BEIJING, Aug. 4 (Xinhua) -- China's Supreme People's Court issued a new regulation Tuesday to encourage parties involved in conflicts to mediate for resolution.     The regulation is in response to a rapid increase in lawsuits during the past two years.     It clarifies transitional procedures for parties to cease actions in the people's courts and turn instead to industrial or community mediation.     The move is an attempt to bring social organizations into play at an action's early stage to ease public discontent and prevent aggravation of resentment and tension. It is in accord with the new objective of a harmonious society outlined by the Communist Party of China and the government.     According to the court's statistics, lawsuits for criminal, civil affairs and administrative issues submitted to courts around the country in 2007 increased by 7 percent from 2006 to 5,550,062 cases. The courts handled 6,288,831 lawsuits in 2008, 13.31 percent up from 2007.     "Entering a transitional period of development, Chinese society is encountering an increasing number of new contradictions and problems it has never before experienced," said court spokesman Sun Jungong Tuesday.     "Mediation bodies need to be strengthened to make a bigger contribution to the resolution of disputes," he said.     The regulation means agreements achieved in arbitration or mediation by administrative bodies, mercantile organizations and industrial groups will have the same force in law as those judged by the people's courts.     "The courts at all levels should guide mediation and arbitration methods in a scientific, fair and rational way as well as act as supervisors and executors of agreements," said Jiang Huiling, vice director of the SPC's judicial reform office.

Many cities in the regions face developing challenge as their energy resources are depleted and heavy industries face the burden of restructuring.     The meeting, chaired by Premier Wen Jiabao, agreed more efforts should be spent in the regions to optimize economic structure, promote the development of modern industries, and speed up infrastructure construction, especially some major energy, transport and water conservation projects.     Great importance should be attached to promoting innovation and technological progress in enterprises and work should be urged to develop modern agriculture as well as grain production, transportation and storage to secure the national grain reserve base.     The meeting also called for efforts to tackle issues emerging from the transformation of resources-oriented cities, eco-environmental conservation, improvement of people's livelihood, regional economic cooperation and state-owned enterprise reform.

  

BEIJING, Oct. 13 (Xinhua) -- Chinese top political advisor Jia Qinglin Tuesday urged more efforts to perfect the system of multi-party cooperation and political consultation under the leadership of the Communist Party of China(CPC).     Speaking at a seminar to mark the 60th anniversary of the founding of the Chinese People's Political Consultative Conference (CPPCC), CPPCC Chairman Jia said the system is an inevitable choice for China to press ahead with its social and political development.     Efforts should be made to give full play to the unique advantages of the CPPCC, the top political advisory body, he said. BEIJING, Aug. 1 (Xinhua) -- China's crude steel output would surely top 500 million tonnes this year, said Luo Bingsheng, vice chairman of China Iron and Steel Association (CISA) on Saturday.     In the first half, China produce 266.58 million tonnes of crude steel, up 1.23 percent over the same period last year. In June alone, the daily output was about 1.65 million tonnes on average.     Compared with an increasing production capacity, the country's steel enterprises saw declining profits and revenues in the first six months amid low steel prices resulted from weaken market demands.     According to statistics covered 71 of China's large-scale steel producers, total business revenue of them dropped 28.07 percent year on year to 955 billion yuan (139.82 billion U.S. dollars) in the first half. Profit decreased by 98.32 percent to 1.73 billion yuan.     China produced 500 million tonnes of crude steel last year, accounting for 38 percent of the world total production volume.
