SEATTLE, Wash. -- Home to Pike Place Market, rainy days and views of the Puget Sound, Seattle is also one of the first places in the U.S. to initially face the coronavirus and the fallout that followed.“We were the first city that really had to grapple with this,” said Don Blakeney, vice president of advocacy and economic development with the Downtown Seattle Association, a nonprofit representing about 2,000 businesses and residences.When COVID-19 first appeared, they worried that years of investment in the downtown core could be in jeopardy.“You saw overnight downtown clear out of employees,” Blakeney said.That made for a tough spring there, but then summer got hot when protests sparked nationwide.While the vast majority of protests across the country this past summer were peaceful, when they got out of control, some businesses paid the price. Damages from civil unrest became yet another blow to their bottom line, on top of the pandemic.“Viruses don't cause that physical damage,” said Sean Kevelighan, CEO of the Insurance Information Institute.Recently, the institute compared financial losses from civil unrest this year to similar events in the past.The Institute found that, based on today’s dollars, the most expensive civil unrest event in the U.S. happened during the L.A. riots in 1992, costing .4 billion.The rest of the top five were:L.A. Most have insurance that will cover physical damages caused by unrest, but there is no insuring for a pandemic.In Seattle, a few lessons emerged, such as taking health recommendations seriously early on and not hurrying a return to normalcy.“We haven't rushed it, but we've also seen that we need to be creative in the ways that we accommodate these small businesses,” Blakeney said.They also looked to streamline permitting, in order to get creative with public spaces, so businesses can expand beyond their usual four walls: even with the coming winter, which they’re already planning for.“How do you stay outside safely? You know, bring your own blanket, maybe some coverings, but it's largely, we're kind of learning as we have these new things that we're responding to,” Blakeney said.They are lessons that may help in their resiliency and that of businesses in other cities on the road to recovery. 2733

(AP) — After Los Angeles County residents got an automated phone call reporting a mistake was on their November ballot, county officials issued an alert to voters that there was no such error.The calls — and a mailer dubbed a ballot "correction" — were part of an advertising blitz by Proposition 6 supporters trying to drive home a message to voters to overcome what they see as a misleading title and summary on the ballot initiative.Proposition 6 would repeal an increase in fuel taxes and vehicle fees that is slated to fund billion in transportation projects a year.RELATED: Poll: Support strong for Proposition 6, which repeals California's gas taxIts title on the ballot begins with: "Eliminates certain road repair and transportation funding." (KGTV) — Four Congressmen, including House Majority Leader Steny Hoyer, Scott Peters, Juan Vargas, and Mike Levin, participated in an all-access tour of the San Ysidro Land Port of Entry Friday afternoon. Upon finishing the tour, House Majority Leader Steny Hoyer of Maryland said sternly, “There is no crisis at the border. There is no justification for an emergency declaration at the border.” This was a direct contradiction to President Trump's reasoning to build a southern border wall. It has been almost one month since the Department of Homeland Security began implementing the new Migrant Protection Protocol (MPP). The policy forces migrants from Central and South America entering the United States without papers, or those claiming asylum, to in Mexico for the duration of their immigration proceedings. According to the Mexican Citizen Council for Public Safety and Criminal Justice, Tijuana has the fifth highest murder rate in the world. Because of that, Representative Juan Vargas (CA-51-D) strongly rejected MPP.“To be sent back to a place like Tijuana, where they don’t have family, friends, where they don’t have the social connections to be helped and to be safe, I don’t think we should be doing it. I think it is the wrong thing to do. I don’t think it’s our American values," said Vargas.Previous to the new MPP, migrants were released into the United States after their initial process, under the assumption they would return to US Immigration Court at a later time to receive their final status. But Homeland Security said that too many migrants would skip court, and disappear into the US as fugitives. This afternoon, Majority Leader Hoyer used the President’s coined slogan to refute the claim. “That’s fake news. 97% of people show up. That’s a better percentage than the people who show up who are on parole in the United States of America for crimes,” Representative Hoyer said. After touring the facility, the Democrats agreed, solving the immigration issue is not as simple as building a physical wall. Overcrowding the ports with seemingly endless asylum seekers is not the answer either. They were all impressed by the work being done at San Ysidro and hoped all other ports implement the high tech protocols conducted there.“This national emergency declaration serves no purpose other than a political one,” Representative Mike Levin (CA-49-D) said. “If we truly want to solve the problem to the extent to one exists, we need to invest in the technology of the future, just as we have done here at San Ysidro, at all 330 ports of entry.” 2601

  

SANTA FE, N.M. (AP) — A father and his two children helped rescue a man who was stranded in the Santa Fe National Forest for 14 days.John Utsey launched an unexpected two-day rescue mission Saturday after hearing a call for help while hiking with his kids toward the Santa Fe Baldy.Utsey gave the man food and water before hiking back to the trailhead to call 911.Santa Fe firefighters arrived within the hour, but called off the unsuccessful search after eight hours.Utsey then returned to the spot Sunday, called 911 again and led crews to the man.Once the man was located, the Santa Fe Fire Department says its crews built a fire to bring up his body temperature, which was dangerously low. They also fed and gave him water.The department says the man suffered from chronic back pain, injured his back while hiking and couldn’t stand or walk.The man told first responders that his gear stolen and ended up getting lost and disoriented.The man is now recovering at a local hospital. 992
