California Democrat Mike Levin defeated Republican Diane Harkey by nearly 28,000 votes in a hotly contested race for a vacant US House seat, securing another blue vote for the new Democratically controlled House, CNN projects. Levin, an environmental attorney, ran an energetic shoe-leather campaign in California's 49th Congressional District, with an eye toward activating younger voters. He cast Harkey, a former member of the state's Board of Equalization, as a "rubber stamp" for President Donald Trump, a characterization that likely played well with the district's wealthy, college-educated voters. On Sunday, nearly two weeks after the midterm elections, the closely watched race was finally called in favor of Levin, who secured 55.5% of the vote compared to Harkey's 44.5%. The Democratic pickup, which comes in a district that was represented by retiring Republican Rep. Darrell Issa, is another win for the party, which has been rounding up additional House seats since the election.The-CNN-Wire 1013

CARLSBAD, Calif. (KGTV) — Thursday's heavy storm caused significant damage in the North County Plaza shopping center in Carlsbad, particularly to Homeroom Hourly Child Care. Homeroom's owner tells 10News that current estimates are it will take six weeks to repair all the damage to the interior."I was pretty pessimistic last night," assistant director Erin Devries told 10News. "I just thought this place was a complete loss."RELATED: Video: Heavy rain leads to flooding across San Diego CountyDevries said there were seven or eight children present Thursday afternoon when one of the children noticed water leaking from the ceiling. Shorty after, tiles began falling from the ceiling, along with a deluge of rain. Out of fear of danger from a soaked electrical system, the teachers turned out the lights, then evacuated the children from the building, seeking shelter in the Orange Theory gym next door. They returned to the darkened building to save several pets, including snakes, lizards, and a chinchilla.RELATED: How San Diego's flooding compares to FEMA's historical hazard mapOnce the children were picked up, the staff returned to Homeroom to survey the damage and call a restoration company. A crew worked late into the night pumping out the water. While some of the infrastructure can be saved, many of the child care center's contents, such as toys and other play items, will need to be thrown away and replaced to ensure the safety of the children when they return."I feel hopeful now, " Devries said. "Seeing all the stuff they can fix. Six weeks sounds insanely long, but it's better than having to close down indefinitely."Devries says Homeroom's unexpected closure is putting their clients in a tough position. The parents are now scrambling to find alternative daycare options during the repairs. 1823

CARLSBAD, Calif. (KGTV) - Police are on the hunt for a reported prowler in the North County, accused of peeking into homes - and entering them on occasion - as residents slept.Carlsbad Police (CPD) released a sketch of the suspected prowler (above), described as a Hispanic or Caucasian male, who has reportedly been looking into windows while residents sleep.Police said the suspect entered a residence on at least two occasions through an unsecured window. When he encountered the residents, he fled, police said. The suspect prowling incidents occurred at: 571

Calls are growing to defund the police. For some advocates, that means divesting from law enforcement in favor of supporting communities. Others want to dissolve departments entirely. Both ideas center on reimagining policing as we know it.“I definitely think there are partnerships to be made and there's opportunity to be had, but that reimagining really first comes with having the resources to dream,” said Isaac Bryan, Executive Director of the UCLA Black Policy Project. “Right now, we don't have that because over half of our budgets, the discretionary funds go to law enforcement and policing.”Bryan says he'd like to see more discussions about restorative or transformative justice and alternatives to incarceration.Bryan says Minneapolis has opened the door for these conversations. The city council there is actively working to disband police, despite pushback from the mayor. An advocacy organization gives us a better idea of what that might look like.MPD150 says first responders should be mental health providers, social workers and other community members. It argues law and order would be better served through education and services that low-income communities typically lack. That's something Bryan agrees with, pointing to the high arrest rates of those experiencing homelessness in Los Angeles.“We're using our resources the wrong way and that's a clear-cut example that I think folks in this city and in large municipalities can think critically about,” said Bryan. “What if we used that money to build housing, or to feed folks, or to provide other pathways to opportunity.”Former vice president and current Democratic presidential nominee Joe Biden says we don't need to cut funding but increase it. His campaign argues more spending is necessary to help improve law enforcement and community policing. 1832

CARACAS, Venezuela — Six American oil executives held for three years in Venezuela have been found guilty of corruption charges and immediately sentenced to prison. The judge’s ruling Thursday came with sentences of more than eight years for each defendant. The verdicts dashed the hopes of relatives for a quick release that would send the men home to the United States. The so-called Citgo 6 had been lured to Venezuela three years ago for a business meeting and arrested. They are employees of the Houston-based Citgo refining company, which is owned by Venezuela’s state oil company, PDVSA.Attorneys and relatives of the executives say the men were wrongly convicted.“We, the family, are heartbroken to be separated even further from our loved ones,” Alirio Rafael Zambrano, whose two brothers were among the defendants, told The Associated Press. “We pray that the leaders of our nation step forward and continue to fight unceasingly for their freedom and human rights.”An attorney who represented three of the defendants called the judge's decision "void of any evidence." 1083
