec. 4 (Xinhua) - The Municipal Party School in Suzhou City, south China's Jiangsu Province, received a special group of "students" Friday morning for a class on current economic development and future trend.The 46 "students," all freshly-appointed officials of deputy departmental level or departmental level from northeast China's Jilin Province, would soon return home to take office after a two-day visit to local renowned enterprises.They were survivors of one of the nation's public selection campaigns for leading officials this year.In China's northwestern Xinjiang Uygur Autonomous Region, meanwhile, the fiercest-ever competition just entered its final phase. Out of 1134 candidates, only 103 contenders were left after the primary selection - using written exams and interviews, to head for the final 34 departmental level posts.The selection campaigns starting throughout the nation this year were unprecedented in scale and in the number of posts offered, with nearly 400 above deputy departmental level positions open to the public in provinces of Beijing, Zhejiang, Shaanxi, Hunan, Jiangsu, Sichuan, Jiangxi, Shenzhen, Tianjin, Hainan, Guizhou, Jilin, Shandong and Xinjiang.The move displayed the advantage of the public selection system for leading cadres (PSSLC), said Zhuang Yan, deputy head of the provincial Organization Department in Jilin.He said the open selection created a stage for those competent persons, compared with the traditional way to appoint mid-to-top officials only by orders.The province had broken down the identity restrictions by holding out an olive branch to managers from large enterprises, listed companies and financial institutes, as well as so-called "sea turtles," Chinese returnees from overseas.This sent 1,889 candidates from all parts of China, except Hong Kong, Macao and Tibetan Autonomous Region, to the province's written tests."It is unimaginable in the past.
