BEIJING, June 10 (Xinhua) -- China hopes the United States will take an objective, rational and just view towards China's national defense policy and the development of its armed forces, said Foreign Ministry spokesman Qin Gang here on Thursday.Qin's comment came in response to a question on China's attitude towards a U.S. military officer's remarks on China's military development.The Chairman of the U.S. Joint Chiefs of Staff Admiral Mike Mullen said in a speech to the Asia Society's annual dinner that he was now "genuinely concerned" about "the gap as wide as what seems to be forming between China's stated intent and its military programs."Responding to the remarks, Qin urged the U.S. side to do more to build military relations with China, rather than harming them, so to ensure regional peace, stability and security.Qin said the sole purpose of China's defense policy is self-defense and its military is being developed in a peaceful way.China's development will not pose a threat to any country and anyone, he stressed, adding "We will not threaten and invade others."China opposes hegemonism, he said. BEIJING, Aug. 11 (Xinhua) -- China's central government has urged more efforts to be made to ensure this year's grain output, a government statement said Wednesday.A string of policies have been rolled out to support autumn grain production, said the State Council, China's cabinet, in the statement released after an executive meeting chaired by Premier Wen Jiabao Wednesday.Autumn grain production is key for China to meet its annual output target as it accounts for 70 percent of the total production.The Ministry of Finance will allocate 1.1 billion yuan (162.4 million U.S. Dollars) to subsidize purchases of fertilizer and pest control, the statement said.Wen urged efforts to restore production in disaster-hit regions at the meeting, after large swathes of farmland have been affected by floods in recent months.Wen also stressed the application of technology and weather forecasting at the meeting.China's summer grain output declined 0.3 percent year on year to 123.1 million tonnes this year, the first fall in seven years, according to the National Bureau of Statistics.

BEIJING, Aug. 16 (Xinhua) -- China's top legislature will discuss the constitutional reform package of Hong Kong, which refers to the amendments to the methods of selecting the city's Chief Executive and forming the Legislative Council in 2012, during a bimonthly session scheduled from Aug. 23 to 28.The draft amendments to Annexes I to the Basic Law of the Hong Kong Special Administrative Region concerning the methods for the selection of the Chief Executive was submitted to the National People's Congress (NPC) Standing Committee for approval by Hong Kong Chief Executive Donald Tsang.The draft amendments to Annexes II concerning the formation of the city's Legislative Council was submitted to the NPC Standing Committee for the record.The Legislative Council of Hong Kong passed the draft amendments in June, before Donald Tsang gave his consent to draft amendments later in the month.According to Monday's Chairmen's Council of the NPC Standing Committee, presided over by NPC Standing Committee Chairman Wu Bangguo, lawmakers will also continue to deliberate draft amendments to the law on officers in reserve service, the draft law on mediation, as well as the draft law on the application of laws to civil relationships involving foreign interests.Lawmakers will also deliberate for the first time draft amendments to the law of deputies to the NPC and local People's Congresses, draft amendments to the Criminal Law, the draft law on intangible cultural heritages, and the draft revision of the soil and water conservation law.Also on the agenda of the upcoming session are discussions of the reports on implementation of the national economic and social development plan and budgets, among others.

BEIJING, July 6 (Xinhua) -- China's weather forecast authorities said Tuesday that rains are expected to fall on parts of east China starting Thursday, offering some respite to a wide-ranging heat wave that had wreaked havoc across the country over the past few days.From Beijing in the north to Guangzhou in the south, a number of the elderly and children were hospitalized for heat-related illnesses. Some zoo animals died or struggled to survive by laying on ice.Also, a passenger bus caught fire in downtown Beijing and swarms of locusts blanketed a couple of dry prairies and grasslands in the north.The National Meteorological Center (NMC) raised the heat alert to orange on Tuesday, one step before the highest level, and said at least 16 provinces, autonomous regions and municipalities were enduring the extreme heat.In Beijing, the temperature shot up to 40.6 degrees Celsius, breaking the city's early July heat record in more than 50 years. Further, the extreme high temperatures would continue in north, east and west China for the next 24 hours before rains begin to fall, the authorities said."Every day we have about 300 patients, 100 more than the average," Qin Jian, head of the emergency unit of Xuanwu Hospital in Beijing, said. "The wards and emergency rooms have been full right from the morning."
