LOS ANGELES, March 9 (Xinhua) -- A China automaker has made headlines in California as it is considering locating its U.S. office and assembly line in the state, local media reported on Tuesday.The office and assembly line are expected to create high-paying jobs in a state hard-hit by the recent recession.The Chinese automaker BYD, or Build Your Dreams, may really build a dream in California after it has teamed up with German automaking giant Daimler-Benz to manufacture an A-class electric vehicle.China's BYD F6DM, powered by electric motors and gasoline engine, is displayed at the North American International Auto Show (NAIAS), in Detroit, the United States, JaN. 11, 2009.As one of the world's largest rechargeable battery and consumer electronics makers, BYD entered the U.S. market this year with its electric car model BYD e6 through the North American International Auto Show in Detroit.The first batch of such cars is to hit markets in Europe, the United States and China as early as next year.Morale-boosted by the BYD intention, local authorities from both the Los Angeles County and Los Angeles City reportedly met BYD executives to woo the firm to locate its office and assembly line on their premises.Several other places including Long Beach and Lancaster have also joined the race to attract the attention of China's fourth biggest carmaker."It would be a tremendous boost to our economy and economic growth and prosperity," said Tony Bell, spokesman for Los Angeles County Supervisor Michael Antonovich.As the largest auto market in the United States, California has recently seen a mushrooming of so-called "green tech" firms involved in the research and production of electric and other alternative energy vehicles.BYD is expected to produce better versions of electric cars by adding its long-life rechargeable battery to Benz chassis and transmission.The e6's, an all-electric crossover car, already are claimed to reach a range of 400 kilometers per charge.Though local pundits claim that California is the right place for BYD to locate its U.S. office and assembly line, BYD executives remained silent on the issue.Local authorities have made wooing BYD to open business in California their top priority, hoping the addition of the Chinese electric car maker would help create in California a new and greener Detroit.

NAIROBI, Feb. 12 (Xinhua) -- Achim Steiner, UN Under Secretary- General and Executive Director of the United Nations Environment Programme (UNEP) told Xinhua in an interview on Friday that China played a significant role in the process leading up to Copenhagen Climate Change Conference."I think China played a very significant role in the process leading up to Copenhagen, and in a sense it became very engaged at the highest international political level in the process," the UNEP chief said.Steiner noted that China took a significant step forward when it made its announcements of voluntary actions a few weeks before Copenhagen. And that sent a very important signal to the negotiations."We saw similar actions taken by Mexico, by South Africa, by Brazil, by Indonesia and also India. That created an opportunity," he said.Steiner admitted that Copenhagen did not deliver what the world had hoped, which was a deal among developed and developing countries to achieve significant agreement in reduction of emissions. However, he maintained that it was also not the failure that some people had attributed to it."I think in history it shall be written as a missed opportunity. We are now focused on moving forward towards Mexico and the world has an opportunity to reach an agreement," he said to Xinhua.On China's situation of environmental protection and carbon emissions reduction, Steiner said the nation has made rapid progress yet challenges still remain.He stressed that China has begun to take a different development path. Chinese leaders and people have started to look at development also from a sense of balance. And therefore environmental protection and sustainable development have taken a far quicker route of being addressed today than by some industrialized nations have done in historical terms."I think many of the measures the government is taking, from establishing a ministry of environmental protection to new legislation, to setting pollution standards, showed that in a period of just 10 to 15 years, China has walked a distance that some other countries had taken 30 to 40 years," he said.The UNEP chief added that "also let us be very realistic that environmental challenge for China is significant, and therefore effective action is necessary and urgent."He lauded China for including the notion of ecological civilization and the transition to a green economy into part of the country's mainstream development planning and the next Five- Year Development Program."To me it provides some very encouraging signs that we will see a very different economic development philosophy emerging in China. And this is also UNEP's mission to work with China in bringing the latest science and knowledge that have been developed across the world on green economy opportunities into the debate and discussions in China," he said.Referring to the upcoming Shanghai EXPO, Steiner said such big events can be not only a showcase for the country, but can also act as an experiment with policies, with new technologies and with new ways of management."The Shanghai EXPO, with the theme of 'Better City, Better Life, ' has put the quality of life, which is so closely related with environment management, at the heart of this international event," he said.Steiner compared the EXPO to the Beijing Olympics, saying that the 2008 Olympic Games in Beijing provided many examples of innovation technology as well as environmental management initiatives. CHENGDU, Jan. 31 (Xinhua) -- Two giant pandas in the United States will fly back home in the southwestern Chinese province of Sichuan next week, according to local officials.Tai Shan, a 4-and-a-half-year-old male panda born at the National Zoo of Washington D.C., and Mei Lan, a 3-year-old female panda born at Zoo Atlanta, will arrive in Chengdu Feb. 5 after a 14-hour journey from Washington.Experts from the two zoos will escort the two giant pandas back to China.Tai Shan, who was born in July 2005 and raised up in the National Zoo, will return to the Ya'an Bifeng Gorge Breeding Base of Wolong National Nature Reserve.Tai Shan was supposed to get back to China at the age of two. The Chinese government agreed to postpone its return twice in 2007 and 2009 at the request of the National Zoo, where millions of people visited him.Tai Shan's father Tian Tian, 13, and mother Mei Xiang, 12, are also due to return December next year.Mei Lan will return to the Chengdu Research Base of Giant Panda Breeding.Mei Lan was born in September 2006. Her parents Lun Lun and Yang Yang arrived in Atlanta in November 1999.There are now 13 Chinese giant pandas living in four zoos in the United States.Giant pandas, known for being sexually inactive, are among the world's most endangered animals.There are about 1,600 giant pandas living in China's wild, mostly in Sichuan and the northwestern provinces of Shaanxi and Gansu. Another 290 are in captive-breeding programs worldwide, mainly in China.
